A ouLlic hearing on the issuance of $700° 000. 00 of industrial
oevelopment bonds for the Eve Clinic Health Facility and $500, 000. 00
for the Smutheast Texas Surgical Center was held. '
Dr . Tnm Killian , representing the Southeast Texas Surgical Center, and
Dr . jerry Lehman, representing the Eye Clinic , addressed Council to
speak in support of the issuance of these bonds.
Dr . Jerry Johnson, 3155 Stagg , addressed Council in opposition to the
issuancaof industrial development bonds for private profit-making
Facflities.

A NEW SECTION 28-31 AND BY AMENDING SECTION 28-39;
PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL
AND PROVIDING A PENALTY.

Mrs. Durso, owner of the structures located at 2865 Irving
and 542 Washington, addressed Council to request a three-month
extension for action pending sale of the properties. She said if the
sale is no made, she plans to rehabilitate the structure at 542
Washington.
Mrs. Mary Lou Rivas, owner of the structure located at 3370 Rivers
Road , addressed Council to request additional time for settlement of a
lawsuit concerning delinquent taxes with the previous owner.
Mrs. Shirlene Roberts, owner of the structure located at 1530
Harrison, addressed Council to request additional time for the
rehabtlit�tion of the structure.
There being no one else to address the public hearing ' it was closed.

public nuisances and requiring their repair or removal was considered-. ,

Mr. Herb Oswald, 1234 Avenue B, addressed Council to complain about
charges to citizens using the City landfill .
Mrs. Anna Sanchez , president of the Fletcher Elementary PTA, and Mrs.
Joan Morough, president of the Metropolitan Area PTA, addressed
Council
to express their concern for the concentration of half-way
houses in the Fletcher School area. They told Council that five are
presently located within walking distance of the school and another is
proposed for operation soon. They asked that location of these b^ at
Ieast two (2) miles from a School . ~
