The City Council of the City of Beaumont, Texas, met in a regular session on February 17, 2015,
at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider
the fallowing:

Mayor Ames called the council meeting to order at 1:30 p.m.
Pastor "Big" Jim Salles of West End Baptist Church gave the invocation and the Pledge of
Allegiance. Roll call was made by Tina Broussard, City Clerk.
Present at the meeting were Mayor Ames, Mayor Pro Tem Coleman, Councilmembers Getz,
Wright, Samuel and Sam. Absent: Councilmember Pate. Also present were Kyle Hayes, City
Manager; Tyrone Cooper, City Attorney; Tina Broussard, City Clerk.
Councilmember Pate was absent due to being out of the City.

Approval of minutes — February 10, 2015

Councilmember Samuel moved to approve the Consent Agenda. Councilmember Sam
seconded the motion.

GENERAL BUSINESS
1. Consider authorizing the City Manager to execute a Joint Election Agreement between
Jefferson County and the City of Beaumont for the General Election being held jointly with
the Port of Beaumont.
This joint Election Agreement is a requirement of Jefferson County for the County Clerk to
coordinate, supervise and handle all aspects of administering the Joint Election in
accordance with the provisions of the Texas Election Code. Each participating authority
agrees to pay Jefferson County for equipment, supplies, services and administrative costs.
The Jefferson County Clerk will serve as administrator for the election; however, each
participating authority remains responsible for the lawful conduct of their respective
election.
Approval of resolution.
Councilmember Wright moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE AND HE
IS HEREBY AUTHORIZED TO EXECUTE A JOINT ELECTION SERVICES AGREEMENT BETWEEN
JEFFERSON COUNTY AND THE CITY OF BEAUMONT FOR THE CITY OF BEAUMONT GENERAL ELECTION
BEING HELD JOINTLY WITH THE PORT OF BEAUMONT. Mayor Pro Tem Coleman seconded the
motion.

Landry Rountree 1565 S. Major Dr. Beaumont TX
Stated that Council's silence has spoken, commented on a denial of an application that
was submitted for spot zoning several months ago, which closed a business, this business
was closed and relocated due to the vote of Council, also spoke about his business, stated
that Council revoked his permit to pick up non -consent tows, he would like to have an
opportunity to present his argument before Council once again
Shirley Brown 3775 Waco Street Beaumont TX
Spoke in regards to Liberia Park in South Beaumont, stated that recently the pavilion was
removed and another pavilion was supposed to be replaced but that has not been thus far,
also noticed that the park benches have been stripped, would like to know why everything
at the park is being stripped and will it be replaced

Spoke in regards to his father Landry Rountree, asked that Council would talk with his dad
to hear what he has to say, appreciates everything that Council does

Wanted to give thanks to an individual, as well as some men and women in a particular
department for their help in the North End, they gave hope that work will done immediately,
they gave hope to an environment where children can be safe frorn disease and health
issues, they have been helping to resolve the issues of the past, and then they have
helped us in our patience that things will be done, often times when he thinks of this
individual and the department and the numerous things they have done to help the
community he's grateful for them, the individual and the department that he spoke of is Dr.
Hani Tohme and the employees in the Water Utilities Department, just wanted to thank
them for all that they do
