The City Council of the City of Beaumont,Texas,met in a regular session on October 5,2010 at the
City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 10:00 a.m. to consider the
following:

Mayor Ames called the council meeting to order at 10:00 a.m.
Present at the meeting were Mayor Ames, Mayor Pro Tern Pate, Councilmembers Beaulieu,
Coleman,Wright,Samuel and Smith. Also present were Kyle Hayes,City Manager;Tyrone Cooper,
City Attorney;Tina Broussard, City Clerk; Laura Clark, Chief Financial Officer; Patrick Donart, City
Engineer.
WORK SESSION -The following items to be discussed:
• Capital Program for Fiscal Years 2011-2015
• Funding for Various Projects Identified in the Capital Program for Fiscal Years 2011-
2015
• Closing comments by the City Council
RECESS
RECONVENE at 1:30 P.M. in Council Chambers
Mayor Ames reconvened the council meeting to order at 1:30 p.m.
Councilmember Beaulieu gave the invocation. Councilmember Samuel led the Pledge of Allegiance.
Roll call was made by Tina Broussard, City Clerk.

Samuel and Smith. Absent: Councilmember Coleman. Also present were Kyle Hayes, City
Manager; Tyrone Cooper, City Attorney; Tina Broussard, City Clerk.
Proclamations, Presentations, Recognitions
"Red, White & You Homecoming Week" - October 3 - 9, 2010 - Proclamation read by
Mayor Ames; accepted by Dr. Jimmy Simmons with cheerleaders, band and staff
"National Breast Cancer Awareness Month" - October, 2010 - Proclamation read by
Councilmember Beaulieu; accepted by representatives from the "Gift of Life" Program
"Fire Prevention Week"-October 3-9,2010-Proclamation read by Councilmember Smith;
accepted by Fire Chief Anne Huff and Fir Marshal Jack Maddox, Beaumont Fire Department
"National Arts and Humanities Month" - October, 2010 - Proclamation ready by
Councilmember Samuel; accepted by Sue Bard, Executive Director, Southeast Texas Arts

Spoke in regards to item B on the Consent Agenda,ask that Council consider replacing the
generators with natural gas rather than gasoline, natural gas is an ample supply doesn't get
cut off in a storm and relatively cheap opposed to gasoline

Beaulieu seconded the motion.

OF PHASE I & II, THERE WILL BE BOOTHS SETUP ALONG
WITH BANDS, ENCOURAGED EVERYONE TO ATTEND
COUNCILMEMBER WRIGHT- RECOGNIZED ALL OF THE PROCLAMATIONS THAT WERE
GIVEN OUT, DOMESTIC VIOLENCE, NATIONAL BREAST
CANCER AWARENESS,FIRE PREVENTION WEEK,NATIONAL
ARTS AND HUMANITIES MONTH AND LAMAR, THANKED

WEEKEND,OCTOBERFEST,LAMAR UNIVERSITY FOOTBALL,
AND THE ELK LODGE'S BAR-B-Q COOK OFF FOR
VETERANS,ALSO COMMENTED ON THE AMERICAN CANCER
SOCIETY WHO HAD THEIR FIRST BARK FOR LIFE, WHICH
HAD ABOUT 120 TO 130 DOGS IN ATTENDANCE

Asked if anyone has compared the cost of the new CNG powered busses to the old diesel
busses, or investigated the monetary cost of operating a CNG bus as to what was required
for the diesel, does not want the ozone layer increased, the CNG will effectively reduce the
ozone layer in this area
