The City Council of the City of Beaumont, Texas, met in a regular session on October 1, 2013, at
the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the
following:

Mayor Ames called the council meeting to order at 1:30 p.m.
Councilmember Coleman gave the invocation. Mayor Ames led the Pledge of Allegiance. Roll
call was made by Tina Broussard, City Clerk.
Present at the meeting were Mayor Ames, Mayor Pro Tern Wright, Councilmembers Coleman,
Getz, Pate and Smith. Absent: Councilmember Samuel and Tyrone Cooper, City Attorney. Also
present were Kyle Hayes, City Manager; Quentin Price, Assistant City Attorney; Tina Broussard,
City Clerk.
Councilmember Samuel was out of the City on business.
Proclamations, Presentations, Recognitions
"Fire Prevention Week" - October 6-12, 2013 - Proclamation read by Mayor Ames;
accepted by Fire Chief Anne Huff, City of Beaumont Fire Department
"National Domestic Violence Awareness Month" -October, 2013- Proclamation read by
Councilmember Getz; accepted by Misty Craver with Jefferson County Victims Assistance
Center
Mayor Ames read the announcement regarding Executive Session being held at the
conclusion of the General Business portion of the meeting.

Confirmation of committee appointments — Resolution 13 — 213
Norma Sampson would be reappointed to the Community Development Advisory Committee. The
current term would expire September 3, 2015. (Mayor Becky Ames)
Ryan Smith would be reappointed to the Convention and Tourism Advisory Board. The current
term would expire September 11, 2015. (Councilmember Alan B. Coleman)
Eliot New would be reappointed to the Historic Landmark Commission. The current term would
expire September 5, 2015. (Councilmember Alan B. Coleman)
Myra Clay would be reappointed to the Parks and Recreation Advisory Committee. The current
term would expire October 12, 2014. (Mayor Becky Ames)
A) Approve a resolution authorizing the City Manager to execute all documents necessary to
accept funding from The Texas Department of State Health Services (DSHS)for use at the
Beaumont Public Health Department's WIC Division — Resolution 13 - 214
B) Approve a resolution approving the renewal of an annual maintenance agreement for
SunGard Public Sector software support for use by all City Departments—Resolution 13 -

C) Approve a resolution nominating C. L. Sherman to the Board of Directors of the Jefferson

D) Approve a resolution authorizing the City Manager to execute all documents necessary,
specifically including a Common Area Advertising Agreement, in order for the Southeast
Texas Auto Theft Task Force to maintain an ad panel display of public information
regarding auto thefts at Parkdale Mall — Resolution 13 - 217
E) Approve a resolution accepting maintenance of street, storm sewer, water and sanitary

Councilmember Smith made a motion to approve the Consent Agenda. Councilmember
Pate seconded the motion.

WORK SESSION
Receive a report related to the five-year update of the City of Beaumont's
Emergency Management Plan
Tim Ocnaschek, Emergency Management Coordinator, discussed key points related to the five-
year update on the Emergency Management Plan. The legal background of the plan was
discussed as well as the development, which consist of the plan that provided a general overview
of the City and the analysis of hazards more common for Beaumont. The State provides a
generic planning template for local agencies and jurisdictions. This helps with the standardization
across the State and helps when reviewing plans, so particular categories of information are
easier to find. The planning process was discussed, the plan is reviewed annually, but every five
years, a major update and a formal State review is required. The five-year update was recently
completed. Several planning teams were organized to involve City staff as well as the community,
faith-based and volunteer organizations, as well as business and industry. Plan validation is also
a part of the plan, to make sure the City has good plans in place. Training and briefings are used
to make sure responders have updates. Exercises were conducted to test the process and
procedures, following exercises, major events and incidents. There were after-action reviews
within 30 days to benchmark success as well as to identify shortfalls and improvements needed.
There was also discussion of the Emergency Management Website with the City of Beaumont's
basic plan and annexes posted on the web site which can be found at Cityof Beaumont.com.

Addressed Council along with other members of Altus Hospice, handed out invitations for
the groundbreaking ceremony of The Gardens, a hospice inpatient unit, the
groundbreaking will be on Thursday, October 3, 2013 at 5:30 p.m.

husband, feels that there has got to be a better way to treat citizens of this City, wanted
each of Council to be aware of the suit brought against Ms. Garsee

Apologized to a Councilmember that didn't like her using social media to contact them,
spoke regarding a lawsuit that she's involved in with the City of Beaumont
