I. Guiding PhilosophX
We are a capabilities -based service. We employ a managed -risk philosophy to the work
that we do. When our current level of capabilities is stretched or even exceeded, we do our best
to adapt our normal operations so that we achieve a level of capability that allows our continued
ability to respond to the community's needs.
II. Purpose
The purpose of this policy is to communicate the system for providing emergency
services coverage to the community during times of high call volume and/or multiple significant
incidents occurring simultaneously.
III. Goals
The goals of this policy are to:
A. Communicate when and how the plan will be activated.
B. Detail system implementation responsibilities.
IV. Definitions
A. Apparatus — Engine, Aerial or Quint apparatus.
B. Emergency Call Back — Call back of personnel due to one or more significant
incidents or periods of high call volume.
C. Call Back Pay, — Call back pay that is regulated by Article XXIV Call Back Pay
of the collective bargaining agreement.
D. Mutual Aid Received — Response resources from another jurisdiction deployed
to assist BFRS response resources.
V. Plan Activation
A. The Deputy Chief will be placed out of service for emergency response when the
number of apparatus in-service reaches ftour (4).
B. To maintain City-wide continuity of operations, the Deputy Chief will activate the
system detailed below when the number of apparatus in-service reaches two (2).
C. One or any combination of the following options may be implemented by the
Deputy Chief to provide City-wide coverage, based on the number and type of
working incidents:
Assess Placing Units in Service at the Scene
a. Contact each on -scene Incident Commander to assess whether life
safety considerations have been addressed Exam les: Fire Call
Primary Search Complete or Medical Call—Patient Stable).
b. If so, are there crews that can be placed in service at the scene?
(Example: Rapid Intervention Group).
c. If life safety issues have been addressed and property conservation/
incident stabilization is the current tactical objective, consider:
1. Initiating a defensive strategy (Example: Exterior Exposure
Protection) to allow placing a crew(s) back in-service at the
scene.
2. Reassigning duties to allow unit(s) to be placed back in
service.
2. Utilizing Uniformed Staff Personnel
a. Consider utilizing uniformed staff officers during normal business
hours (Monday -Friday 0700 hours -1800 hours).
b. Staff Officers may be deployed directly to an incident or to staff
ready reserve apparatus.
Emergency Call Back of Personnel
a. Personnel called back may be deployed:
1. Directly to an incident,
2. To staff ready reserve apparatus or command vehicles,
3. To ride with mutual aid partners,
4. To assist with call taking and coordinating implementation
of this plan (Dispatchers preferred.
b. The overtime rotation list will NOT be used in emergency call
back situations due to the necessity of timely arrival of personnel
to assigned duties.
c. The Deputy Chief will direct the Dispatch Supervisor to initiate the
following messages using the Global Connect system to the:
1. Prior Operations Section shift (Example: If A -Shift is on -
duty, C -Shift will be contacted.)
2. All Communications Group personnel.
d. The messages will include a phone number for personnel to call to
assess their availability and response time status. (Examp� le: °'�.l;l.1� R

e. From those persons who call in, the Deputy Chief will compile a
list of personnel that are able to respond based on:
1. Resource needs at each working incident
2. Communications Group support needs in meeting the needs
of all working incidents and assisting with the
implementation of this plan.
3. The member's rank and/or temporary promotion capability
(Is he/she a certified Driver/Operator? A promotable
Chief?)
4. The member's estimated time of arrival in Beaumont (after
retrieving his/her gear)
5. The member's proximity to the incident(s) and/or stations
(Where will he/she responding from?)

message has been sent, if an inadequate number of persons have
called in to create an efficient working list, the Deputy Chief will
direct the Dispatch Supervisor to initiate a message to the on-
coming shift. (Example: If A -Shift is on -duty, B -Shift will be
contacted.)
g. Call back of two (2) additional Dispatchers should be considered to
meet Communications Group demand and to support the Deputy
Chief with the implementation of this plan.
h. The Deputy Chief may call back personnel on the list and/or use
other options listed in this plan as necessary to meet:
1. Resource needs at working incidents
2. Continuity of Operations staffing targets
i. If able to be stood up in a timely manner, staffing positions of
reserve apparatus should be composed of four (4) personnel:
1. One (1) Captain (Grade III or promotable Grade II)
2. One (1) Driver/Operator (Grade II or promotable Grade I)
3. Two (2) Firefighters (Grade I)
j. If able to be stood up in a timely manner, staffing of the command
team should be composed of two (2) personnel:
1. One (1) Chief Officer (Grade IV, V or promotable Grade
III)
2. One (1) Captain (Grade III)
4. Agency -Direct Mutual Aid
a. See SOG 501.04 Mutual Aid. If this option is implemented,
responding mutual aid resources may be deployed directly to an
incident or to back up stations.
1. Can an adjoining jurisdiction's resources be quickly
deployed directly to an incident to provide tactical
assistance, relief, or to place BFR apparatus in-service?
2. Can an adjoining jurisdiction's resources be efficiently
deployed directly to a fire station for back up?
b. If deployed to back up stations, emergency call back of one
member (preferably Grade III or Grade II) to ride with the
responding agency's crew should be initiated.
5. Sabine -Neches Chiefs Activation
a. See SOG 501.05 -Sabine -Neches Chiefs Activation. This option
should be considered if one or more of the working incidents
require a significant level of capability to bring under control.
(Example: Industrial Fires)
b. If this option is implemented, responding SNCA resources may be
deployed as with agency -direct mutual aid either directly to an
incident or to back up stations.
c. If deployed to back up stations, emergency call back of one
member (preferably Grade III or Grade II) to ride with the
responding agency's crew should be initiated.
d. NOTE: Responding SNCA industrial fire brigades may not have
the certification or resource capability to fight structure fires. This

should be taken into consideration when making deployment
decisions.
D. If necessary, reserve apparatus will be considered staffed and in-service for:
1. Medical calls when two persons have arrived.
2. Fire calls when three persons have arrived.
E. If necessary, the command vehicle will be considered staffed and in-service when
the Chief or acting -Chief has arrived.
F. Based on the situation status City-wide, the Deputy Chief may use any
combination of the above options to meet the following continuity of operations
staffing targets:
1. One command team in-service
2. Four apparatus in-service
G. When the number of units in service reaches four, placement of back up apparatus
will strive to balance critical infrastructure protection and call volume to maintain
City-wide coverage. Staging of apparatus and the command team will attempt to
meet the following placement of available resources in priority order:
1. Station 4: Apparatus & Command Team
2. Station 1: Apparatus
3. Station 10: Apparatus
4. Station 2: Apparatus
5. Station 3: Apparatus (as units become available)
6. Station 7: Apparatus (as units become available)
7. Station 9: Apparatus (as units become available)
8. Station 8: Apparatus (as units become available)
G. All things being equal, mutual aid resources and/or personnel called -back may be
released when both of the following benchmarks are attained:
1. Enough resources have been placed back in service and/or incidents
have terminated to allow normal operations to resume.
2. The contractual minimum call -out time (2 hours) has passed. Per the
collective bargaining agreement, persons called back to work shall work
a minimum of two hours.
VI. Implementation Responsibilities
A. Deputy Chief
1. When advised that apparatus in-service has reached four (4), initiate
actions necessary to allow for reporting to the 9-1-1 Communications
Center at Fire Headquarters.
a. If assigned to an incident, he/she will either transfer command
and/or advise the Incident Commander to assume or reassign
his/her current duties.
b. If on the air or at a fire station, he/she will report to Fire
Headquarters.
2. When advised/updated that apparatus in-service has reached two (2),
activate the plan.
3. After the situation status has returned to normal operations, send a
detailed report of actions taken and lessons learned to his/her chain of
command, up to and including the Fire Chief.

I . Maintain a constant state of situational awareness and control of the
incident so that resources are efficiently utilized within our managed -
risk philosophy.
2. Adapt strategy and tactics to help maintain continuity of operations
when necessary.
3. Effectively communicate situation and resource status updates to foster
deployment capability City-wide.
C. Dispatch Supervisor
1. Will immediately advise the Deputy Chief anytime apparatus in-service
reaches four (4).
2. Will advise/update the Deputy Chief anytime apparatus in-service
reaches two (2).
3. Will follow the direction of the Deputy Chief to initiate Global Connect
messages.
4. Will assist the Deputy Chief as necessary to support effective
implementation of this plan.
D. Members Called Back to Duty
1. Will report to their assigned location.
2. If deployed to an incident, will properly check-in with the Incident
Commander and work as within the incident action plan as assigned.
3. If deployed to a station, will notify the Deputy Chief/Communications
Group of his/her individual arrival and when an apparatus or command
vehicle is staffed and placed in-service.
