The City Council of the City of Beaumont, Texas, met in a regular session on June 7, 2016, at the
City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the
following:

Mayor Ames called the council meeting to order at 1:30 p.m.
Pastor "Big" Jim Salles of West End Baptist Church gave the invocation. Mayor Ames led the
Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk.
Present at the meeting were Mayor Ames, Mayor Pro Tem Getz, Councilmembers Guidroz,
Wright, Pate, Samuel and Mouton. Also present were Kyle Hayes, City Manager; Tyrone Cooper,
City Attorney; Tina Broussard, City Clerk.
Proclamations, Presentations, Recognitions
"Men's Health Month" - June, 2016 - Proclamation read by Councilmember Pate;
accepted by Norma Sampson with Gift of Life and other members
Mayor Ames read the announcement regarding Executive Session being held at the
conclusion of the General Business portion of the meeting.

Spoke to Council regarding Item D on the Consent Agenda; Approving a contract with
Triangle Aids Network for the Continuum of Care (CoC) Grant from the Department of
Housing and Urban Development, asked that Council considering approving this item, and
thanked them in advance if they do consider approving

Mark Luke Simon Jr. will fill the unexpired term of Gene Bush on the Police Department
Community Advisory Committee. The term would commence June 7, 2016 and expire September
30, 2017. (Councilmember Claude Guidroz)
A) Approve a resolution authorizing the City Manager to execute Change Order No. 1 to the
contract with Placo, LTD, of Lumberton, Texas for the Sewer Plant — Clarifiers
Rehabilitation Project - Resolution 16 - 098
B) Approve a resolution authorizing the City Manager to apply for and receive funding from
the State of Texas for Inter Library Loan activities for FY 2016 - Resolution 16 - 099
C) Approve a resolution accepting maintenance of the street, storm sewer, water and sanitary
sewer improvements in Westchase Village, Section Ten Phase III Subdivision - Resolution
16-100
D) Approve a resolution authorizing the City Manager to enter into a contract with Triangle
Aids Network for the Continuum of Care (CoC) Grant from the Department of Housing and
Urban Development - Resolution 16 - 101
Councilmember Pate moved to approve the Consent Agenda. Mayor Pro Tem Getz
seconded the motion.

GENERAL BUSINESS
1. Consider adopting the 2014 Water Conservation and Drought Contingency Plan and
renewing the City's commitment to Chapter 22, Article 22.06, of the Code of
Ordinances.
The Texas Commission on Environmental Quality requires a wholesale public water
supplier that holds a water right in the amount of 1,000 acre-feet or more for municipal
use, and provides water service to 3,300 or more connections to have an Ordinance for
a Drought Contingency Plan that should be renewed every five (5) years. The plan
must meet all of the minimum requirements as set forth in the TCEQ rules, Title 30
Texas Administrative Code Chapter 288. The Plan establishes water conservation
goals and means to achieve them; establishes criteria for the initiation and termination

of drought response stages; establishes restrictions on certain water use; establishes
penalties for the violation of and provisions for enforcement of these restrictions, and
establishes procedures for granting variances.
Approval of resolution.
Councilmember Guidroz moved to APPROVE A RESOLUTION THAT THE 2014 WATER
CONSERVATION AND DROUGHT CONTINGENCY PLAN IS HEREBY ADOPTED AND THAT THE CITY OF
BEAUMONT HEREBY RENEWS ITS COMMITMENT TO CHAPTER 22, ARTICLE 22.06 "DROUGHT
CONTINGENCY PLAN" OF THE CODE OF ORDINANCES. Mayor Pro Tem Getz seconded the
motion.

REGARDS TO CRIME AND READ THAT THE CITY OF
BEAUMONT WAS RANKED #3 IN THE STATE OF TEXAS AS
A HIGH CRIME AREA, ASKED THAT STAFF WOULD GET
WITH THE POLICE CHIEF AND FIND OUT WHAT WE NEED
AS A CITY TO CUT CRIME, STATED THAT CRIME IS ALL
OVER BEAUMONT AND WE NEED TO DO SOMETHING TO
PREVENT THIS, STATED THAT SHE WOULD LIKE TO HAVE A
WORKSESSION ON THIS ISSUE, IF THE CITY KEEPS THIS
REPUTATION UP NO ONE WILL WANT TO COME HERE AND
LIVE

Stated that when the Mayor or a Councilmember makes a mistake everyone knows
about, but when you do something good it's often overlooked, I'm here to tell you that
on May 27, 2016, Councilmember Robin Mouton did something good, as a reward for
completing etiquette lessons the Community in Schools Kids celebrated with a party,
Councilmember Mouton did the decoration, donated clothes to some of the kids and
even paid for their cake, she took 105 impoverished kids, including some special needs
students, and made them feel like royalty, Ms. McClain on behalf of the students
thanked Councilmember Mouton with a card and a box of candy

Told Council a story from the Bible, commented on an article in the Beaumont
Enterprise, also read a scripture from the Bible in his closing remarks

Spoke to Council regarding the street light at Helbig and Lucas, stated that the time
span on the light is very long, asked if this light can be investigated by staff and be
regulated to coincide with the other lights, expressed her excitement on the Concord
Project and how great it's looking

Spoke in reference to the crime that Councilmember Wright eluted to in her comments,
stated that she works for the South East Texas Coalition on Alcohol and Drug Abuse,
one thing that the coalition is trying to do is reduce substance abuse through
prevention, the coalition has worked with the City of Port Arthur and the Port Arthur
Police Department to put in a prescription drop box at the police station, stated they are
trying to work with the Beaumont Police Department to place one here in Beaumont as
well, invited Council to attend the SETCADA meeting on June 8, 2016, from 12:00 p.m.

Invited Mayor and Council to a fundraiser for Officer Danny Valdez, the fundraiser will
be at Parkdale Mall on Saturday, June 11, 2016, Officer Valdez is in need of a kidney
transplant and has been with the Police Department for 23 years, cash donations will
also be accepted to help with his medical bills
