ENTITLED AN ORDINANCE GRANTING A SPECIFIC USE
PERMIT TO ALLOW A BANK IN A GC-MD-2 (GENERAL
COMMERCIAL-MULTIPLE FAMILY DWELLING-2)DISTRICT
AT 3625 DOWLEN ROAD IN THE CITY OF BEAUMONT,
JEFFERSON COUNTY, TEXAS.
WHEREAS, Orange Savings Bank has applied for a specific use permit to allow a
bank in a GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District at 3625
Dowlen Road, as described in Exhibit"A"and shown on Exhibit"B,"attached hereto; and,
WHEREAS, the Planning and Zoning Commission of the City of Beaumont
considered the request and is recommending approval of a specific use permit to allow
a bank in a GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District at 3625
Dowlen Road, subject to the following conditions:
• In addition to the fence, provide a 10' wide landscape strip along the south
property line. Trees shall be planted every 25'.
• The detached owner identification sign shall not exceed 6' in height and 70
sq. ft. in area.
;and,
WHEREAS, the City Council is of the opinion that the issuance of such specific use
permit is in the best interest of the City of Beaumont and its citizens;
NOW, THEREFORE, BE IT ORDAINED
BY THE CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the statements and findings set out in the preamble to this ordinance are hereby, in
all things, approved and adopted; and,
Section 1.
That a specific use permit to allow a bank in a GC-MD-2 (General Commercial-
Multiple Family Dwelling-2) District at 3625 Dowlen Road, as described in Exhibit"A" and
shown on Exhibit"B,"attached hereto, is hereby granted to Orange Savings Bank, its legal
representatives, successors and assigns, as shown on Exhibit "C," attached hereto and
made a part hereof for all purposes, subject to the following conditions:

Section 2.
That the specific use permit herein granted is expressly issued for and in
accordance with each particular and detail of the site plan attached hereto as Exhibit"C,"
attached hereto and made a part hereof for all purposes.
Section 3.
Notwithstanding the site plan attached hereto, the use of the property herein above
described shall be in all other respects subject to all of the applicable regulations contained
in Chapter 28 of the Code of Ordinances of Beaumont, Texas, as amended, as well as
comply with any and all federal, state and local statutes, regulations or ordinances which
may apply.

BEING 1.035 acres of land out of and a part of Metropolitan Park Phase 1, City of
Beaumont, recorded in File No. 2008019449, Official Public Records,Jefferson County,
Texas; being part of a tract of land conveyed to Metropolitan Park of Beaumont, LTD,
recorded in File No. 2007003402, Official Public Records, Jefferson County, Texas; said
1.035 acre tract being more fully described by metes and bounds as follows, to wit:
BEGINNING at a concrete monument found on the West right-of-way line of a dedicated
road named Dowlen Road; said concrete monument being the Northeast corner of
Barrington Heights Subdivision,recorded in Volume 15, Page 346, Map Records,
Jefferson County, Texas, the southeast corner of Metropolitan Park Phase I and the
Southeast corner of the herein described tract;having a State Plane Coordinate of N:
13983024.18, E: 3495660.23;
THENCE, South 86 deg., 25 min., 58 sec.,West(Called South 89 deg., 20 min., 02 sec.
West), on the South line of said Metropolitan Park Phase I, same being the North line of
said Barrington Heights Subdivision, a distance of 205.00' to a %2" steel rod, capped and
marked "SOUTEX", set for the Southwest corner of the herein described tract; from
which a 5/8" steel rod, capped and marked"LEAP",found for the Southwest corner of
said Metropolitan Park Phase 1, same being the Southeast corner of Metropolitan Park
Garden Homes,recorded in File No. 2008019450, Official Public Records, Jefferson
County, Texas,bears South 86 deg., 25 min., 58 sec., West (Called South 89 deg., 20
min.02 sec, West), a distance of 672.65'; having a State Plane Coordinate of N:

THENCE,North 03 deg., 32 min., 44 sec., West, a distance of 220.00'to a %2" steed rod,
capped and marked "SOUTEX", set for the Northwest corner of the herein described
tract;
THENCE, North 86 deg., 25 min., 58 sec., East, a distance of 205.00'to a %" steel rod,
capped and marked"SOUTEX", set on the West right-of-way line of said Dowlen Road;
said 1/2" steel rod being the Northeast corner of the herein described tract; from 2hich a
5/8" steel rod, capped and marked "LEAP", found on the intersection of the West right-
of-way line of said Dowlen Road and the Southerly right-of-way line of a dedicated road

East), on the West right-of-way line of said Dowlen Road, same being the East line of
said Metropolitan Park Phase I, a distance of 220.00' to the POINT OF BEGINNING and
containing 1.035 acres of land,more or less.
