Guiding PhilosophX Firefighter safety is everyone's responsibility. We are committed to practicing common sense and following accepted safety practices whenever live fire training evolutions are conducted. II. Purpose The purpose of this policy is to communicate guidelines to be followed during live fire training evolutions. III. Goals The goals of this policy are to: A. Outline the requirements and expectations for Instructors and Safety Officers at all live fire training evolutions. B. Communicate parameters to be followed when conducting live fire training evolutions. IV. Live Fire Training Guidelines A. All Beaumont Fire -Rescue members are certified to meet the performance requirements for Fire Fighting 11 in NFPA 1001, Standard for Fire Fighter Professional Qualifications by the Texas Commission on Fire Protection (TCFP). B. All Instructors and appointed Safety Officers will maintain familiarity and insure compliance with the most current edition of NFPA 1403, Standard on Live Fire Training Evolutions. C. The on-site Lead Instructor will ensure that: 1. The water supply for each individual live fire training evolution is adequate to control and extinguish the fire, and supply backup lines for protection of personnel and/or property exposures. 2. The buildings or training props being utilized for live fire training are in a condition that would not pose an undue safety risk. The buildings or training props being utilized for live fire training are not damaged unnecessarily due to excessive fire loading, over -burning, etc. 4. Any damage to training facilities or props will be communicated to his/her immediate supervisor as soon as possible after discovery. Notification will be followed up with a detailed report emailed to his/her direct supervisor, District Chief, and Deputy Chief. (See R&R 102.07 Loss, Damage or Abuse of Equipment) 5. If an inquiry or investigation determines that negligence on the part of the Lead Instructor led to injuries to personnel or damages to PPE or training structures and/or props, the Lead Instructor may be held responsible. (See SOG 702.02 Complaint, Injury, Investigation, & Adjudication/Discipline Processes) D. Safety Procedures 1. At a minimum, one (1) Safety Officer will be appointed for all live fire training evolutions. 2. The Safety Officer has authority, regardless of rank, to intervene and control any aspect of the operations when, in his/her judgment, a potential or actual danger, accident, or unsafe condition exists. 3. The Safety Officer will not be assigned other duties that interfere with his/her safety responsibilities. 4. Students shall not be assigned as Safety Officer. 5. Prior to conducting any live fire training evolutions, the on-site Lead Instructor will ensure that a pre -burn safety briefing is conducted. All participants will be required to conduct a walk-through of the structure in order to become familiar with the layout of the building to facilitate evacuation of the building if necessary, and the location of back-up hose lines will be identified. 6. Following a live fire training evolution, after all students have safely exited and are accounted for, the Lead Instructor will exit the structure. At no time shall a student be left alone in an IDLH atmosphere. 7. No person(s) will play the role of a victim inside a burning structure or prop. E. Required PPE Instructors/Students will use only the BFR PPE that has been issued to them. No modification to PPE will be allowed. (Example: the removal of face shields, flashlight, etc...) SOG 401.04 — Live Fire Training Evolutions Page 2 of 4 2. Prior to the start of the exercise: a. The proper level of PPE will be donned by all participants according to the job they are performing during the training evolution. All PPE will be worn according to manufacturer's instruction and will not be removed until directed to do so by the Lead Instructor or Safety Officer. b. Attack and back-up lines will be charged and checked for correct stream pattern. F. Fire Ignition and Fire Load 1. Prior to the ignition of any fire, Instructors will ensure that all personal protective clothing and/or self-contained breathing apparatus are being worn in the proper manner. 2. When using the Fire Blast Chamber, the amount of Class A fuel will not exceed the following: a. Two (2) wooden pallets, broken up and placed inside the burn barrel. When conducting consecutive training evolutions, more pallets may be added to the burn barrel as the fuel is consumed. b. Inside the fire box, no more than one (1) sheet of OSB plywood will be placed in each of appropriate the slots. c. At no time will items other than wooden pallets or OSB plywood be used as fuel during training evolutions. (examples: couches, chairs, Christmas trees, etc...) G. Documentation 1. The Lead Instructor will complete a training roster, listing all Instructors, Safety Officers, Students, the type and date of training. Completed rosters will be forwarded to the Certification & Training Group to be entered in Firehouse. 2. The Lead Instructor will complete Accident/Injury Reports as necessary. (See SOG 108.01A On -Duty Injury Reporting & Review) H. All relevant parts of applicable BFR Standard Operating Guidelines (SOGs), covering risk management, command and/or firefighting/IDLH operations will be followed when conducting live fire training evolutions. These include, but are not limited to the following: 1. R&R 102.07 — Loss, Damage or Abuse of Equipment 2. SOG 108.O1A — On -Duty Injury Reporting & Review 3. SOG 200.02 — Pre -Incident Planning 4.
