HELD JUNE 12, 1984
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular session this the 12th day of June, 1984, with the
following present:

The Invocation was given by Mayor Neild.
The Pledge of Allegiance was led by Councilman Deshotel .

Two proclamations were issued: "Amateur Radio Week in Beaumont" - June
18-24, 1984 and "NAACP Day in Beaumont" - June 16, 1984.

Presentation of Service Award pins to employees with 20 and 25 years of
service was made. Those with 20 years of service were: Chester D.
Brooks with Fire Suppression, Fire Department; William S. Johnson, Jr. ,
and Stanley Kidd with Building Inspections Division of Housing and
Building Services; and Clifton Malbrough with Water Distribution, Water
Utilities Department.
Those with 25 years of service were: Jerry P. Creekmore, Administration
& Support, Fire Department; Willie Allison and Samuel Mayes, Drainage
Division, Urban Transportation Department; Alfred Broussard, Streets
Division, Urban Transportation; Charles E. Moore and Murphy Stewart, Jr. ,
Landfill Division, Urban Transportation Department; Otis R. Will ,
Building Maintenance, Housing and Building Services; Samuel A. Webb, Jr. ,
Assistant Director of Water Utilities; and Leroy Mayes and Thomas Nixon,
Sewer Maintenance, Water Utilities Department.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held June 5,
1984;
Resolution 84-198 authorizing payment of $1 ,150.81 to Garrett Book
Company for books for the Beaumont Public Library System, R. C. miller
Memorial Branch Library;
Resolution 84-199 authorizing award of a contract to Speedway Service
Company in the amount of $1 , 225.00 for the demolition and removal of a
structure at 1497 Schwarner.

Resolution 84-200 authorizing award of an informal bid for the
fabrication of eight doors for replacement for Fire Engine No. 3 to A-1
Sheet Metal & Air Conditioning in the amount of $1 ,475.00;
Resolution 84-201 authorizing printing of land use maps for the Planning
Department by Meserault Printing of Kansas at $1 , 560.00 (CDBG funds will
be used) ;
Resolution 84-202 authorizing purchase of 3,500 lbs. of calcium
hypochlorite for the Parks and Recreation from Van Waters and Rogers at
$3,055.50;
Resolution 84-203 authorizing an annual maintenance contract for electric
typewriters with Precision Office Products at $49.50 per machine;
Resolution 84-204 authorizing purchase of 50,000 traffic citations for
Municipal Court from Doyle Business Forms of Orange at $2, 446. 50;
Resolution 84-205 authorizing emergency repairs to the Loeb Well No. 1 by
Layne Texas Corporation at an estimated cost of $3,000.00; and
Resolution 84-206 appointing Councilmembers Mike Brumley and Audwin
Samuel to the Beaumont Health Facilities Development Corporation Board of
Directors.
The Consent Agenda was approved on a motion made by Councilman Samuel and
seconded by Councilman Moore.

Ordinance No. 84-71 abandoning a 12-foot utility easement and a 6-foot
sanitary sewer easement in Block 24, Jarrette Addition (requested by
Billy Howell , engineer, for owner Gilson Viator for the future Allstate
Insurance Offices ) was considered:

JARRETTE ADDITION, BEAUMONT, JEFFER-
SON COUNTY, TEXAS.
The ordinance was approved on a motion made by Councilman Samuel and
seconded by Councilman Deshotel .

Resolution 84-207 authorizing plant studies and operator training at the
Water Treatment Plant on Pine Street in the methods and techniques of
process evaluation at a cost not to exceed $19,000 by Environmental
Science and Engineering was approved on a motion made by Councilman
Turner and seconded by Councilman Moore.

Resolution 84-208 authorizing the rehabilitation of eight streets in the
Community Development Block Grant Strategy Area (Texas from Liveoak to
dead end, Nora from Goliad to Pradice, Gorman from Bridge to dead end,
Cottonwood from Pine east to dead end, Brahma from Brickyard to dead end,
Euclid from 11th west to dead end, Oakland from Long to Ashley and
Fairway from Osburn to dead end) by Trotti & Thomson at $70,000.60 was
approved on a motion made by Councilman Weisbach and seconded by
Councilman Samuel .

Resolution 84-209 authorizing the City Manager to submit an Economic
Development "302a" Planning Grant Application for $50, 000 to employ a
qualified planner of economic development professional to develop
revitalization strategies and individual projects and to serve as support
staff for an anticipated new downtown development organization and
authorizing use of $15 , 000 of grant funds to subcontract with South East
Texas. Regional Planning Commission for development of a regional economic
development base was approved on a motion made by Councilman Brumley and
seconded by Councilman Moore.

Ordinance No. 84-72 exempting non-profit organizations from an enrollment
fee for a Food Service Certification Course was considered:
ORDINANCE NO. 84-72
ENTITLED AN ORDINANCE AMENDING CHAPTER 11 OF
THE CODE OF ORDINANCES TO PROVIDE THAT
ORGANIZATIONS WHICH ARE EXEMPT FROM THE FOOD
SERVICE MANAGER ' S CERTIFICATION COURSE MAY
ATTEND THE COURSE WITHOUT PAYMENT OF THE
ENROLLMENT FEE; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR REPEAL .
Councilman Turner made a motion to approve the ordinance with an
amendment adding a phrase "as long as it is provided by the City staff on
an availability basis to non-profit organizations. "
Section 11-88, Fees, reads in part : "Those organizations which are exempt
from the Food Service Manager ' s Certification Course under Section
11-83( 2) herein may attend the food service sanitation course without
payment of the required enrollment fee, so long as the training is being
provided by city staff subject to an availability of space. "
Councilman Deshotel seconded the motion approving the ordinance with this
amendment .

Ordinance No. 84-73 adopting the 1984 Edition of the National Electrical
Code was considered :
ORDINANCE NO. 84-73
ENTITLED AN ORDINANCE AMENDING CHAPTER 6 ,
SECTION 6-111 (B) OF THE CODE OF ORDINANCES
OF THE CITY OF BEAUMONT TO ADOPT THE 1984
EDITION OF THE NATIONAL ELECTRICAL CODE;
PROVIDING FOR SEVERABILITY; PROVIDING FOR
REPEAL ; AND PROVIDING A PENALTY.
The ordinance was approved on a motion made by Councilman Deshotel and
seconded by Councilman Samuel . .

Councilman Turner related a violation of the Home Occupation portion of
the zoning ordinance being handled by staff concerning an appliance
repair service in a single family residential zone. He said the
violation has nothing to do with the home ; there is no sign in the yard
or traffic generated and no on-premise storage of parts . The violation
is a newspaper advertisement that lists a phone number to call for
appliance repair in the caller ' s home. Councilman Turner requested that
Council consider a revision to this portion of the ordinance that would
exempt phone number publication for this type of Home Occupation where
neighborhoods are not effected. The matter was referred to the Planning
Commission for their study and recommendatin to City Council .
Councilman Deshotel complimented the Urban Transportation Department for
their fast response to a request for "handicapped parking" signs on
Cartwright Street.

Mrs. Delia Harrington , 815 Willow Street , addressed Council to suggest
many types of shops needed or wanted for the downtown area.

There being no further business, the meeting was recessed before
continuing with the City Council Workshop Session.
