I. Guiding Philosophy
Motor vehicle collisions involving possible patient entrapment with the need for patient
extrication demand timely and efficient management of resources. We recognize the time
constraints involved when a person is injured and trapped, and strive to be as efficient as possible
in dispatching and deploying resources, so that our mission is achieved.
II. Purpose
The purpose of this policy is to provide standards for the dispatch and deployment of
resources to motor vehicle collisions with potential or actual patient entrapments.
III. Goals
The goal of this guideline is to:
A. Provide standards for call taker information gathering and dissemination.
B. Detail the standard minimum deployment assignments and related guidelines to
reported motor vehicle accidents involving patient entrapment.
C. Communicate notifications and documentation requirements.
IV. Definitions
A. Vehicle Extrication — Process of removing a vehicle from around a person who
has been involved in a motor vehicle accident, when conventional means of exit
are impossible or inadvisable. This operation is typically accomplished by using
chocks and bracing for stabilization and hydraulic tools.
V. Call Handling & Deployment of Resources
A. The Call Taker should attembt to obtain the following minimum information from
the caller(sl: (Refer to SOG 500.01— Call Handling Guidelines)
1. Exact address of the accident (if possible)
a. Ask direction of travel for highways
b. Ask the caller about landmarks if he/she is not familiar with the
area
2. The number and type of vehicles involved
3. The number of injured patients, if known.
4. Are there hazards visible? (if hazardous materials are involved, refer to
SOG 504.01 Hazardous Materials D&D)
5. Does the caller see smoke or fire?
6. Has anyone been ejected from a vehicle?
B. Deployment Guidelines:
1. The Dispatcher will deploy the following minimum initial response over
BFR Main:
• One (1) Chief's Car
• Two (2) Engine Companies (at least one
equipped with extrication tools)
• One (1) EMS Supervisor
• Two (2) Med Units
2. Assign responding units to BFR 5 as the tactical channel, if available.
3. If within the City limits notify Beaumont Police Department.
4. If outside the City limits refer to SOG 501.03 Deployments to the ETJ &
Contract Service Areas.
5. Dispatcher should reduce number of units responding if all occupants are
reported out of the vehicle.
6. Additional resources may be deployed as requested by the Incident
Commander.
7. Dispatcher should request the status of Air Rescue for all reported vehicle
entrapments and be prepared to place them on Standby, or issue a Flight
Request, when requested by Command or EMS. (Refer to SOG 502.02
Deployment of Medical Helicopters)
VII. Notifications & Documentation Requirements
A. Notifications
1. If the accident is located on a Texas highway, TX DPS should be notified
to assist with traffic control.
2. If there is a fatality associated with a fire, contact the on-call Investigator.
B. The following benchmarks will be recorded using CAD:
