The City Council of the City of Beaumont, Texas, met in a regular session on June 21, 2016, at
the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the
following:

Mayor Ames called the council meeting to order at 1:30 p.m.
Councilmember Audwin Samuel gave the invocation. Mayor Ames led the Pledge of Allegiance.
Roll call was made by Tina Broussard, City Clerk.
Present at the meeting were Mayor Ames, Mayor Pro Tem Getz, Councilmembers Guidroz,
Wright, Pate, Samuel and Mouton. Also present were Kyle Hayes, City Manager; Tyrone Cooper,
City Attorney; Tina Broussard, City Clerk.

CONSENT AGENDA
Approval of minutes — June 14, 2016
Confirmation of committee appointments - None
A) Approve a resolution approving the renewal of an annual support agreement for the
ShoreTel phone systems from Creative Switching Designs, Inc. for use throughout the City
of Beaumont - Resolution 16 - 109

B) Approve a resolution approving the renewal of an annual maintenance agreement from
SirsiDynix for use by the Libraries - Resolution 16 - 110
C) Approve a resolution authorizing the City Manager to apply for and receive funding through
the Edward Byrne Memorial Justice Assistance Grant program and to execute all
documents necessary, including an inter -local agreement with the City of Port Arthur and
Jefferson County - Resolution 16 - 111
Councilmember Guidroz moved to approve the Consent Agenda. Councilmember Mouton
seconded the motion.

GENERAL BUSINESS
Consider a resolution authorizing the City Manager to execute Change Order No. 1, accept
maintenance, and authorize final payment to LD Construction for the Eleventh Street
Asphalt Resurfacing Project.
On January 12, 2016, by Resolution No. 16-009, City Council awarded LD Construction of
Beaumont, Texas the contract for the Eleventh Street Asphalt Resurfacing Project in the
amount of $955,488.53.
Change Order No. 1 in the amount of ($26,506.41) is required to adjust the original
contract amount to reflect the actual quantities used during the project. The adjustment in
quantities results in an overall decrease of (2.77%) making the final contract amount
$928,982.12.With the approval of Change Order No. 1, the final contract amount will be
$928,982.12.
The project has been inspected by the Engineering Division and found to be complete in
accordance with the provisions and terms set forth in the contract. Acceptance of
maintenance, approval of Change Order No. 1, and final payment in the amount of
$106,947.33 is recommended.
Approval of resolution.
Councilmember Pate moved to APPROVE A RESOLUTION THAT THE BID SUBMITTED BY LD
CONSTRUCTION, OF BEAUMONT, TEXAS, IN THE AMOUNT OF $955,488.53 FOR A CONTRACT FOR
THE ELEVENTH STREET ASPHALT RESURFACING PROJECT FROM LAUREL AVENUE TO COLLEGE
STREET BE ACCEPTED BY THE CITY OF BEAUMONT, AND THAT THE CITY MANAGER BE AND HE IS
HEREBY AUTHORIZED TO EXECUTE A CONTRACT WITH LD CONSTRUCTION, OF BEAUMONT TEXAS.
Councilmember Wright seconded the motion.

2. Consider a resolution authorizing the City Manager to enter into a contract with
Jehovah Jireh Village Community Development Center, Inc. for the acquisition and
rehabilitation of a home for sale or lease -purchase.
The City of Beaumont receives an annual allocation of HOME Investments Partnerships
funds from the U. S. Department of Housing and Urban Development (HUD) and has
previously awarded contracts for acquisition or construction of housing to be sold to eligible
low -to -moderate income families under lease -purchase agreements. Federal regulations
require that a portion of the HOME Program allocations be used to support local
Community Housing Development Organizations (CHDO's) for eligible CHDO activities.
Jehovah Jireh Village Community Development Center, Inc. (JJV), a certified CHDO, is
seeking to stabilize neighborhoods, particularly in the south end, by providing home
ownership opportunities for low -to -moderate income families. This $106,000 in funding will
enable JJV to acquire a single-family home that will be renovated and offered for sale or
lease -purchase to eligible low -to -moderate income families. Planning & Community
Development's Housing Division staff will be responsible for monitoring JJV for HOME
Program compliance.
Approval of the resolution.
Councllmember Mouton moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE AND HE
IS HEREBY AUTHORIZED TO EXECUTE A CONTRACT WITH JEHOVAH JIREH VILLAGE COMMUNITY
DEVELOPMENT CENTER, INC. (JJV) IN AN AMOUNT UP TO $106,000 FOR ACQUISITION AND
REHABILITATION OF ONE (1 ) HOME THAT WOULD BE USED FOR AFFORDABLE HOUSING FOR SALE OR
LEASE/PURCHASE TO ELIGIBLE LOW -TO -MODERATE INCOME FAMILIES. Councilmember Samuel
seconded the motion.

Spoke to Council in regards to the toll project that was presented to Council several
months ago, stated that a modified Resolution was sent to the City Manager several weeks
ago, also commented more on the project and its merits, stated that the first thing that
should have happened was to discuss if private money is welcomed in the City of
Beaumont with no risk to the government, stated that a resolution needs to come back to
Council so that it may discussed more in detail

Stated that she is with South East Texas Council on Alcohol and Drug Abuse Community
Coalition Partnerships, she is the Coalition Liaison, her job entails recruiting city leaders,
health care providers, other treatment facilities and youth organizations, stated that she will
submit to the City Clerk a short summary of what the Coalition does and some of the things
that they are trying to accomplish, encouraged Council to attend their meetings that are
held the third Wednesday of every month, the address is 4675 Washington Blvd, Suite C,
Beaumont, TX

Stated that the Justice System and Jefferson County isn't right, asked that they be
investigated as BISD was, if the City doesn't investigate he will do everything in his power
to have them investigated, stated that he has been mistreated, stepped on and walked on,
if he has to fight back then he will, stated that he has paid back taxes and current taxes
and he still hasn't gotten his house back
