CITY COUNCIL - CITY OF BEAUMONT
HELD JANUARY 6, 1987 -- 1 :15 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in
regular session this the 6th day of January, 1987, with the following present:

The Invocation was given by Rabbi Peter Hyman of Temple Emanuel.

MAYOR MEYERS:
In just a few moments, the City Manager will present Service Awards and
recognize outstanding employees. As has been our practice for the last
several weeks, we continue to try and talk about anything that relates to our
economy that's good and we had another opportunity, a little unique but
nevertheless I think it is something that we wanted to share with you today.
I'll just briefly read this. It's another new business in our Central
Business District, right across the street.
Those attending the Library or visiting the Library will have opportunity to
see it. It's a one of a kind. It's the Golden Years Gift Shop that opened
today, Tuesday, January 6, 1987. It is housed in the Beaumont Public Library
and the shop will be open from 11 :00 a.m. to 2:00 p.m. , Monday through Friday
and is operated by Beaumont Senior Citizens who volunteer at the Best Years
Center. All of the items for sale are handmade by the Senior Citizens at the
Best Year's Center - includes ceramics, crocheted and knitted items, potpourri
lamps, dolls, oil paintings, woodwork and various other items.
The shop was named through a contest among the Best Year's Center's users and
Mrs. Ruby Dardis suggested the "Golden Years Gift Shop" as the name and she
was presented a $25.00 gift certificate that had been donated by Don's
Seafood.

MAYOR MEYERS continued:
For those who aren't familiar, the Best Years Center is located at 780 S. 4th
Street and is operated by the City of Beaumont and it offers programs and
activities Monday through Friday from 8:00 a.m. to 5:00 p.m. and included are
bridge, ceramics, knitting, crochet, oil painting, caligraphy, the Happy
Steppers Dance Group if you haven't seen them or participated, exercise
classes, hot lunch and much more. So, we would like to recognize this newest
of our businesses and I'd like to show you a little sample of what they make.
Some of us became customers this morning. This by the way is if you ever want
some place to keep your glasses. Everything that they have in the shop they
make and they are an outstanding group that I think probably they'll be added
to our list of profitable businesses.
Mr. Delmar Wayne Coody, where are you? Stand up and come forward and let the
people see you. This is Dee Henderson. This is Evelyn Goodell. This is Cora
Lee Reynolds and Mrs. Ruby Dardis who was the $25.00 winner for naming the
Golden Year's Gift Shop. Beverly Salem and Maurine Gray, are they here?
(Also with the group were Mackie Jacobs and Ora Espritte. ) They were there
this morning and my fellow Councilmember Nell Weisbach and I - and Andrew
couldn't make it. We were the only three who qualified to join the group to
help them cut the ribbon but we compliment you on your new business venture
and hope all of you will take opportunity to visit the Golden Years Gift
Shop. Congratulations.

Presentation of Service Awards for various years of service, Retirees, and
Employees of the Quarter was held:
Fire Chief C. A. "Pete" Shelton presented Service Certificates and Pins for
years of service to James Downing, Fire/Suppression, for 25 years of service;
Charles T. Wheeler, Fire Administration and Support, and Arnold W. Kidd,
Fire/Suppression, for 20 years of service; 15-year awards to Joseph Tumbleson,
Fire Administration and Support and Dorothy J. Gallier, Secretary to Chief
Shelton in Fire Administration and Support; and James Boyett,
Fire/Suppression, for 10 years of service.
Director of Resource Management & Interim Chief of Police Max Patterson
presented a Certificate and Pin for 35 years of service to Major John G.
Parsons, Police Department.
City Clerk Myrtle Corgey presented a Certificate and 5-year Service Pin to
Debra Guillory of Municipal Court.
Director of Public Works Tom Warner presented Service Certificates and Pins to
Benny Thibodeaux, Drainage, and James T. Mitchell, Streets, for 5 years of
service and Willie R. Joseph, Drainage, for 10 years of service.
Parks Manager Henry Engelbrecht presented a Certificate and Pin to Charles H.
Spivey for 5 years of service.

Director of the Library Maurine Gray presented a Certificate and Pin to Gloria
P. Bodeman for 5 years service.
Director of Water Utilities S. A. Webb presented Certificates and Pins to:
Jack A. Gregory, Donald Cottrill, Sr. , Roland Turner and Kennith L. Griffin,
Distribution Division, for 5 years of service; Jared P. Turner, Distribution
Division, for 20 years of service; Louis P. Guidry, Sewer Maintenance, for 25
years of service and Robert L. Curry, Distribution and Clarence Lewis, Sewer
Maintenance for 30 years of Service.
Interim Health Director Ingrid Fisk presented a Certificate and Pin to
Geraldine Beckett, recently promoted to the position of Registrar of Vital
Statistics, for 20 years of service.
Director of Finance Betty Dunkerley presented a Certificate and 5-year service
pin to Patricia L. Chance, Information Systems Division.
Community Development Director Sherrell Cockrell presented a Certificate and 5-
year service pin to Polk Curtis.
Two Retirees were recognized: Clifford Baize, Sergeant in the Police
Department, with thirty-three (33) years and Virginia Lane with eighteen (18)
years in the Library.
Employee recognition for those employees, nominated by peers and chosen by a
Selection Committee, that have exhibited outstanding service and job
performance for the Fourth Quarter for 1986 in the five categories was given
to those listed below:
Shelby Bundick, Water Utility Systems Superintendant, Water Distribution,
Water Utilities Department for the category of Executive/Administrative and
Managerial;
Gerald Kohler, Field Supervisor, Engineering Division, Public Works Department
for the category of Technician/Para-Professional;
Tommy May, Captain/Public Information Officer, Administration, Fire Department
for the category of Protective Service Occupations;
Marcia Smith, Community Health Clerk, Beaumont Community Health Division,
Health Department for the category of Clerical Support Occupations; and
Doretha Bradley, Custodian, Beaumont Community Health Division, Health
Department for the category of Maintenance/Support Occupations.
The meeting was recessed for a brief reception held to honor these employees
and retirees. The meeting was reconvened.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held December 30,
1987;
Resolution 87-1 reappointing Patricia Willard and Bessie Chisum to the
Historical Landmark Commission, terms ending October 31, 1989; Louise Loomis
and Terry Charlton to the Beaumont Library Commission, terms ending October
31 , 1989; Bessie Zecher to the Senior Citizens Advisory Committee for a term
ending September 30, 1989; Tom Scofield, Delia Harrington and Arden
Loughmiller to the Clean Community Commission for terms ending September 30,
1989 and Yvonne Craig to the Reinvestment Zone Advisory Commission for a term
ending December 31, 1989;
Resolution 87-2 authorizing execution of a license agreement for two sanitary
sewer lines crossing the Atchison, Topeka and Santa Fe Railway Company right-
of-way along Long Avenue at the intersections of Grand Avenue and Forrest
Street to be constructed under Contract 18C of the E.P.A. grant-assisted
Sanitary Sewer Improvement Program to replace combined sewers at a one-time
pipeline crossing permit fee of $400.00; and
Resolution 87-3 authorizing execution of a supplemental license agreement for
a sanitary sewer line crossing the Atchison, Topeka and Santa Fe Railway
company right-of-way twelve (12') feet south of the intersection of Cypress
and Mulberry Streets.
The Consent Agenda was approved on a motion made by Councilman Samuel and
seconded by Councilman Weisbaeh.

ordinance No. 87-1 changing the name of McKesson Drive to "VW & R Drive (to
correspond with change in ownership from McKesson Chemical Company Plant to
Van Waters & Rogers, Inc. , a subsidiary of Univar) was considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER 23 OF
THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT
AND IN PARTICULAR THE NAME OF THAT CERTAIN
STREET AS INDICATED UPON THE OFFICIAL STREET
MAP OF BEAUMONT, TEXAS, BY CHANGING THE NAME
OF "MCKESSON DRIVE" TO "VW & R" DRIVE; PROVIDING
FOR SEVERABILITY AND PROVIDING FOR REPEAL.

The ordinance was approved on a motion made by Councilman Brumley and seconded
by Councilman Lee.

Ordinance No. 87-2 amending the litter control ordinance to delete Section 13-
71(b) and substitute a new Section 13-71(b) and (c) was considered:
ORDINANCE NO. 87-2
ENTITLED AN ORDINANCE AMENDING CHAPTER 13 OF
THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT
BY DELETING SECTION 13-71(b) AND ADDING NEW
SECTIONS 13-71(B) AND (C); PROVIDING FOR
SEVERABILITY, PROVIDING FOR REPEAL AND PROVIDING
FOR A PENALTY.
Section 13-71(B) : A person who owns or occupies any lot or premises commits
an offense if that person allows litter on that portion of rights-of-way which
abut such lot or premises between the center line of such rights-of-way and
the property line of such lot or premises.
Section 13-71(C): a person commits an offense if that person fails to
retrieve and properly store litter that is on private or public property
adjacent to that person's own property if such litter is attributable to that
person's place of business or business activity of if such litter is a result
of that person's failure to properly dispose, store or containerize such
litter. It shall be a defense to a prosecution for violation of this
subsection that the defendant's retrieval of litter would constitute a
trespass in violation of the Texas Penal Code.
The ordinance was approved on a motion made by Councilman_ Lee and seconded by
Councilman Cokinos.

COUNCILMAN LEE:
I have one comment and that relates to some things that we have talked about
consistently on Council since I've been here and that is employee excellence.
And, I want to bring something up that was brought to my attention by one of
the employees of the City - something that is not so unusual as it relates to
an employee doing their job. Specifically, on or about December 22nd, we had
a full day and night of rain and I understand that, as a part of the Public
Works Department, Drainage worked all night long on the 22nd, I guess it would
be the morning of the 23rd, and came back to work the very next morning. It's
not that they did anything that was totally out of the ordinary as it relates
to their job, it's just an example of the dedication it takes to be a City
employee and I would certainly commend Jim Terry and his group for a job well
done on or during that event.

COUNCILMAN WEISBACH:
I would like to share information that Mrs. Harrington did with me that she is
an honorary member of the Chamber of Commerce and I think that she needs that
recognition.
MAYOR MEYERS:
Mr. Leggett is back. We didn't get a chance to formally welcome him back;
glad you are feeling better, alert and ready to go.
COUNCILMAN BRUMLEY:
I got a telephone call right before I came to Council from a citizen who was
complimenting an Officer Ball and I think the other . . his partner might be
Patterson or Peterson, I'm not real sure; but it was a situation where this
individual was apparently so familiar with his patrol that right after the
Christmas holidays he saw a car that for some reason did not belong in that
particular neighborhood and sure enough it was a car that was taken from a
house. The house had been ramsacked and all this, but he knew something was
out of the ordinary and just on a hunch, he picked it up and followed through
with it and was able to investigate it - nothing to spur it other than just
maybe something didn't look right. And, this person that owned the car called
me and they haven't found the individual yet but at least they did great and
kept his car from leaving the City. He had a lot of things stolen from his
house but he wanted to put in his two cents of good compliments to the Police
Department and the work that they did. He was most impressed with these
individuals and I hope we will pass that on to them.
Mayor Meyers reported that some of the wood-slatted stone benches around City
Hall were in need of repair and asked that these repairs be made.

Mr. Roberto Flores, 2425 Buchanan, addressed Council to request that the
Beaumont Art Museum release the 99-year lease on the Delaware site so that the
area can be cleaned and restored for use as a passive park.
Mr. Henry Dannenbaum addressed Council to complain that certain halfway houses
in Beaumont may not be certified.

Mayor Meyers reported that State Senator Carl Parker would hold a forum at
5:30 p.m. , today, in the one of the meeting rooms of the Beaumont Civic Center
"to offer opportunity for anyone to address comments that relate to the State
and the State's activities. "

There being no further business, the meeting was recessed before continuing
with the City Council Workshop Session.
