The City Council of the City of Beaumont, Texas, met in a regular session on August 19, 2014, at
the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the
following:

Mayor Ames called the council meeting to order at 1:30 p.m.
Associate Pastor Randall Hubbard of Cathedral of Praise Miracle Center gave the invocation.
Mayor Ames led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk.
Present at the meeting were Mayor Ames, Mayor Pro Tern Coleman, Councilmembers Getz,
Wright, Pate, Samuel and Smith. Also present were Kyle Hayes, City Manager; Tyrone Cooper,
City Attorney; Tina Broussard, City Clerk.

Confirmation of committee appointments — Resolution 14 - 175
Mary Jowers would be reappointed to the Board of Adjustment (Zoning). The current term would
expire July 22, 2016. (Mayor Becky Ames)
Kelli Maness would be reappointed to the Board of Adjustment (Zoning). The current term would
expire July 22, 2016. (Mayor Becky Ames)
John Johnson would be reappointed to the Small Business Revolving Loan Funcl Board. The
current term would expire June 22, 2016. (Councilmember W.L. Pate, Jr.)
A) Authorize the City Manager to enter into a Memorandum of Understanding with the Golden
Triangle Retired and Senior Volunteer Program — Resolution 14 - 176
B) Authorize the City Manager to amend a contract with the Texas Department of Housing
and Community Affairs for FY 2013 Emergency Solutions Grant (ESG) funds — Resolution
14-177
Councilmember Smith moved to approve the Consent Agenda. Councilmember Samuel
seconded the motion.

GENERAL BUSINESS
1. Consider amending Section 20.03.003 of the Code of Ordinances to change the speed
limit on four (4) sections of South Major Drive.
Residents have requested an evaluation of the current posted speed limit on South Major
Drive from College Street to Fannett Road. The Spot Speed study conducted by TxDOT
recently in this area indicated that the majority of drivers are driving faster than the current
speed limit. It is recommended that the speed limit and speed zone boundary be amended
for South Major Drive by changing the speed limits by adding and reflecting such changes
in the schedule of Chapter 20 Section 20.03.003 to read as follows:

Councilmember Pate moved to ADOPT AN ORDINANCE ENTITLED AN ORDINANCE AMENDING
CHAPTER 20, SECTION 20.03.003 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS BY
CHANGING AND ADDING SPEED LIMITS AND SPEED ZONE BOUNDARIES TO THE SCHEDULE FOR
SOUTH MAJOR DRIVE; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL; AND PROVIDING A
PENALTY. Councilmember Getz seconded the motion.

WORK SESSION
Review and discuss revisions to the Alcohol and Beverage Ordinance - Postponed
Review and discuss a proposal by Alan B. Coleman, Mayor Pro -Tem, for the City to
apply for grant funds to pay for the design of a healthy initiatives website to then be
maintained by the City
Mayor Pro Tem Coleman discussed the Healthy Initiative website, it was stated that this
website would include a Healthy Calendar which listed different organizations that host
exercise classes with dates, places and times, such as Zumba, yoga, 5k runs and Kids Day
Exercise etc. There would be information on Fresh Beginnings which gives citizens
information as to where farmers markets are located throughout the city, as well as the
Food Access Policy Commission and other important information. The website will also
give activity areas throughout the city, such as biking areas, running and walking trails, and
all indoor and outdoor activities. There will be healthy eating information such as, Eat
Healthy BR, healthy recipes, Choose My Plate, BMI calculator and summer food eating
programs. Other information on the website is as follows: health services application,
community health needs assessments, and healthy television. The Council did give Mayor
Pro Tem Coleman the approval to move forward with submitting the grant application.

ANNOUNCED THAT ON SUNDAY, AUGUST 31, 2014, BARRY
SWITZER WILL BE SPEAKING AT A FUND RAISER FOR THE
FOOTBALL TEAM

PARK, ALSO COMMENTED ON MOVIE NIGHT AT THE
JEFFERSON THEATRE WHICH WAS WELL ATTENDED, THERE
ARE ABOUT TEN MORE MOVIES THAT ARE SCHEDULED

HEALTHY INITIATIVE WEBSITE, THANKED PARTNERS FROM
