BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 7th day of August , 1984, with the

The following Consent Agenda items were considered:
The Minutes of the regular City Council session held July 31 ,' 1984 *,,
Resolution 84-278 authorizing Change Order No. 1 to the contract with
Trotti & Thomson for the 1983 Community Development Block Grant Street
Rehabilitation Project deleting rehabilitation of Brahma Street at an
estimated reduction of $8,683 . 89 (total contract from $70,000.00 to
$61 , 316. 11) ;
Resolution 84-279 appointing Dr. James: Ivers (Provider) , Chairman, term
expiring July 31 , 1986; James McNicholas (At large) , Vice-Chairman, term
expiring July 31 , 1986; Doris Price Neely (Provider) , term expiring
July 31 , 1985; Mary Robson (At large) , term expiring July 31 , 1986; Rose

Resolution 84-280 authorizing Change Order No. 1 to the contract with
D & H Construction for the Alice Keith Park Improvements Project by elim-
inating the back portion of the eastern berm to protect existing oak
trees the berms would be under at a reduction of $3,450. 00 plus the addi-
tion of a plaque recognizing the Steinbagen's contribution to the pro-
ject in the amount of $127. 50 (total amount of the change order is a de-
duction of $3, 322. 50, decreasing contract from $48 , 192 to $44, 869. 50) .
The Consent Agenda was approved on a motion made by Councilman Samuel
and seconded by Councilman Turner.

preparation of the City ' s annual audit at a cost not to exceed $38, 000.

Resolution 84-282 authorizing the Legal Department to institute eminent
domain proceedings against George Wise, owner, for Parcel 11 (2 , 380. 67
square feet tract olzt of Lots 90 and 91 , Block 15, Original Townsite of
Beaumont, located on the northeasterly corner of Pearl and Crockett) for
the Crockett Connector Project , was approved on a motion made by Council-
man Turner and seconded by Councilman Samuel .

Resolution 84-283 authorizing acquisition of Parcels 7 (a 35, 912. 80 square
feet uract of land out of the Noah Tevs Survey) at a cost of $161 , 606.43
and Parcel 12 (a. 5, 294 . 28 square foot tract of land out of Lots 92, 93
and 94 of Block 15 of the Original Townsite of Beaumont ) at a cost of
$41 , 932 . 00 for the Crockett Connector Project from First City National
Bank, owner , and authorizing execution of a license agreement with First
City National Bank for the continued use of the area by the bank for
parking purposes until needed by the City was approved on a motion made
by Councilman Moore and seconded by Councilman Turner.

Resolution 84-284 authorizing purchase of two (2) 21 -ton pickups at
$14, 514 . 70 and three (3) small pickups at $19,428 . 51 from J K Chevrolet
was approved on a motion made by Councilman Turner and seconded by Coun-
cilman Samuel .

Resolution 84t-285 authorizing an annual contract for zinc metaphosphate
for the Water Production Plant from Shannon Chemical at $1, 292 . 60 per
ton was approved on a motion made by Councilman Turner and seconded by
Councilman Samuel .

A public hearing to consider dilapidated structures was held.
Mr . Milton Palmer , Director of the Department of Building and Housing
Services, told Council that all the below-listed structures are in vio-
lation of Article III , Section 14-50 and 14-51 of the Dangerous' Structures
Ordinance of the City of Beaumont , Texas, and that all notification pro-
cedures have been met :
1187 BROADWAY - Alvaro Aguirre, owner (14 violations) , recommendation to
raze or repair within 30 days; 1940 BROOKLYN r Everett Alfred, owner (17
violations) , recommendation to raze within 30 days ; 360 CENTER -Alvaro

Mrs . Shirlene Roberts, 899 Mariposa, addressed Council to request addi-
tional time for rehabilitation of the structure located at 1530 Harrison.
She told Council that she and her husband had recently purchased the
structure and want to restore it as originally constructed but that they
cannot begin work for approximately two ('2) months .
After a discussion , Mrs . Roberts agreed to the immediate boarding of the
doors and windows of the structure and the removal of the trash and
debris from the property.
ORDINANCE NO. 84-95
ENTITLED AN ORDINANCE FINDING CERTAIN
STRUCTURES TO BE PUBLIC NUISANCES, AND
ORDERING THEIR REPAIR OR DEMOLITION;
PROVIDING FOR SEVERABILITY AND PROVID-
ING FOR PENALTY.
COUDCi]MaD. Turner made a motion to approve the ordinance with an amend-
ment to defer action for the structure located at 1530 Harrison until
the November public hearing and requested a progress report on the reha-
bilitation. Of the structure at that hearing. Motion with the amendment
was seconded by Councilman Samuel .

COUDCilman Turner questioned the status of plans for a pilot program
for downtown parking. He was told that a two-member staff and two-member
Chamber of Commerce committee is presently conducting various surveys and
that a possible completion date for the report is within two months .
Councilman Samuel mentioned receipt of a letter from Mr. J. D. Brooks,
1545 Avenue B, concerning local halfway houses in a residential community,
that is being directed to the Planning & Zoning Commission for reply.
There being no further business, the meeting was adjourned.
Mayor Neild called an Executive Session pursuant to Section II of the
Texas Open Meetings Law.
