BACKGROUND Workforce Solutions Southeast Texas/Power Zone-Beaumont has secured a grant through the Workforce Investment Act of 1998 (WIA Adult,Dislocated,and Youth) and/or the Temporary Assistance for Needy Families (TANF)program to pay wages for temporary workers during the summer. This program will consist of summer workers who will be referred by Workforce Solutions Southeast Texas/Power Zone-Beaumont to the City of Beaumont. The City will be responsible for providing meaningful work with adequate guidance and supervision. All temporary workers must register with Workforce Solutions Southeast Texas/Power Zone- Beaumont to be considered. Temporary employees will be requested by the City on an as needed basis. The program ends no later that August 08, 2010, unless otherwise noted. This program can serve as another recruiting source for full-time employees for the City. BUDGETARYIMPACT None. RESOLUTION NO. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Manager be and he is hereby authorized to execute an agreement with Workforce Solutions Southeast Texas/Power Zone - Beaumont and Family Services of Southeast Texas to provide the City of Beaumont with temporary summer workers for various City departments. RECOMMENDATION The Administration recommends the purchase of traffic signal control software and training from Naztec, Inc., of Sugarland, Texas in the amount of$84,000. BACKGROUND Naztec, Inc., will provide the equipment, services, and software to the City under an existing Interlocal Agreement with the City of Temple, Texas. Participation in this interlocal agreement satisfies the competitive bidding requirements of Texas Local Government Code. This purchase is a component of the City's traffic synchronization grant program. The software brings together all of the City's traffic network data into a single, fully integrated, advanced traffic management system; providing parallel database technology and a full suite of data access and management tools. BUDGETARY IMPACT Funds are available for this expenditure through the Transportation Energy Efficiency Traffic Signal Synchronization or Replacement Stimulus Gram Program. RESOLUTION NO. RECOMMENDATION Administration recommends Council approval. BACKGROUND The Texas Department of State Health Services(D.S.H.S.)has awarded the Beaumont Public Health Department grant funds for the S.T.D and T.B.Elimination Divisions in the amount of$52,000.00. Funds would be used to address necessary expenses associated with Hurricanes Ike and/or Dolly. This contract begins 04/01/2010 and ends on 09/30/2010. BUDGETARYIMPACT City would receive grant funds in the amount of$52,000.00. There is not a match requirement. RESOLUTION NO. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Manager be and he is hereby authorized to execute all documents necessary to accept funding in the amount of$52,000.00 from the Texas Department of State Health Services (D.S.H.S.) for the Sexually Transmitted Disease and Tuberculosis Elimination Divisions. BACKGROUND As part of the Concord Road Pavement Widening Project, approximately sixty-seven (67) parcels of land from East Lucas to Highway 105 are being acquired. The owners of the property listed below, have agreed to convey their property to the City: Parcel #21 Lot 25, Block 3, French Heights Addition (5685 Pine Burr Boulevard) Value: $74,000.00 Owners: Roy Odell Young and Deanna M. RECOMMENDATION The Administration recommends acceptance of an exclusive water line easement to provide water services for St. Stephen's Episcopal Church. BACKGROUND The Protestant Episcopal Church Council of the Diocese of Texas has agreed to convey a ten [10] foot wide exclusive Waterline Easement to the City of Beaumont. The Water Line Easement [0.0335 acre out of Part of Lot 6, Block 4 of the French Addition] will provide water services for the St. Stephen's Episcopal Church located at 4090 Delaware and would also allow for the construction, alteration, operation and maintenance of the said water line and appurtenances. BUDGETARY IMPACT None. \engst_stephen-ib 4 May 2010 RESOLUTION NO. WHEREAS, The Protestant Episcopal Church Council of the Diocese of Texas has offered to convey a ten foot (10) wide exclusive water line easement for property located at 4090 Delaware, being 0.0335 acre out of Part of Lot 6, Block 4 of the French Addition, as described in Exhibit "A" and shown on Exhibit "B", attached hereto, to the City of Beaumont for the purpose of providing water services to St. Stephen's Episcopal Church and allowing for the construction, alteration, operation and maintenance of the said water line and appurtenances; and, WHEREAS, the City Council has considered the purpose of said conveyance and is of the opinion that the acceptance of said conveyance is necessary and desirable and that same should be accepted; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the easement conveyed by The Protestant Episcopal Church Council of the Diocese of Texas, as described in Exhibit"A"and shown on Exhibit"B," be and the same is hereby, in all things, accepted. RECOMMENDATION Administration recommends the award of a contract to High Sendero, Inc., (Novrosky's), of Beaumont, in the amount of$3.24 per lunch served. BACKGROUND The program, which is funded by the US Department of Agriculture and adminittered by the Texas Department of Agriculture,provides free, nutritious, and well-balanced meals for any child up to eighteen(18)years of age. This is the eighteenth year the Recreation Division has participated in this program. The 2010 Summer Food Service Program will begin June 7, 2010 and continue through August 13, 2010. Lunches will be served Monday through Friday excluding the Independence Day holiday on July 5, 2010. The number of lunches to be served at each location will be determined by the enrollment in summer activities although participation is not a requirement to receive a lunch. Last year 31,028 meals were delivered at a cost of$3.29 per lunch for a total of$102,082.12. Lunches were served for forty-four(44)days last summer at ten(10)locations. This year's program will provide lunches for forty-nine(49)days and includes a new location at Cathedral Baptist Church, 3210 Ehnira St., Beaumont, to replace the L.L. Melton Y.M.C.A. location which is not available this year. The Texas Department of Agriculture will reimburse the City$3.195 per lunch served. The balance of$.045 per lunch, an estimated$1,800, will be funded by the Recreation Division's operating budget. RESOLUTION NO. WHEREAS, bids were received for a contract to furnish lunches for the Summer Food Service Program funded and administered by the U.S. Department of Agriculture, and sponsored by the Recreation Division; and, WHEREAS, High Sendero, Inc. (Novrosky's), Beaumont, Texas,submitted a bid for an estimated quantity of 40,000 lunches served in the amount of $3.24 per lunch for an estimated expenditure of$129,600; and, WHEREAS, City Council is of the opinion that the bid submitted by High Sendero, Inc. (Novrosky's), Beaumont, Texas, should be accepted; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the bid submitted by High Sendero, Inc. (Novrosky's), Beaumont, Texas, for the Summer Food Service Program administered through the Recreation Division for an estimated quantity of 40,000 lunches served in the amount of $3.24 per lunch for an estimated expenditure of$129,600 be accepted by the City of Beaumont.
