Greer, Sr. for improvement to the water supply canal system and the Wiess Bluff pumping station would grant a 60-day extension of the contract time to allow for a delay in the shipment of doors and windows for the pump station. - The new completion date would be August 12. INTER-OFFICE MEMORANDUM CITY Of BEAUMONT, TEXAS Date June 24, 1983 'O Mayor and City Council 'rom City Manager Subject- Purchase of Emergency Alarm System COMMENT: Bids were received June 15 for furnishing an emergency alarm system and window/rioor bars for the administration -building and main pump station of the water reclamation plant as part of a project to im- prove security. This resolution would authorize the purchase based on the bids of Merchant's Alarm Systems, Inc. of Beaumont, totaling S5.20j. The Merchant's Alarm Systems j-;us low bidder on furnisfiina the bars_, installed at $800. Two other bids ranged up to $1 ,425. _ Merchant 's Alarm Systems of Beaumont and McInnis Company of Port Arthur submitted identical bids on the alarm system at $4 ,400. Three others ranged up to $5,564. The Drlces were quoted on the alarm system installed . The alarm system would be connected to the computer which monitors the reclamation plant's operation. Alarms would be transmitted by the computer to the main water production plant, where personnel are on duty round the clock. INTER-OFFICE MEMORANDUM CITY OF BEAUMONT, TEXAS Date June 24, 1983 10 Mayor and City Council From City Manager Subject: Adult Day Care Center COMMENT: The Planning Commission Monday voted 5-0 to recommend approval of a Specific Use Permit for an innovative adult day care center at 2430 McFaddin, conditional upon its being limited,for'a six-month period, to- an occupancy of 30. At the end of the six months, the operation of the center would be reviewed-by the staff for a possible increase in the limit. The applicant, Jane Burgin, who said the center might be the first of its kind in Texas, asked for the limit to be 40, but agreed to the conditions recommended by by the Commission, which included a provision that no sign be erected. The center would be for adults who need attendants but do not;,require hospitalization or nursing home care. Notices were mailed to 18 property owners. Six, responded, three in favor of the permit and three against it. Mr. Laurette wishes to construct a chain-link fence across the alley in &der'* to.encibse* the rear yard of his hone at 1994 Hazel . The City Planning Commission Monday endorsed a Planning Department recommendation that the alley be abandoned subject to retention of an easement covering the entire area of the abandoned right-of-way for maintenance of utilities. Utilities in the alley include a 6-inch sanitary sewer line, a tele- phone cable, and a natural gas line. An ordinance being prepared for consideration Tuesday would abandon the alley and retain the easement. INTER-OFFICE MEMORANDUM CITY OF BEAUMONT, TEXAS Date June 24, 1983 To Mayor and City Council From City Manager Subject: Purchase of Hot Mixed Cold Laid Asphaltic Concrete COMMENT: Keown Supply Co. of Beaumont was low bidder on furnishing a year's requirement of hot mixed cold laid asphaltic concrete for the street department at $25.95 a ton. Two other bids were received on the annual contract - from A & H As- phalt Co. at $26.75 a ton, and Troy Dodson Construction Co. at $26.25 a ton less a prompt payment discount of twenty-five cents a ton for a net cost of $26.00 a ton. The prices were quoted for the material loaded on the city's trucks at the vendor's plant. The low bid, recommended for acceptance, would be $2.05 a ton less than the city has been paying for material under the contract now expiring. . About 2800 tons of hot mixed cold laid asphalt was used by the city last year primarily for street repairs. Based on the estimated usage of 5,000 tons, the total cost under the Keown bid would be $129,750. The materials would be purchased with funds budgeted under a $500,000 heavy material line item for various types of paving material . Usage of hot mixed cold laid asphalt was reduced under last year's con- tract by the availability of recycled paving material from Calder Avenue. The application would be for up to $95,000 in Jobs Bill funds for the planting of trees on Babe Zaharias, Sprott, , McLean, Cottonwood, Central , Carroll , Pine Street, Roberts and Rogers Parks and possibly others. No local matching funds would be required. The funds are being administered through the Texas Department of Community Affairs for landscaping improvements on parks and ther public lands. The purchase would amount to about $8,000 less than the $30,000 budget estimate. The bids recommended for acceptance are as follows: Martin's Uniforms of San Antonio - - 500 pairs of trousers , $11,000, $22 each, and 300 shirts, $5,670, $18.90 each. One request -- Item 1 on Tuesday's agenda -- is for a change from AR to RS fpr 71.7-acre tract proposed to be developed for single family residences. The other -- Agenda Item 2 -- is for a change from AR to RM-M for the multifamily residendial portion of the proposed development -- an area of 11.05 acres. The commission's recommendations for approval were voted by 5-0 in each case. The Planning Department's recommendations also were for approval . The application was filed by the owner, Carl E. White, who wishes to open a tavern offering adult entertainment in a vacant building there and sell the property for industrial use if the nightclub venture fails. The entertainment would feature exotic dancers, he said. LI permits such entertainment without a specific use permit. The planning department recommended approval of the change. Notices of Monday's public hearing were sent to seven owners of pro- perty within 200 feet of the tract. One responded -- in favor of the change. The designation was requested by the owner, Dr. Alvaro Aguirre, for preservation of the four-story brick building, which housed one of Beaumont's first hospitals -- Beaumont General Hospital , which opened in 1928. It was later occupied by St. Therese Hospital and most recently by the Beaumont Remedial Clinic. The owner said plans are in the making to use it for apartments or professional offices. Approval was recommended by the Planning Department staff.
