The City Council of the City of Beaumont, Texas, met in a regular session on February 28, 2006,
at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider
the following:

Mayor Goodson called the council meeting to order at 1:30 p.m.
Brother Terry Littledike of the Church of Jesus Christ of Latter Day Saints gave the invocation.
Councilmember Beaulieu led the Pledge of Allegiance. Roll call was made by Rose Ann Jones,
City Clerk.
Present at the meeting were Mayor Goodson, Mayor Pro Tern Samuel, Councilmembers Smith,
Beaulieu, Cokinos, Ames and Patterson. Also present were Kyle Hayes, City Manager; Tyrone
Cooper, City Attorney; Rose Ann Jones, City Clerk.

Councilmember Cokinos made a motion to approve the Consent Agenda. Councilmember
Beaulieu seconded the motion.

GENERAL BUSINESS
1. Consider authorizing the City Manager to apply for and receive funding through the
Department of Homeland Security's Port Security Grant Program and to execute an
inter-local agreement of support with the Port of Beaumont in order to comply with
applicable federal regulations - Resolution 06-078
Administration recommended authorizing the City Manager to apply for and receive
funding in the amount of$296,774 through the Department of Homeland Security
Grant Program and to execute an inter-local agreement of support with the Port of
Beaumont in order to comply with applicable federal regulations.

The Department of Homeland Security Port Security Grant Program is intended to
enhance security of the Port of Beaumont which has been designated as critical to
national infrastructure. Due to the Port Security Grant providing equipment funding
to support the Port of Beaumont and its jurisdictional boundaries, a memorandum
of agreement must be allowed prior to acceptance of funding.
An additional $296,774 in law enforcement equipment with no matching funds from
the City.
Councilmember Ames made a motion to APPROVE RESOLUTION 06-078THATTHE CITY
MANAGER BEAND HE IS HEREBY AUTHORIZED TOAPPLY FORAND RECEIVE FUNDING IN THE
AMOUNT OF $296,774 THROUGH THE DEPARTMENT OF HOMELAND SECURITY PORT
SECURITY GRANT PROGRAM AND TO EXECUTE AN INTER-LOCAL AGREEMENT OF SUPPORT
WITH THE PORT OF BEAUMONT IN ORDER TO COMPLY WITH APPLICABLE FEDERAL
REGULATIONS. Councilmember Smith seconded the motion.

2. Consider approving a request to deed surplus property to Habitat for Humanity for
the development of affordable housing
This item was deferred until next meeting.
3. Consider approving a job order contract for repairs, renovations or alterations of City
facilities -

4. PUBLIC HEARING: Dangerous Structures
Public Hearing convened at 1:50 p.m.
Public comments were made by the following person who personally appeared and
requested additional time to make repairs to his property.

Consider approval of an ordinance declaring certain structures to be dangerous
structures and ordering their removal within 10 days or authorizing the property
owner to enroll the dangerous structures in a work program - Ordinance 06-012

Councilmember Patterson made a motion to ADOPT ORDINANCE 06-012 ENTITLED AN
ORDINANCE FINDING CERTAIN STRUCTURES TO BE PUBLIC NUISANCES AND ORDERING
THEIR DEMOLITION AND/OR REPAIR; PROVIDING FOR SEVERABILITY AND PROVIDING FOR
A PENALTY. Councilmember Samuel seconded the motion.

Would like some help on a water bill he received for services at 3330 Lampassas which has
been vacant for over a year

Would like to know why the City has not applied for a grant from Texas Dept of
Transportation for funds available for the beautification to include landscape and lighting
along Old Spanish Trail (he distributed copies of information to Council)

Concerned about damaged sidewalks of Blocks 3000 and 3100 Minglewood which are
dangerous for the older citizens who use these sidewalks daily; would like the City to use
the $555,000 federal grant to help people who had no insurance to replace or repair their
homes and are unable to receive any grant money because all of Jefferson County is in a
100 Year Flood Plan; would like this money to be used for hiring of more police officers to
better protect our City; welcome back to Councilmember Cokinos
