I. Guiding PhilosophX
We do our best each day to provide excellent customer service and a strong operational
safety profile. To maximize response capabilities in support of our mission, we must periodically
temporarily reassign and promote personnel. We do our best to perform these adjustments
professionally and in a consistent manner.
II. Purpose
The purpose of this policy is to define the parameters that will be used when temporarily
promoting personnel to the next higher rank and when temporarily assigning personnel.
III. Goals
The goals of this policy are to:
A. Outline the guidelines for temporary promotion of personnel.
B. Outline the guidelines for temporary assignment of personnel.
C. Specify when and how command team temporary assignments will occur.
IV. Definitions
A. Command Aide — Officer assigned to assist the Incident Commander (Chief
Officer) in the management of resources (facilities, equipment, personnel,
equipment, facilities, procedures, and communications) during an emergency
incident or with standard administrative or supervisory activities.
B. Command Team Reassignment — temporary assignment of a permanent Grade
III to a command vehicle to perform the duties of a Command Aide and/or
Incident Safety Officer.
C. Command Unit — Staffed with a minimum of a Chief Officer, a vehicle assigned
to the Operations Division that routinely responds to and assumes stationary
command of emergency incidents.
D. Incident Safety Officer — Officer assigned the following general duties on an
incident scene:
1. Monitor conditions, activities, and operations: With a perceived risk, then
take action
2. Ensure the establishment of Rehab
3. Monitor and report status of conditions, hazards, and risks to the I.C.
4. Ensure the Personnel Accountability System is being utilized
5. Receive a Incident Action Plan from the 1. C.: Then provide a Risk
Assessment of incident scene operations
6. Ensure the establishment of safety zones, collapse zones, hot zones, and
other hazard areas: Communicate to all members present
7. Evaluate traffic hazards and apparatus placement: Take appropriate
actions to mitigate hazards
8. Monitor radio transmissions: Stay alert for missed, unclear, or incomplete
communications
9. Communicate to I.C. the need for assistants: Due to need, size,
complexity, or duration; Survey and evaluate the hazards associated with a
landing zone and interface with helicopters
E. Swine Personnel – members who do not have a permanent station or division
assignment and who fill routine scheduling vacancies due to the use of accrued
leave of other members.
F. Temporary Promotion – Promoting personnel to the next higher classification
(rank) on a temporary basis, based upon scheduling needs at a given time.
Personnel temporarily promoted are afforded the same respect and responsibility
as someone who holds the rank on a permanent basis.
G. Temporary Reassignment – assignment to a position or location other than the
member's present position or location for a period of not more than ninety (90)
consecutive working days. The ninety (90) day limitation does not apply to
positions in which the job duties require periodic performance of tasks in a higher
classification (rank) than the current position (temporary promotions).
V. Temgorary Promotions
A. General Parameters
1. When a vacancy exists in a particular grade and there are no swing
personnel of the same grade available to fill the vacancy— if all other
factors are equal and unless stated elsewhere in this policy—seniority will
be used as the method of determining temporary promotion to the next
higher classification.
2. If no personnel within a particular classification accept an available
temporary promotion, the Deputy and/or Assistant Chief will assign the
temporary promotion based on balancing:
a. Response capabilities and operational safety
b. Customer service and operational efficiency
B. Temnorary Promotions: Grades I to Grade II
1. At a single company station, if there are no swing Grade II personnel
available to fill a Grade 11 vacancy, the permanently assigned Grade I will
be offered the temporary promotion to the next higher classification.
2. At a multi -apparatus station, if there are no swing Grade 11 personnel
available to fill a Grade 11 vacancy, seniority of the permanently assigned
Grade I members will be used to determine the temporary promotion.

3. If the promotion is refused by the permanently assigned member(s), the
Deputy Chief will offer the temporary promotion to qualified swing Grade
I personnel assigned to the shift, based on seniority.
4. If no swing Grade I personnel assigned to the shift accept the promotion,
any Grade I personnel already working overtime or trading time will be
offered the temporary promotion, based on seniority.
C. Temporary Promotion: Grade II to Grade III
1. At a single company station, the permanently assigned Grade II will be
offered the temporary promotion to Grade III.
2. At a multi -apparatus station, seniority of the permanently assigned Grade
II members will be used to determine the temporary promotion.
3. If the promotion is refused by the permanently assigned member(s), the
Deputy Chief will offer the temporary promotion to qualified swing Grade
II personnel assigned to the shift, based on seniority.
4. If no swing Grade II personnel assigned to the shift accept the promotion,
any Grade II personnel already working overtime or trading time will be
offered the temporary promotion, based on seniority.
D. Temporary Promotion: Grade III to Grade IV
1. The permanently assigned Grade III at that district station where the
vacancy occurs will be given the first opportunity to accept the temporary
promotion.
2. If the permanently assigned Grade III is off-duty, the temporary promotion
will be offered to Grade III personnel permanently assigned within the
district where the vacancy occurs, based on seniority.
3. If no permanently assigned Grade III within the district where the vacancy
occurs accepts the promotion, the Grade III personnel permanently
assigned to the shift will be offered the temporary promotion, based on
seniority.
4. If no Grade III assigned to the shift accepts the promotion, any Grade III
personnel working overtime or trading time will be offered the temporary
promotion, based on seniority.
E. Temnorary Promotion: Grade IV to Grade V
1. The permanently assigned Grade IV at Fire Station #1 will be given the
first opportunity to accept the temporary promotion.
2. If the permanently assigned Grade IV at Station #1 is off-duty, the
temporary promotion will be offered to permanent Grade IV personnel on
the shift, based on seniority.
3. If no permanent Grade IV personnel assigned to the shift accept the
promotion, any Grade IV personnel working overtime or trading time will
be offered the temporary promotion, based on seniority.
VI. Temporary Assignments
A. Members may be placed on a temporary reassignment at any time if the
reassignment is deemed necessary to either:
1. Improve the efficient provision of services to citizens,
2. Maximize the response capabilities of the department,

3. Enhance the overall safety profile for crews and/or members.
4. Provide needed developmental experience or training for a member.
B. When staffing reaches the levels defined in the Command Team Pilot Program, it
will be necessary to temporarily assign Grade III personnel to the positions of
Command Aide/Incident Safety Officer (CA/ISO). In making these specific
assignments, the following guidelines will apply:
1. The permanently assigned Grade III at the district station will have the
first opportunity for temporary assignment to fill the CA/ISO position.
2. If the permanently assigned Grade III at the district station is off duty,
seniority of Grade III personnel within the district will be the basis for
making the temporary assignment of to CA/ISO.
3. If there is not a permanently assigned Grade III available within the
district, seniority within the Grade III rank will be the basis for making the
assignment to CA/ISO.
4. A Grade III may refuse the temporary assignment opportunity only if there
is a Grade III with less seniority on -duty to fill the position.
