Guiding Philosophy An organization's structure serves as the foundation from which all services flow. We strive to create and maintain a management structure and associated systems that will maximize the effectiveness and efficiency of the services we deliver. II. Purpose The purpose of this policy is to communicate the foundational documents, organizational structure and general responsibilities of established sections within Beaumont Fire -Rescue Services. III. Goals The goals of this policy are to: A. Detail the department's legal foundational basis. B. Describe the responsibilities of the department's established sections. C. Provide the department's organizational chart and chain of command. IV. Definitions A. Foundational Documents — Collections of documents that provide the basis for existence of an organization and define critical terms, authority and focus of operations. B. Section — A component of government that performs a given function(s). V. Foundational Documents A. The Beaumont City Charter (originally adopted 12/6/1947) provides the City Manager the power to establish departments within the City organization in Article VII, Administrative Departments. B. The Code of Ordinances for the City of Beaumont addresses the foundational aspects of the operation of the fire department primarily in Chapter 2, Section 2-27: Fire Department; Established; Chief, functions (adopted 12/11/1984) and Chapter 10 — Fire Protection and Prevention (adopted 11/5/1996). 1. Chapter 21, Article 4 of the Beaumont Code of Ordinances references the adoption of two (2) chapters of the Texas Local Government Code. a. Chapter 143 - Municipal Civil Service was adopted by ordinance on 12/16/1958. b. Chapter 174 - Fire and Police Public Relations (collective bargaining) was adopted by ordinance on 10/22/1974. C. Current version of the Beaumont, Texas Rules of the Firemen and Policemen Civil Service Commission. D. Current contractual arrangement in place with the International Association of Firefighters, Local 399. E. Current version of City of Beaumont Policies and Procedures. F. Beaumont Fire -Rescue Foundational Documents, including Rules and Regulations, Standard Operating Guidelines and Performance Benchmarks. VI. Established Sections & Their General Responsibilities A. Administration & Finance Section 1. Coordinating personnel and benefits administration for authorized civil service and civilian positions. 2. Managing and controlling the departmental budget. 3. Administering all financial matters pertaining to contracts, leases and fiscal agreements. 4. Coordinating administrative matters pertaining to compensation for injury and claims -related activities. 5. Provide financial, cost and trend analysis information as requested. 6. Analyzing cost effectiveness and providing recommendations for cost savings. 7. Directing and coordinating the application for and management of grants. 8. Coordinating the effective utilization of management software and related management systems. 9. Coordinating the development and implementation of all department policies and procedures. 10. Developing and administering the department's Capital Improvement Program. 11. Serving as organizational liaison with other departments, organizations and community groups. B. Lo,-istics Section 1. Coordinating the purchase, receipt, storage and distribution of all supplies and equipment. 2. Coordinating the facilities & equipment maintenance programs for all department properties, associated structures and all department equipment. 3. Coordinating the maintenance of department's fleet of front-line and reserve apparatus, special purpose and support vehicles. 4. Coordinating initial certification and certification maintenance in programs regulated by the following agencies: a. Texas Commission on Fire Protection b. Texas Department of State Health Services c. U.S. Environmental Protection Agency d. National Fire Protection Association e. Insurance Services Office 5. Developing continuing education and professional development programs in the following areas: a. Firefighting b. Emergency Medical c. Hazardous Materials d. Technical Rescue e. Officer Development f Occupational Safety & Health 6. Developing, coordinating and implementing minimum standards, specifications and benchmarks. 7. Coordinating communications, dispatch and deployment of assets: a. Receiving and processing emergency and non -emergency calls for assistance. b. Dispatching the appropriate resources and tracking their status. c. Notifying and coordinating support personnel and agencies necessary for the mitigation of emergencies. 8. Developing, coordinating and implementing support and services necessary to sustain field operations. C. Plannin- Section 1. Collecting, evaluating and disseminating information regarding the status of properties and occupancies, critical infrastructure and potential threats. 2. Coordinating pre -incident planning activities. 3. Coordinating and serving as liaison with technical specialists. 4. Developing and implementing the Fire Code Enforcement Program. a. Fire Code Inspections b. Building Plans Review c. Testing of Fire Suppression Systems d. Fire Drills 5. Developing and conducting the Investigations Program: a. Fire Cause & Origin Investigations b. Arson & Criminal Investigations c. Internal Investigations 6. Developing and coordinating the Public Education and Information Program: a. Fire Museum of Texas b. Targeted educational initiatives c. Community outreach and risk reduction activities d. Public information requests D. Operations Section 1. Providing and documenting the following emergency response services within the available level of capabilities and/or standard operating guidelines: a. Firefighting b. Developing, coordinating and managing the following service lines: a. Fire Response Services b. Medical Response Services c. Technical Response Services 3. Providing and documenting the following non -emergency services: a. Public Assistance b. Public Education c. Community Outreach 4. Preparing for effective response by performing and documenting the following activities: a. District Survey & Pre -Incident Planning b. Training & Professional Development c. Facility, Apparatus, Equipment and Critical Infrastructure Maintenance and Testing 4. Coordinating the specifications and acquisition of department's fleet of front- line and reserve apparatus, special purpose and support vehicles. a. Command Vehicles b. Apparatus & Specialty Response Units c. Rescue/EMS Units d. Staff Vehicles e. Support/Utility Units f.
