The City Council of the City of Beaumont, Texas, met in a regular session on May 20, 2014, at the
City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the
following:

Mayor Ames called the council meeting to order at 1:30 p.m
Pastor Robert Besser of Wesley United Methodist Church gave the invocation. Mayor Ames led
the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk.
Present at the meeting were Mayor Ames, Mayor Pro Tem Wright, Councilmembers Coleman,
Getz, Pate and Samuel. Absent: Councilmember Smith and City Attorney, Tyrone Cooper. Also
present were Kyle Hayes, City Manager; Quentin Price, 1s,

Broussard, City Clerk.
Councilmember Smith was absent due to work.
Proclamations, Presentations, Recognitions
"Sales Management and Professionals Day" - May 20, 2014 - Proclamation read by
Councilmember Pate; accepted by Alan Tapley with Sales and Marketing Executives Club
on behalf of Skylar Thompson, who could not attend, along with other members of the
Sales and Marketing Executives Club
"Emergency Medical Services Week" — May 18-24, 2014 — Proclamation read by
Councilmember Samuel; accepted by Chris Landry and staff of the Beaumont Emergency
Medical Services
Ryan Slott, Director of the Beaumont Parks and Recreation Department; announced
that the City of Beaumont was named one of 212 cities throughout the United States as a
2014 Playful City USA recipient through Kaboom
"Childhood Obesity Prevention Day" — May 20, 2014 — Proclamation read by Mayor
Ames; accepted by Sherry Ulmer and Councilmember Coleman, along with Dr. Stephen

Confirmation of committee appointments - Resolution 14 - 110
Emily Coxe would be reappointed to the Parks and Recreation Advisory Committee. The current
term would expire September 19, 2015. (Councilmember Mike Getz)
Darlene Chodzinski would be reappointed to the Historic Landmark Commission. The current
term would expire September 3, 2015. (Mayor Becky Ames)
A) Approve a resolution authorizing the City Manager to execute a memorandum of
understanding with the South East Texas Regional Planning Commission to facilitate
emergency notifications — Resolution 14 - 111
B) Approve a resolution authorizing the acceptance of a ten foot wide Exclusive Water Line
Easement for the construction of a 6" water line loop and fire hydrant at 5780 Hagner Road

C) Approve a resolution authorizing the acceptance of a ten foot wide Exclusive Water Line
Easement for the construction of a 6" water line loop and fire hydrant at 4775 S. Martin

D) Approve a resolution authorizing the City Manager or his designee to execute all
documents necessary, specifically an Extension of Memorandum of Understanding
agreement related to a Violent Gang and Gun Crime Reduction Program — Resolution 14 -

E) Approve a resolution authorizing the City Manager to execute an Advance Funding
Agreement Amendment No. 2 with the Texas Department of Transportation for the Hike &
Bike Trail Phase II-Dowlen Road to Major Drive — Resolution 14 - 115
F) Approve a resolution authorizing an Interlocal Agreement with Jefferson County Drainage

Spoke in regards to the UNCF First Annual Beaumont Area Gala "A Night with the Stars"
on Thursday, May 22, 2014, reception at 6:00 p.m. the program will start at 6:30 p.m. at the
Beaumont Event Centre

Also spoke in regards to the UNCF Gala fundraiser "A Night with the Stars", stated that the
proceeds will benefit more than 300 juniors and seniors from Texas, including the Golden
Triangle area in scholarship funding; asked that Council consider being a sponsor for this
fund raising event
There being no Executive Session, Council adjourned at 2:13 .m.
