1. Consider a request for a Specific Use Permit to allow the expansion of a Polyethylene
Plant in a LI (Light Industrial) District located to the west of the Beaumont Municipal
Airport.
Wallace R. Wilson is requesting a Specific Use Permit to allow the expansion of the

ExxonMobil Polyethylene Plant into the LI (Light Industrial) District zoned property.
ExxonMobil Polyethylene is currently in operation just west of this site. The existing
plant is outside the Beaumont city limits, however, the expansion will be within the city
limits. Given that this expansion is buffered to the south by the existing G.E. plant, and to
the east by the municipal airport, the proposed expansion would be compatible with
area land uses.
At a Joint Public Hearing held on October 17, 2016, the Planning Commission
recommended 5:1 to approve a request for a Specific Use Permit to allow the expansion of
a Polyethylene Plant in the LI (Light Industrial) District.

2. Consider a request for a Specific Use Permit to allow an office and parking at 1350 W.
Lucas Drive in a GC -MD -2 (General Commercial -Multiple Family Dwelling -2) District.
In August of this year, Mr. Wilson applied for and was awarded a rezoning of his property
from RS (Residential Single Family Dwelling) District to GC -MD -2 (General
Commercial - Multiple Family Dwelling - 2). GC -MD -2 zoning requires a Specific Use
Permit, therefore, Mr. Wilson has submitted a request to use the existing house on the
property as a commercial office for his restaurant. He would like to use the rear of the
property for restaurant and office staff parking. An eight (8) foot wood privacy fence has
been installed along a portion of the north property line, but Mr. Wilson is requesting a
waiver to the landscaped buffer and screening along this north side.
At a Joint Public Hearing held on October 17, 2016, the Planning Commission
recommended 6:0 to approve a request for a Specific Use Permit to allow an office and
parking in GC -MD -2 (General Commercial - Multiple Family Dwelling- 2) District with a
waiver to the landscaped buffer and screening along the north side.

3. Consider a request for a Specific Use Permit to allow a novelty shop and gaming room
located in an NC (Neighborhood Commercial) District at 3890 Highland Avenue.
In October of 2014, a Specific Use Permit for a gift shop / game room, was granted to the
property owner for the property located at 3890 Highland Avenue. Soon after, the property
owner at that time was found guilty of criminal activity and the gaming license was revoked.
As two (2) years have passed since the property was granted a Specific Use Permit, a
new application is required for these uses. Mr. Karediya has purchased the property
and would like to again open a novelty shop / game room at 3890 Highland Avenue.
The business would be open Monday through Saturday from 7am to 10pm and Sunday
from 9am to 9pm. The gift shop would be at the front of the store, and a separate room
at the rear of the store would contain 40 eight -liner machines. Mr. Karediya states that the
gaming room would be private and accessible only through membership.
Alice Keith Park is across the intersection of Highland Avenue and Brockman Street,
and the areas to the east and west, and the majority of the surrounding properties, are all
residential. In addition, a church and school are proximate to this location. Given this
adjacent land use and the history of a similar use in the past, a Gaming Facility would not
be appropriate at this location.
At a Joint Public Hearing held on October 17, 2016, the Planning Commission
recommended 7:0 to deny a request for a Specific Use Permit to allow a novelty shop and
gaming room located at 3890 Highland Avenue in an NC (Neighborhood Commercial)
District.

4. Consider a request for a zone change for the west part of the property located at 4004
College Street from LI (Light Industrial) District to GC -MD (General Commercial —
Multiple Family Dwelling) District.
ESDM, Inc., on behalf of Beaumont Emergency Center, would like to construct a heliport at
4004 College Street. The estimated use will be one flight per day.
In an effort to clean up the split zoning of the property, the applicant has submitted a
request to rezone the LI (Light Industrial) portion of the property, to GC -MD (General
Commercial - Multiple Family Dwelling). The heliport could be allowed in either zoning
district with a Specific Use Permit.
At a Joint Public Hearing held on October 17, 2016, the Planning Commission
recommended 6:0 to approve a request for a zone change for the west part of the property
located at 4004 College Street from LI (Light Industrial) to GC -MD (General Commercial -
Multiple Family Dwelling) and a Specific Use Permit to allow a Helipad in GC -MD (General

5. Consider a resolution approving the purchase of thirty-five vehicles from Silsbee Ford for
use by various City departments.
Replacement vehicles are requested through the City's budget process. The Fleet
Manager reviews the requests and evaluates the vehicles to be replaced. Based on this
evaluation a recommendation is made to replace worn and obsolete vehicles that are no
longer cost effective to operate. The vehicles to be purchased are replacing models
ranging from 1994 to 2006. The newer vehicles may be reassigned by the Fleet Division
where appropriate. The older vehicles will be disposed of in accordance with the City's
surplus equipment policy because age and mileage render them unfit for continued
service.
Pricing was obtained through the Texas Association of School Boards (BuyBoard), a
cooperative purchasing association providing cities and political subdivisions with the
means to purchase specialized equipment at volume pricing. BuyBoard complies with
State of Texas procurement statutes. The total purchase price includes the BuyBoard fee
of $400 which is paid to the vendor.
Warranties of 36,000 miles or three (3) years are provided for each new vehicle.
Warranty service is provided by local authorized dealerships.

APPROVES THE PURCHASE OF THIRTY-FIVE (35) VEHICLES FOR USE BY VARIOUS CITY
DEPARTMENTS FROM SILSBEE FORD, TEXAS, IN THE AMOUNT OF $1,220,489.91 THROUGH THE
TEXAS ASSOCIATION OF SCHOOL BOARDS (BUYBOARD) COOPERATIVE PURCHASING PROGRAM.

6. Consider amending Chapter 24.06.008 of the Code of Ordinances related to minimum
standards for Recreational Vehicle Parks.
The city was recently approached about evaluating its current minimum standards for the
design of Recreational Vehicle Parks within the city. After analysis of several cities, the
actual dimensions of a variety of Recreational Vehicles as well as the design of several
Recreational Vehicle Parks within the city, staff is recommending a modification of the
existing ordinance to reduce the minimum lot and pad size within Type "C" parks. Type "C"
parks are those parks designed for transient or limited stays. The proposed changes
include modifying the minimum lot space width from twenty-four (24) feet to twenty (20) feet
and minimum depth from sixty (60) feet to forty (40) feet. In addition, the minimum pad
surface length would be changed from sixty-four (64) to thirty-five (35) feet. It should be
noted that park owners could make spaces larger if they so choose. However, the
proposed dimensions would comfortably accommodate both small and large Recreational
Vehicles, provide adequate room for an additional vehicle, as required, and provide
adequate separation between neighboring vehicles.

ordering their removal within 10 days or authorizing the property owner to enroll the
dangerous structure in a work program.
These structures have been inspected by the Building Codes Division and found to be
unsafe structures as defined by the City of Beaumont's Code of Ordinances, Chapter 24,
Article 24.04 Unsafe Substandard Structures, Division 1, Sec. 14.04.001 of the 2009
International Property Maintenance Code. Additionally, these structures have deteriorated
to a condition that they are no longer considered suitable for repair.

* Review and discuss making application to the Texas Historical Commission for a
Certified Local Government Grant to update the City's Survey and Preservation
Analysis of Resources and Environment (SPARE) historical survey
Chris Boone, Planning and Zoning Director, reviewed and discussed making
application to the Texas Historical Commission for a Certified Local Government
Grant to update the city's Survey and Preservation Analysis of Revenues and
Environment (SPARE) historical survey. The city's Survey and Preservation
Analysis of Resources and Environment (SPARE) documents serve to inventory
and analyze historic structures within the city. First completed in 1977 and updated
again in the early 1990s, the documents provide a catalog of the location, age,
architectural style and appearance of these historic structures. This information is
used by staff and Landmark Commission as a reference in the application of the
city's historic preservation guidelines and regulations. City staff also relies on the
documents for Section 106 environmental reviews, required for the expenditure of
federal funds. In addition, the surveys offer a catalog of the city's historic properties
to historians and preservationist at the local, state and federal level.
However, as it has now been many years since the SPARE survey has last been
updated, the Planning & Community Development Department is proposing to
partner with Lamar University, the Beaumont Heritage Society and the Texas
Historical Commission by applying for a Texas Historical Commission Certified
Local Government Grant to fund an update of the survey.
The amount requested in the grant will be $4,000 from the State, with a $4,000
matching grant from the Beaumont Heritage Society. The funds will be used for
materials, equipment and document reproduction.

Park Loop and 11th Street. There was also discussion on the Project Specific Data,
such as width, length and estimated cost for all of the streets listed. Discussion was
also held in regards to Washington at Dowlen extension and Washington widening
project, as well as the Washington Blvd., from West Beaumont City limit to Highway.
Mayor Ames read the announcement regarding Executive Session being held at the

unfortunately he and others were very upset that there were a lot of tire tracks up and down
the street from an event that occurred a few weekends ago, a lot of business owners were
upset about the trash on their property and would like someone to investigate and see if
they can't stop this event from happening

The question of the City Attorney's salary is not a personal thing or a racial thing it is that
our city cannot afford it thing, the City is already in debt, the City Attorney could be walking
on water and his salary should still be capped at a reasonable rate, in addition, is this large
