HELD JULY 17 , 1984
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 17th day of July, 1984 , with the follow-
ing present :

The Pledge of Allegiance was led by Councilman Moore.

The following proclamations were issued.: "'POW -MIA Recognition Day in
Beaumont" - July 20, 1984 , and ','AMMCOP Economic Dignity Day in Beaumont"
July 21 , 1984 .

Items of the Consent Agenda were considered:
Approval of the Minutes of the regular City Council s-ession held. July 10,
1984 ;
Resolution 84-254 appointing Sally Dooley to the Library Commission, term
expiring October 31 , 1985 and reappointing Bruce Drury and Ed Moore to the
Parks and Recreation Advisory Committee, terms expiring June 30, 1985;
Resolution 84-255 authorizing final payment of $29,626 . 37 to J . R. Plake,
Inc. , for the Cottonwood, Wiess and McLean Park Projects (total project -
$124,405. 00, funding was provided through grants from the National Park
Service, Urban Park and Recreation Recovery Program, Texas Parks and Wild-
life Department and the Department of HUD Community Development Block
Grant ) ;
Resolution 84-256 authorizing purchase of a tractor from Oil City Tractor
in the amount of $4 , 297 . 00 and a mower attachment from International Har-
vester in the amount of $789. 00;
Resolution 84-257 authorizing purchase and installation of miniblinds from
Design for Living in the amount of $1 , 580. 00 for the game room and dining
room of the Best Year ' s Center; and
Resolution 84-258 accepting three 10-foot wide utility easements from the
Beaumont Independent School District and two 10-foot wide utility easements
from Milton Palmer and Beatrice Dobbie for storm and sanitary sewer purposes.
The Consent Agenda was approved on a motion made. by Councilman Moore and
seconded by Councilman Deshotel. .

Resoluti on 84-259 awarding a bid to Texas Sterling Construction, Inc . ,
in the amount of $2, 022 ,408 for construction of the Railroad Interceptor.
Sewer Improvement Project , Contract 13 (EPA grant #C 48-1254-03-0 subject
to the approval by the Texas Department of Water Resources and the Environ-
mental Protection Agency was approved on a motion made by Councilman Weis-
bach and seconded by Councilman Deshotel .

Resolution 84-260 authorizing the City Manager to applX7 for a 90 percent
federal grant through the South East Texas Regional Planning Commission
to provide a 15-seat, air-conditioned van with automatic transmission for
rise by the Best Year ' s Center (project budget - $24 , 206 . 00, City ' s share
at $4356. 00 for 10 percent plus staff time, maintenance and fuel costs)
was approved on a motion made by Councilman Weisbach and seconded by Coun-
cilman Deshotel .

Resolution 84-261 authorizing purchase of fire hydrants from Golden Tri-
angle and Water Supply in the amount of $34 , 031 , 25 was a,pprovpd on a motion
made by Councilman Deshotel and seconded by Councilman Samuel .

Councilman Samuel reported a complaint by Mr . Tobe Duhon , 2545 Amarillo ,
who is having problems with sewage drainage . Councilman Samuel also men..
tioned a complaint from Mrs ., Blanche Riley, 11220 Fleming Lane , concerning
the paving of that street . Mrs . Riley told. him she was told the street
would be paved a year ago and nothing has been done .

Mrs. Delia Harrington , 815 Willow Street , addressed Council,, to request
fire. hydrants in the 800 blocks of Grand and Willow- Street `, Mrs . Harring-
ton also complained about ditches being dug too deeply in the 2900 and
3000 blocks of Grand Avenue.
Mrs. Marie Easley, no address given , addressed Council about unfairness
in receiving a traffic citation ,
Mr , Herman Davis , 790 Amarillo , addressed Council to complain about the
unkempt condition of grounds of a business in his area and also to request
street lights for the neighborhood.

Mayor Neild called an Execrative Session , pursuant to Section IT of the
Texas Open Meetings Law, to be held immediately following the City Coun-r
cil Workshop Session-

There being no further business, the meeting was recessed before continu-
ing with the City Council Workshop Session
