Richard Culbertson Papers, 1897-1988 (Bulk: 1950-1988)
DESCRIPTION
Richard E. Culbertson served as the Jefferson County Sheriff for twenty-six years, from mid -1962 until
the end of 1988. He was appointed as a reform Sheriff in 1962 during the James Commission vice
cleanup. Officially he took office in July 1962, but had been Sheriff for half an hour in May of that year
when a visitingjudge suspended Sheriff Meyer. Before serving as Jefferson County Sheriff he had
worked as a Texas highway patrolman from 1947 until 1959 in the Houston and Beaumont districts. He
also worked for three years as a safety engineer for Neches Butane.
This collection includes certificates and awards of Culberton's, inventories of equipment, newspaper
clippings, photographs, and plaques. In addition there is an early history of the Jefferson County jail and
sheriffs. There are over 100 photographs in this collection including on the groundbreaking and
construction of the addition to the Jefferson County courthouse andjail from 1978 until 1981. There are
also some reproductions of early photographs of the city jail and courthouse.
