I. Guiding Philosophy
There are times when assigning a vehicle to a member helps the department to more
effectively achieve its mission. We do our best to insure that we properly assign, utilize and care
for vehicles provided to us by taxpayer dollars.
II. Purpose
The purpose of this policy is to establish guidelines regarding the assignment, care and
use of City vehicles allocated to the Beaumont Fire -Rescue Services.
III. Goals
The goals of this policy are to:
A. Provide guidelines relating to the assignment of take home vehicles.
B. Communicate restrictions on the use of assigned vehicles.
C. Outline assigned vehicle responsibilities and guidelines.
IV. Individually Assigned Vehicles
A. The Fire Chief may assign departmental vehicles to individual officers for use
during on -duty and off-duty hours.
1. Assignment of vehicles is made at the sole discretion of the Fire Chief or
his/her designee, and is not an employment benefit or right of
employment.
2. Vehicle assignments will be made when in the best interests of the City of
Beaumont and/or Beaumont Fire -Rescue Services. Vehicle assignments
may be revoked, modified, suspended or denied at any time when such
action is deemed to be in the best interest of the City of Beaumont and/or
Beaumont Fire -Rescue Services.
3. The assignment departmental vehicles will be made to further the purposes
and goals of the department as defined by the Management Team.
4. Vehicles will be assigned for use by sworn members to insure the
maximum utilization of resources toward the achievement of departmental
goals. Other factors that may be considered include the member's:
a. Job assignment
b. Driving record
c. Performance record
d. History of care for City equipment
5. Assignment of vehicles for off-duty use and associated fees, if any, shall
be determined by the Fire Chief.
B. Restrictions on Use of Assigned Vehicles
1. No vehicles will be assigned to officers living outside the city limits of
Beaumont, for take home purposes, without the permission of the Fire
Chief.
2. Use of department vehicles outside the city limits of Beaumont shall be for
official purposes only. Exceptions must be approved by the Fire Chief or
his/her designee.
3. Vehicles shall not be driven during off duty periods unless the driver of
the vehicle is on call, subject to call out, or performing City business.
4. If a vehicle is driven off duty, the driver shall be properly attired and
equipped for response.
C. Assigned Vehicle Responsibilities & Guidelines
1. Each officer assigned a vehicle is responsible for the following:
a. The cleanliness of the vehicle
b. Arranging for necessary repairs to the vehicle
c. Compliance with the maintenance schedule for the vehicle.
2. Supervisors should periodically inspect vehicles assigned to employees
under their command for damage, compliance with maintenance schedules
and general cleanliness.
3. Officers operating an assigned vehicle shall not commit any act or
omission which would reflect unfavorably upon the Department or tend to
cause the public to lose confidence in the department.
4. Family members may accompany officers as passengers when the vehicle
is being operated off-duty; however, passengers should not be in the
vehicle when responding to calls. Exceptions must be approved by the Fire
Chief.
5. If an officer's assigned vehicle is parked at a location other than his/her
residence or a fire department facility during off-duty hours, he/she must
provide the location of the vehicle to his/her supervisor.
