I. Guiding Philosophx
Public safety and emergency response organizations must adopt technologies and
processes that maximize the security of its critical assets and infrastructure in an efficient and
effective manner.
II. Purpose
The purpose of this policy is to provide direction and guidance on the implementation,
use and control of the SecureNet Access Control system ID cards.
III. Goals
The goals of this policy are to:
A. Define the responsibilities of the Fire Department in providing access to and
security at fire stations, support facilities and secured City facilities.
B. Communicate employee responsibilities for the security, use, and control of their
official ID card.
IV. Definitions
A. SecureNet Acess Control - Vendor hardware and software that controls access to
designated facilities.
B. Official ID card- Access control card processed by the City's Human Resources
department that displays employee name, officer number, rank or staff
assignment, medical certification level and photo ID.
C. Access Group- List of specific facilities to which a card holder is authorized to

D. Lost/Stolen/Dama2ed ID cards- official ID card that is no longer under the
control of the employee, or that has been damaged and will no longer function
with the SecureNet card reader.
A. The Department/City will:
1. Designate access groups and levels for each employee.
2. Provide an initial issued ID card and clip for all civil service and civilian
employees.
3. Replace ID card without charge when necessitated by approved changes
(access group, name, rank or staff assignment, medical certification level)
or due to age or degradation of card information from normal use.
4. Replace lost/stolen/damaged ID cards in a timely manner.
5. Review circumstances surrounding lost/stolen/damaged ID cards. If the
employee has not exercised appropriate care concerning the card, the
department may require the employee to reimburse cost of replacement in
a fair and equitable manner.
B. The Employee will:
1. Maintain and control issued official ID cards in a responsible manner.
2. Using the department -issued lanyard or clip, visibly display official ID
card when on duty to clearly identify the member, department affiliation,
rank, and TDSHS emergency medical certification level.
a. Exceptions:
1. Investigators involved in sensitive operations.
2. When bunker gear is donned.
3. Special events/circumstances as approved by the Fire
Chief.
3. Report lost/stolen/damaged ID cards immediately via department e-mail to
their direct chain of command stating their name, date, approximate time
and location card was lost/stolen/damaged and circumstances surrounding
lost/stolen/damaged card.
4. Use their official ID cards to access controlled facilities for official,
authorized purposes only.
5. Return their official ID card upon termination, resignation, or at the
request of the Fire Chief.
6. May be required to reimburse the department for replacement costs of
lost/stolen/damaged cards upon request.
