WHEREAS, bids were received for furnishing all labor, supplies, materials and
equipmentforthe construction of a pre-engineered metal building atthe Police Department
training facility; and,
WHEREAS, Cleveco Construction, Lumberton, Texas, submitted a bid in the
amount of $337,420; and,
WHEREAS, City Council is of the opinion that the bid submitted by Cleveco
Construction, Lumberton, Texas, should be accepted;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the bid submitted by Cleveco Construction, Lumberton, Texas, for furnishing all
labor, supplies, materials and equipment for the construction of a pre-engineered metal
building at the Police Department training facility in the amount of$337,420 be accepted
by the City of Beaumont.
PASSED BY THE CITY COUNCIL of the City of Beaumont this the 11th day of July,

COMMENTS
On July 11,2006,by Resolution No.06-197,City Council awarded a construction contract for the new Police
Department Range House to Cleveco Construction,Lumberton,Texas. The amount of the contract awarded
was$337,420.
Change Order No. 1 was executed September 1,2006 and deducted$475.00 from the construction contract,
resulting in a new contract total of$336,945.
Change Order No. 2 was executed February 2, 2007 and increased the construction contract $4,838.95,
resulting in a new contract total of$341,783.95.
Attached for your review and approval are three (3) copies of Change Order No. 3. This change order.
provides for additional stub ups,receptacle,and TV support. This increase of$2,515.59 represents less than
I%of the construction contract. The new total for the construction contract will be $344,299.54.
No additional days are required for these changes, therefore the date of Substantial Completion remains
February 18, 2007.

COMMENTS
On July 11, 2006, by Resolution No. 06-197, City Council awarded the construction of a pre-engineered
metal building (Range House) for the Beaumont Police Department to Cleveco Construction, Lumberton,
Texas,in the amount of$337,420. Three change orders were executed for a total of$6,879.54 increasing the
construction contract to $344,299.54. This project was funded by the Police Confiscated Goods Fund.
Attached for your review and approval are three (3) original copies of the Certificate of Substantial
Completion. The Certificate designates February 23,2007 as the date of warranty commencement. This was
determined after an inspection of the project by the architect, the contractor, Building Services Project
Planner,Lt.Mark Pierce and other representatives from BPD. As a result of this inspection,the project was
determined to be substantially complete. All items which are in need of final completion or correction are
in the process of being completed by the contractor.

The responsibilities of the Owner and the Contractor for security, maintenance, heat, utilities, damage to the Work and
insurance shall be as follows: Owner will assume responsibility for maintenance, security, and damage to the Work on
the Date of Substantial Completion except for damage done by Contractor or Subcontractors during final completion.
Owner assumes responsibility for insurance of the Project on February 24, 2007. The Contractor will submit to the
Owner the executed warranties, maintenance agreements, inspection certificates, record documentation, maintenance
manuals, tools, spare parts, keys and similar operational items by March 24, 2007.
