Cooper, City Attorney Kyle Hayes, City Manager Tina Broussard, City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on May 11, 2010, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda items1/Consent Agenda * Consent Agenda Mayor Ames called the council meeting to order at 1:30 p.m. Pastor James Blackwell of South Park Baptist Church gave the invocation. Mayor Ames led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Mayor Pro Tern Wright, Councilmembers Coleman, Beaulieu, Pate,and Samuel. Absent:Councilmember Jamie Smith. Also presentwere Kyle Hayes, City Manager; Tyrone Cooper, City Attorney; Tina Broussard, City Clerk. Councilmember Smith was absent due to foot surgery. None CONSENT AGENDA Approval of minutes - May 4, 2010 Confirmation of committee appointments - None A) Authorize the City Manager to execute an agreement with Workforce Solutions Southeast Texas/Power Zone-Beaumont and Family Services of Southeast Texas- Resolution 10 - 120 B) Authorize the purchase of traffic signal control software and training - Resolution 10 - 121 C) Authorize the City Manager to execute all documents necessary to accept funding from the Department of State Health Services from the Sexually Transmitted Disease and Tuberculosis Elimination Social Services Block Grant - Resolution 10 - 122 D) Authorize the acquisition of property for the Concord Road Pavement Widening Project - Resolution 10 - 123 E) Authorize the acquisition of property for the Concord Road Pavement Widening Project- Resolution 10 - 124 F) Authorize the acceptance of a water line easement to provide services for St. Stephen's Episcopal Church- Resolution 10 - 125 Mayor Pro Tern Wright made a motion to approve the Consent Agenda. Councilmember Beaulieu seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM WRIGHT, COUNCILMEMBERS COLEMAN, BEAULIEU, PATE AND SAMUEL NAYS: NONE MOTION PASSED GENERAL BUSINESS 1. Consider approving a contract for the Summer Food Service Program. Page 2 of 6 Minutes-May 11,2006 Administration recommended the award of a contract to High Sendero, Inc.,(Novrosky's),of Beaumont, in the amount of$3.24 per lunch served. The program,which is funded by the US Department of Agriculture and administered by the Texas Department of Agriculture, provides free, nutritious, and well-balanced meals for any child up to eighteen(18)years of age. This is the eighteenth year the Recreation Division has participated in this program. The 2010 Summer Food Service Program will begin June 7, 2010 and continue through August 13, 2010. The Texas Department of Agriculture will reimburse the City$3.195 per lunch served. The balance of$.045 per lunch, an estimated $1,800, will be funded by the Recreation Division's operating budget. Councilmember Pate moved to APPROVE A RESOLUTION THAT THE BID SUBMITTED BY HIGH SENDRO, INC. (NOVROSKY'S), BEAUMONT,TEXAS, FOR THE SUMMER FOOD SERVICE PROGRAM ADMINISTERED THROUGH THE RECREATION DIVISION FOR AN ESTIMATED QUANTITY OF 40,000 LUNCHES SERVED IN THE AMOUNT OF $3.24 PER LUNCH FOR AN ESTIMATED EXPENDITURE OF $129,600 BE ACCEPTED BY THE CITY OF BEAUMONT. Councilmember Coleman seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM WRIGHT, COUNCILMEMBERS COLEMAN, BEAULIEU, PATE AND SAMUEL NAYS: NONE MOTION PASSED Resolution 10 - 126 Mayor Ames read the announcement regarding Executive Session being held at the conclusion of the General Business portion of the meeting. WORKSESSION Review and discuss an application for federal funding to construct a skate park downtown Chris Boone, Community Development Director,discussed the application for federal funding to construct a skate park in downtown Beaumont. The skate park would be the only park within 80 miles of the City of Beaumont. The park would be popular among the younger skating age group and families. This would be an outdoor activity for children and young adults,and would enhance further development for the downtown area. The estimated budget for the skate park would be the site improvement which would cost $114,500, the design $25,190,and skate improvements would be$148,500,totaling$288,190. Funding would be provided through a EDI Grant in the amount of $283,300, as well as the Tony Hawk Foundation in the amount of$5,000,totaling$293,200. The steps that would need to be taken in order to start and complete the project would be for the City Council to approve the ED[ Page 3 of 6 Minutes-May 11,2006 Grant application, apply for the Grant, then an RFP and design would need to be done and then to construct the skate park.
