Guiding PhilosophX Foundational documents serve as the playbook for our team. When we follow our playbook, consistent, quality services can be rendered, and the public's trust in our services is insured. We strive to be a high functioning team that provides safe, effective, and efficient services to our customers. II. Purpose The purpose of this policy is to provide a system for regular review and practice of foundational documents. III. Goal The goal of this policy is to communicate responsibilities of members, supervisors and the Certification & Training Group relating to foundational documents review and practice. IV. Definitions A. Foundational Documents — City and department policies that include: 1. Rules and Regulations (R&R) 2. Standard Operating Guidelines (SOG) 3. Performance Benchmarks (PB) 4. City Policy Manual (as applicable) V. Foundational Documents Review & Practice A. Foundational documents provide the basis for proper decision-making and efficient operations. It is critical that members understand and apply policy consistently to support safe and effective operations and to maintain the public's trust. B. All members are responsible for: 1. Maintaining awareness of and adhering to the most current version of the foundational documents (located on the Beaumont City Laserfiche Web link, Fire Public Folder). 2. Reviewing foundational documents, as necessary, to insure understanding and consistent application of policy across the department. 3. Practicing performance benchmarks as directed by the monthly training memo. 4. Practicing performance benchmarks, as necessary, to achieve competency. 5. Following his/her chain of command if clarification of a foundational document is required. C. Supervisors are responsible for: 1. Insuring the monthly review and practice of foundational documents occurs as directed and is properly documented by subordinates. 2. Insuring routine review and/or practice of foundational documents for those under their command, as necessary, so that safety, efficiency, effectiveness of operations and discipline is maintained. D. To insure that members are knowledgeable of new or changing foundational documents, these will be distributed on members monthly learning plans on Target Solutions website prior to implementation. The Certification & Training Group will insure that: 1. Rules and Regulations, Standard Operating Guidelines and/or City policies (as applicable to the fire department) are placed on the members Monthly Learning Plans on Target Solutions website for review. 2. Performance benchmarks are placed on the members Monthly Learning Plan on Target Solutions Website for practice. 3. Personnel properly document their review and practice of the required policies each month. 4. Deficiencies for the monthly policies review and practice are communicated to supervisors. 5. Correction of deficiencies is appropriately documented. 6. Documentation is properly filed and available for future reference. SOG 1 1 1.06 — Foundational Documents Review & Practice Page 2 of 2
