Contingency Communications Plan- Partial Systems Failure
If you realize your radio is not transmitting at anytime take the following actions:
1. Be sure your radio is turned on.
2. Be sure you are on the correct zone and talk group (Zone A, BFR Main).
3. Attempt to use an 800 MHz portable radio.
4. Attempt to use mobile or portable radio on a different talk group. (BFR 2)
5. Attempt to use the MCT messaging system.
6. Attempt to transmit using VHF mobile radio on Channel 1.
7. Attempt to transmit using VHF mobile radio Channel 2.
8. Attempt to contact your immediate supervisor using a land line phone, if available.
9. Attempt to contact your immediate supervisor using a cell phone, if available.
10. Send a runner from your unit to your immediate supervisor’s location (if known) to
report the failure.
11. Send a runner from your unit to the Communications Division to report the failure.
Contingency Communications Plan-Total Systems Failure
1. Should the 800 MHz radio system fail, the Communications Division will notify
Command and all Branches/Divisions/Groups by VHF, MCT and/or cell phone of the
system failure.
2. Supervisors at each location will insure that all personnel are made aware of the system
failure, and communications contingencies that will be utilized at the location (face-to-
face, VHF, etc.).
3. If VHF, MCTs and/or cell phones are also intermittent or inoperable, then a
representative from each Division/ Group should be sent to their Branch Director’s
location to receive face-to-face instructions for emergency communications
contingencies to be utilized within the Branch, and then relay these instructions back to
those assigned to the Division/Group. The Branch Director will advise the
Communications Division of the Branch Contingency Plan.
4. Should all systems fail (radio, computer and/or phone), each Division/Group should
send a representative to Fire Headquarters to receive face-to-face instructions for
emergency communications from the Chief Communications Officer, and then relay
these instructions back to those assigned to the Division/Group. This may include the
use of communications-on-wheels (COW) units or other City-wide contingencies.
