Guiding Philosophy Delivering a sufficient supply of water in an efficient manner is the cornerstone of effective fire suppression. Through proactive maintenance efforts, effective communications and maintaining an on-going situational awareness of the status of our water delivery infrastructure, we can be confident in our ability to provide adequate water supplies when needed. II. Purpose The purpose of this policy is to communicate the procedures and responsibilities involved when placing fire hydrants in or out of service. III. Goals The goals of this policy are to: A. Detail the process and responsibilities for placing a hydrant back in-service. B. Detail the process and responsibilities for placing a hydrant out -of -service. IV. Definitions A. Fire Hydrant Out -In Service Notification — Email distribution list that includes members of the Water and Fire Departments who are responsible for aspects of the maintaining and managing the status of the City's hydrant distribution system. B. Hydrants Back In -Service — Email distribution list that Fire Operations Section members use to notify personnel in the Logistics and Planning Sections that a hydrant has been tested and is ready to be placed back in-service. V. Placing a Hydrant Back In -Service A. Notification from the Water Department 1. During normal business hours a Water Department representative will email the hydrant(s) that are ready for testing using the Fire Hydrant Out -In Service Notification distribution list. 2. On nights, weekends & holidays a. A Water Department Supervisor will notify the Fire -EMS Communications office by phone. b. The Dispatcher will then email the hydrant(s) that are ready for testing using the Fire Hydrant Out In Service Notification distribution list. B. Hydrant Testing, Notifications and Documentation 1. Hydrants will be tested by Operations Section members to verify flow prior to being placed back in service! 2. The Hydrant M&T Program Manager and the Planning Section Chief will insure hydrants are assigned for testing in a timely manner. 3. After testing the hydrant, the ranking member assigned to test the hydrant will contact Fire -EMS Communications via radio to provide a status report indicating the hydrant: a. Passed test and is ready to be placed back in-service. b. Failed test and Water Department needs to be notified. 4. After receiving the status report, the Dispatcher will: a. Hydrant back in-service: Announce to all stations that the hydrant is back in-service. b. Hydrant failed test: Notify the Water Department using the procedure provided in this policy. 5. The ranking member assigned to test the hydrant will then insure the Hydrants Back In -Service distribution list is used to notify the Hydrant M&T Program Manager, Planning Section Chief and related staff. 6. The Hydrant M&T Program Manager and the Planning Section Chief will insure the hydrant information is updated in Firehouse. a. Check to insure hydrant was placed out -of -service in Firehouse before it is placed back in-service. b. If not listed as out of service, follow up to determine why. c. Insure the out- and in-service information is accurate. 7. The Planning Section Chief will maintain the Fire Hydrant Out In Service Notification and Hydrants Backln-Service distribution lists. VI. Placing a Hydrant Out -of -Service A. Notification from the Water Department SOG 704.01 — Placing Hydrants In & Out of Service Page 2 of 3 During normal business hours a. A Water Department representative will email the hydrant(s) that are out -of -service using the Fire Hydrant Out -In Service Notification distribution list. b. The Dispatcher will announce the information to all stations. 2. On nights, weekends & holidays a. A Water Department Supervisor will notify the Fire -EMS Communications office by phone. b. The Dispatcher will announce the information to all stations, and email the information using the Fire Hydrant Out In Service Notification distribution list. B. If a Fire Department member notifies Fire -EMS Communications that a hydrant is out -of -service, the Dispatcher will: 1. Announce the information to all stations 2. Email the information using the Fire Hydrant Out In Service Notification distribution list. C. The Hydrant M&T Program Manager and the Planning Section Chief will insure the hydrant is placed out of service in Firehouse. D. To preserve operational readiness and effectiveness, all Operations Section personnel will maintain an up-to-date awareness of hydrants that are out of service.
