Guiding PhilosophX Within our current level of capability and when covered by the appropriate legal protections and approvals, we do our best to assist neighboring jurisdictions when requested, and in turn, to request assistance from them when the situation warrants. Purpose The purpose of this policy is to define the proper approvals, processing and deployment for mutual aid calls for assistance. III. Goals The goals of this policy are to: A. Detail the request processing, approval and deployment requirements for mutual aid GIVEN requests. B. Detail the request processing and approval requirements for mutual aid RECIEVED requests. IV. Definitions A. Activation — Notice of request for deployment of mutual aid resources issued through the following governmental levels/agencies, depending on the complexity and impact of the incident: Incident Significance Activation Notification Coordinator/Agency Local • Agency -direct Mutual Aid • Sabine -Neches Chiefs Association Activation Regional • TDEM Disaster District Chair • SETRAC EMTF6 Coordinator State • Texas Division of Emergency Management (TDEM) State Operations Center (SOC) • Texas Intrastate Fire Mutual Aid System (TIFMAS) National 0 FEMA -National Response Coordination Center (NRCC) B. Agency -Direct Mutual Aid — Deployment of local mutual aid response resources between individual agencies (mutual aid given or received), based on two types of agreements: 1. Mutual Aid Agreements 2. Memorandums of Understanding (MOU) C. Extra -Territorial Jurisdiction (ETJ) — unincorporated land within five miles of the City of Beaumont's full purpose city limits that is not within the city limits or ETJ of another jurisdiction. D. Local Mutual Aid Response — For the purposes of this policy, a mutual aid response to include: 1. Local agency -direct mutual aid response for departments within Jefferson, Hardin and Orange counties 2. Sabine -Neches Chiefs Association Activation (SOG 501.05) E. Mutual Aid Given — BFRS response assets provided to assist another jurisdiction. F. Mutual Aid Received —Response assets from another jurisdiction deployed to assist the City of Beaumont. G. Regional, State or National Mutual Aid Response — for the purposes of this policy, an incident involving either: City of Beaumont resources being requested, approved and deployed outside the boundaries of Jefferson, Hardin and Orange counties. (Mutual aid given) 2. Assets from outside the boundaries Jefferson, Hardin or Orange counties being requested, approved and deployed inside the City of Beaumont's full purpose city limits. (Mutual aid received) H. Texas Department of Emergency Management Disaster Districts — Regional emergency management organizations that serve as the initial source of state emergency assistance for local governments. A Chairman, who is the local Texas Highway Patrol commander, directs each District. If the resources of a Disaster District are inadequate to provide the type or quantity of assistance that has been requested, the request for assistance may be forwarded to the State Operations Center for state -level action. I. Texas Intrastate Fire Mutual Aid System (TIFMAS) — System that includes mobilization/deployment systems, training, qualifications and grants to make statewide use of local resources. The Texas A&M Forest Service (TFS) deploys resources under TIFMAS. SOG 501.04 — Mutual Aid Page 2 of 6 V. General Information & Requirements A. This guideline DOES NOT apply to: 1. Deployments within the ETJ and contract service areas (SOG 501.03) 2. Activations of the Sabine -Neches Chiefs Association (SOG 501.05) 3. Activations, deployment and administration of BFR Special Operations Response Teams (SORTS) to regional, state or national incidents (SOG 106.10) B. Agency -direct mutual aid (local) requests may only be processed for jurisdictions within Hardin, Jefferson and Orange counties. C. Regional, State or National mutual aid requests should be processed through the City of Beaumont Emergency Management office. D. The Call Taker will compile the following information for all mutual aid requests: 1. Location and Type of Emergency 2. Requesting Agency/Entity 3. Name of Authorized Official 4. Equipment/Material or Personnel Needed 5. Contact Phone Number 6. Operations Frequency or Talk Group to be Used (if established) 7. Location of Staging Area (if established) 8. Staging Area Contact Number (if established) 9. Name of Staging Area Manager (if established) 10. Staging Area Radio Frequency/Talk Group to be Used (if established) VI. Mutual Aid GIVEN: Request Processing, Approval & Deployment A. Requests for LOCAL Mutual Aid GIVEN are only valid if received from: 1. Incident Commander on scene at a working incident. 2. Emergency Management Coordinator, Fire Chief, Assistant Chief or Dispatcher of the affected jurisdiction. SOG 501.04 - Mutual Aid Page 3 of 6 3. Sabine -Neches Chiefs Association activation (SOG 501.05) NOTE: Requests to deploy the Southeast Texas Regional Rescue Team should be considered and processed as SNCA activations (SOG 501.05) B. Requests for REGIONAL, STATE or NATIONAL Mutual Aid GIVEN are only valid if received from the official representative of: Texas Forest Service (TFS) for TIFMAS requests related to: a. Regional or state disaster assistance b. BFR Wildland/Urban Interface Response Team deployment. (Refer to SOG 106.10) c. Golden Triangle All -Hazards Incident Management Team deployment (Refer to SOG 106.10) 2. Texas Department of Emergency Management (TDEM) for regional, state or national disaster assistance. 3. Texas A&M Engineering & Extension Service (TEEX) for Texas Task Force I deployment (Refer to SOG 106.10) 4. Southeast Texas Regional Advisory Council (SETRAC) for: a. Regional, State or national mass casualty incident assistance b. Emergency Medical Task Force 6 deployment (Refer to SOG 106.10) C. Process to Obtain Approval & Resource Deployment List Prior to deploying any resources the Dispatcher will insure notifications are made to obtain a disposition on the mutual aid request and an approved list of resources to deploy: a. Assistant Fire Chief b. Fire Chief EXCEPTION: • In the event that south Jefferson County's Central Dispatch requests aid due to a MAYDAY being called in mid/south-Jefferson County, the Dispatcher is approved to send one Chiefs car and two engine companies to stand by at Port Neches Fire Station, 1209 Merriman, to back up the Port Neches, Nederland and Groves Fire Departments. • After deploying the above assets, the Dispatcher will notify the Assistant Fire Chief, Fire Chief and on - duty Deputy Chief. • Additional resource requests must be approvedrip or to deployment. • The Dispatcher will be prepared to initiate implementation of SOG 205.01 -Emergency Back-up and Deployment Plan, if resource levels warrant. SOG 501.04 — Mutual Aid Page 4 of 6 IMPORTANT NOTE: Due to the recent adjustment to the City's ETJ contracts (10/2016), Cardinal Meadows, Villa de Oro Estates and Garden Villa -Westville subdivisions will automatically generate a mutual aid response of 1 Chief's Car and 2 Engine Companies. 2. The Dispatcher will attempt both cell and home phone numbers, and leave voice mail on both cell and home numbers if there is no answer. 3. The Assistant Chief or Fire Chief will evaluate the request relative to current capabilities and approved resources within a managed -risk framework and provide a disposition on the request. 4. The Dispatcher will deploy only the approved resources and monitor their status on the radio frequency/talk group indicated. D. The ranking Officer deployed outside the City limits will: 1. Be responsible for the safety of BFR personnel. 2. Notify the BFR Communications Center should the frequency/talk group that they are operating on be changed after deployment. Insure efficient and effective operations so that units may be returned to service within the City limits as quickly as possible. E. After the event has been terminated, the Dispatch Supervisor will insure that a Chief s Report is submitted via email that summarizes the response. V. Mutual Aid RECEIVED: Processing and Approval of Requests A. As required through Standard Operating Guidelines or by the direct request of the Incident Commander, the Dispatcher will initiate requests for mutual aid received. B. Local mutual aid received requests can be filled through: 1. Agency -direct communications with local jurisdictions 2. Activation of the Sabine -Neches Chiefs Association (SOG 501.05). C. Requests for regional, State or national mutual aid RECEIVED must be coordinated through the City of Beaumont Emergency Management office. D. When the request to receive mutual aid is communicated, the Dispatcher will notify: 1. Emergency Management Coordinator SOG 501.04 — Mutual Aid Page 5 of 6 2. Deputy Chief on -duty 3. Assistant Fire Chief 4. Fire Chief E. When mutual aid is received, the Dispatcher will insure that: 1. Responding mutual aid resources are aware of the: a. Operations Frequency or Talk Group to be Used (if established) b. Location of Staging Area (if established) c. Staging Area Contact Number (if established) d. Name of Staging Area Manager (if established) e. Staging Area Radio Frequency/Talk Group to be Used (if established) 2. Responding mutual aid resources have been added to the incident in the CAD system, monitored and tracked until their release from the incident. 3. After the event has been terminated, a Chief's Report has been submitted via email that summarizes the response. SOG 501.04 - Mutual Aid Page 6 of 6
