HELD OCTOBER 16, 1984
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 16th day of October, 1984, with the
following present :

The Invocation was given by the Reverend Lonnie Treadway, New Life
Tabernacle.
The Pledge of Allegiance was led by Councilman Turner.

The following proclamations were issued: "International Credit Union
Day in Beaumont" - October 18, 1984 ; "National Business Women' s Week
in Beaumont" - October 21-27, 1984 and "Catholic Daughters of the
Americas Week in Beaumont" - week of October 21st , 1984.

Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held October
9, 1984;
Resolution 84-377 authorizing execution of a contract with Richard G.
Lyons for the demolition and removal of dangerous structures located
at 640 Elm, 640 Elm (storage building) , 1415 Grand, 1425 Grand, 1365
Grant , 2875 Harriott , 2680 Hegele and 1180 Powell in the amount of
$5, 620. 00; and
Resolution -84-378 appointing Pamela Plumbar to the Community Development
Block Grant Advisory Committee, term expiring May 31, 1986.
The Consent Agenda was approved on a motion made by Councilman Moore and
seconded by Councilman Samuel .

The third and final reading of an ordinance amending the franchise with
Liberty Tele-Communications, Inc. , was deferred one week for clarification
of federal legislation concerning cabletelevision.

Ordinance No. 84-133 abandoning a 60-foot utility easement in Cheek Street
from East Virginia to Colorado Street (between Blocks 13 and 14, Lamar
Addition) was considered:

ENTITLED AN ORDINANCE VACATING AND ABANDONING
A 60-FOOT GENERAL UTILITY EASEMENT LOCATED
BETWEEN BLOCKS 13 AND 14 , LAMAR ADDITION,
BEAUMONT, JEFFERSON COUNTY, TEXAS.
The ordinance was approved on a motion made by Councilman Moore and
seconded by Councilman Brumley.

Resolution 84-379 authorizing the City Manager to purchase property
from Lamb' s Printing and Stationery Company (-Lots 160, 161 , 162, 163
and 164 , Block 37 of Original Townsite) at $225, 000. 00 plus $18,800.00
for necessary demolition was approved on a motion made by Councilman
Turner and seconded by Councilman Weisbach.

Resolution 84-380 adopting the Capital Improvements Program as revised
to accommodate the City Council ' s deferral of $419, 000 in projects
originally proposed for Fiscal Year 1985 was approved on a motion made
by Councilman Deshotel and seconded by Councilman Brumley.

Ordinance No. 84-134 providing for emergency leave in the instance of
the death of an employeel's grandparents or grandchildren was considered:

NANCES TO PROVIDE EMERGENCY LEAVE IN CASE OF
DEATH OF THE GRANDPARENTS OR GRANDCHILDREN OF AN
EMPLOYEE OR THE EMPLOYEE'S SPOUSE; PROVIDING FOR
SEVERABILITY AND PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Moore and secon-
ded by Councilman Deshotel .

holiday was considered:

KING, JR. ' S BIRTHDAY A CITY HOLIDAY; PROVIDING
FOR SEVERABILITY AND PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Samuel and
seconded by Councilman Weisbach.

Resolution 84-381 authorizing the execution of a contract with Mental
Health Mental Retardation to clean certain City property - the Munici-
pal Complex and Orleans Mall in the amount of $92 , 736 . 00; Municipal
Athletic Complex in the amount of $86, 664 . 00; Downtown litter control
and cleanup in the amount of $48 , 576 . 00 and Litter pickup on arterials
in the amount of $185 , 062 . 50 - for a total amount of $413 , 038. 50 was
approved on a motion made by Councilman Samuel and seconded by Council-
man Moore.

Resolution 84-382 authorizing execution of an annual maintenance contract
on the non-Prime computer equipment (141 pieces of equipment including
printers, terminals , memory boards , disk drives and modems) with Helena
Laboratories in the amount of $359391 . 00 was approved on a motion made by
Councilman Deshotel and seconded by Councilman Brumley.

Resolution 84-383 authorizing purchase of twelve dectective units and one
for the Health Department from Hertz Corporation in the amount of $7,850.
each or a total purchase price of $102 , 050. 00 was approved on a motion
made by Councilman Deshotel and seconded by Councilman Turner.

Resolution 84-384 authorizing purchase of approximately 5, 000 tons of
limestone base material from Davidson Construction Materials at $12. 75
per ton was approved on a motion made by Councilman Turner and seconded
by Councilman Samuel .

Ordinance No . 84-136 authorizing the issuance of $6 million in tax antici-
pation notes was approved on a motion made by Councilman Weisbach and se-
conded by Councilman Turner .

Councilman Brumley mentioned that all terms of office for members of the
Clean Community Commission expired September 30, 1984 . In addition, and
because of the initiation of the program of clean community and appearance
by City Council , he suggested a joint meeting with the City Council , the
Clean Community Commission , when appointments/reappointments are made , and
all staff members that are involved with enforcement of litter violations
for a greater understanding of needs and goals . He requested that staff
make necessary arrangements for the meeting.

Councilman Turner questioned the status of the collection of delinquent
taxes owed the City of Beaumont .
Councilman Samuel requested that the Minutes reflect that a complaint
by Mrs . Myrtle White, 2795 Park Street, regarding sidewalks and tree limbs
in her area is being directed to the Engineering Division of the Urban
Transportation Department .

Mrs. Delia Harrington, 815 Willow Street , addressed Council to express
her concern for high utility rates and suggested letters be written to
Congressmen concerning the completion of the Alaskan pipeline.
Mr. J. C. Leggett , 1849 Washington Boulevard, addressed Council to express
his concern for high electric rates .
Mr. Matt Matthews , 1290 Hazel , addressed Council to complain about a
neighbor ' s 8 or 9 cats and chicken yard.

Mayor Neild called an Executive Session pursuant to Section II of the
Texas Open Meetings Law to be held following the City Council Workshop
Session .

There being no further business , the meeting was recessed before continu-
ing with the City Council Workshop Session.
