The City Council of the City of Beaumont, Texas, met in a regular session on April 1, 2014, at the
City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the
following:

Mayor Ames called the council meeting to order at 1:30 p.m.
Pastor James Blackwell former Pastor of South Park Baptist Church gave the invocation. Mayor
Ames announced the passing of Carolyn Chaney who served as a federal advocate since 1981
for the City of Beaumont. The Mayor asked that everyone have a moment of silence on her
behalf. The Vietnam Veterans of America Southeast Texas Chapter 292 led the Pledge of
Allegiance. Roll call was made by Tina Broussard, City Clerk.
Present at the meeting were Mayor Ames, Mayor Pro Tem Wright, Councilmembers Coleman,
Getz, Pate, Samuel and Smith. Also present were Kyle Hayes, City Manager; Tyrone Cooper,
City Attorney; Tina Broussard, City Clerk.
Proclamations, Presentations, Recognitions
Recognitions Kerwin Stone, President of Chapter 292 will address Council about the
Dedication of the Texas Capitol Vietnam Veterans Monument, and thanked the City of
Beaumont for its support and the sponsors and citizens of Beaumont for contributing
$70,000 to the Monument

Councilmember Getz moved to approve the Consent Agenda excluding Item C. Mayor Pro
Tem Wright seconded the motion.

C) Approve a resolution authorizing eminent domain proceedings to acquire property for the
Northwest Parkway Project (1.961 acres of land, situated in the W. B. Dyches Survey,
Abstract No. 17) — Resolution 14 — 070
Councilmember Coleman moved that the City of Beaumont authorize the use of the power
of eminent domain to acquire a fee simple title interest in 1.961 acres of land, situated in
the W. B. Dyches Survey, Abstract No. 17 Beaumont, Jefferson County, Texas, for the
purpose of the Northwest Parkway Road Improvement Project. Councilmember Pate
seconded the motion.

GENERAL BUSINESS
1. Consider a resolution approving the award of a contract for the purchase of firefighter
protective clothing from Casco Industries, Inc. of Houston.
The Fire Department has tested several brands of fire protective clothing over the past
year. They have determined that the line from Globe Manufacturing Co., offers ease of
movement, excellent protection for fire fighters, and best value to the City. The clothing is
made of fire retardant materials to provide protection from burns and exposure to
hazardous chemicals during fire fighting operations, and provides protection from blood-
borne pathogens. The Globe equipment tested has proven superior in performance to
other manufacturers equipment, and at a cost approximately $35.00 less per set.
Casco Industries, Inc., of Houston is the exclusive and sole source vendor for Globe
Manufacturing in Texas and surrounding states.
Councilmember Smith moved to APPROVE A RESOLUTION THAT THE CITY MANAGER HEREBY
APPROVES THE AWARD OF A CONTRACT TO CASCO INDUSTIRES, INC., OF HOUSTON, TEXAS, THE
SOLE LOCAL SOURCE FOR GLOBE MANUFACTURING CO. EQUIPMENT, FOR THE PURCHASE OF AN
ESTIMATED QUANTITY OF 60 SETS OF FIRE PROTECTIVE CLOTHING FOR FIREFIGHTERS AT $2,125
PER SET FOR AN ESTIMANTED TOTAL COST OF $127,500. Councilmember Samuel seconded
the motion.

WILL BE MOVING FORWARD WITH SELLING THE BUILDING
THROUGH CONVENTIONAL MEANS, WOULD LIKE TO SET A
MINIMUM OF $1.1 MILLION, OFFERS WILL BE ACCEPTED

FESTIVAL PARADE WILL START AT 10:00 A.M., DOWNTOWN,
BREAKFAST WITH THE BISHOP WHICH IS A FUNDRAISER FOR
CATHOLIC CHARITIES WILL START AT 9:00 A.M., TEA OUT AT
THE BOTANICAL GARDENS, THE 7T" DAY ADVENTIST
CHURCH HAS A FESTIVAL ON THEIR GROUNDS, AS WELL AS
THE TEXAS STATE FAIR, MENTIONED THAT ON LAST WEEK
THE TEXAS ENERGY MUSEUM CELEBRATED THEIR ANNUAL
FUND RAISER, THE SPEAKER WAS ROBERT S. MULLER III,

Commented on a pamphlet that he received, read about certain projects that the city has
engaged in, asked Council where the money is coming from, stated that Council speaks of
projects on Washington Blvd, MLK, and other areas, stated that the projects have not been
done yet, there are still a lot of streets that are torn up, stated that the money is not being
allocated in the proper way, more money is being spent in the West End, the streets are
paved with curbs and in other areas the streets are just done with tar overlay and being
patched, stated that streets should be the same throughout the City not just in the West
End
