The Pledge of Allegiance was led by Councilman Moore. -000- The following proclamations were issued: "Babe ?aharias Memorial Relay Days in Beaumont" - May 1-10, 1984; "City of Beaumont Employee Wellness Day" - May 1, 1984; "KVLU Public Radio Month in Beaumont" - May, 1984; "Sexual Assault Awareness Week in Beaumont" - May 6-12, 1984; "Hospital Week in Beaumont" - May 6-12, 1984; "Respect for Law Week in Beaumont" May 1-7, 1984; "Days of Remembrance of the Victims of the Holocaust" - April 29-May 6, 1984; "Music Week in Beaumont" (dedicated to Dr. Lena Milam, one of the original founders of the Beaumont Music. Commission, who will celebrate her 100th birthday this year) - May 6-12, 1984; "Clean Air Week in Beaumont" - May 1-13, 1984; "Better Hearing and Speech Month in Beaumont" - May, 1984; "Lifeline Week in Beaumont" - May 6-12 , 1984 and "Better Water for People Week in Beaumont" - May 6-12, 1984. Mr. Fred Baker, Director of Public Works for Midland, Texas, and presi- dent of the Texas Public Works Association, invited the City Council to the Annual Spring ?Meeting and Equipment Show to be held in the Beaumont Civic Center May 2-4, 1984. Mayor Neild welcomed twenty (20) senior students from a Government class of French High School and their teacher, Mrs. Beverly Savoy. Representatives of the 8th grade Arts Related Curriculum Class - American History - from James Bowie Middle School (Kicky Arcado, principal and Doris Halliday, teacher) addressed Council to present "views and ideas on how to make downtown Beaumont a more pleasant place to shop and have busi- ness. " -000- The following Consent Agenda items; were considered: Approval of the Minutes of the regular City Council sessions held April 17 and 24, 1984; Resolution 84-143 authorizing payment to Jefferson County at $4,756.05 for expenses for the combined Municipal and School elections held April 7, 1984; Resolution. 84-144 appointing G. Wayne Turner and Nell Weisbach to fill the unexpired terms of Evelyn Lord and Bill Cox on the Health Facilities Devel- opment Corporation Board of Directors; -68- May 1, 1984 Resolution 84-145 authorizing payment to Gulf States Utilities Company in the amount of $1 , 123. 59 for relocating a light pole and light on Cottonwood Park; and Resolution 84-146 authorizing the Jefferson County Mosquito Control District to operate airplanes over the City of Beaumont . The Consent Agenda was approved on a motion made by Councilman Samuel and seconded by Councilman Deshotel. Questic Ayes : All Nayes: None -000- Ordinance No. ;'_x ILL---64 granting a Specific Use Permit to build professional offices in an RMr-,' (Residential Multiple Family-High Density) district at 6800 Phelan Boulevard (Carl Kohler requested for owner Richard Guseman) was considered: ORDINANCE NO. 84-64 ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT FOR PROFESSIONAL OFFICES LO- CATED AT 6800 PHELAN BOULEVARD. The ordinance was approved on a motion made by Councilman Turner and seconded by Councilman Samuel. Question : Ayes: All Nayes: None -000- Ordinance No. 84-65 amending Section 21. 9 of the Code of Ordinances re- lating to Personal Leave and Short-term Disability Leave was considered: ORDINANCE NO. 84-65 ENTITLED AN ORDINANCE REPEALING CHAPTER 21, SECTION 21-8(.3) OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT DEALING WITH BONUS VACA- TION LEAVE; AMENDING SECTION 21-0(A) AND (C) DEALING WITH PERSONAL LEAVE AND SHORT-TERM DISABILITY LEAVE: PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Weisbach and seconded by Councilman Deshotel. Question : Ayes-: All Nayes: None -000- Resolution 84-147 authorizing execution of a contract with John Bankston Construction and Equipment Rentals, Inc. for construction of Contracts 6B, 18B and 18D, Separation Sewers - North & Sanitary Sewer replacement on Lucas , Concord and Magnolia Street areas in the amount of $1 ,211 ,430.00 contingent upon approval by the Texas Department of Water Resources and the Environmental Protection Agency (EPA 75/25 percent participation grant ) was approved on a motion made by Councilman Deshotel and seconded by Coun- cilman Turner. Question : Ayes : All Nayes : None -000- Resolution 84-148 authorizing cleaning and painting of the 1.0 million gallon water storage tank at Sabine Pass and Harriott by J & L Construction at $26, 974.00 was approved on a motion made by Councilman Moore and secon- ded by Councilman Deshotel. Question: Ayes : All Nayes : None -000- -69- May 1, 1984 Resolution 84-.149 authorizing purchase of a 1500-GPM pumper for the Fire Department from American LaFrance in the amount of $151 ,769.00 (replace- ment for a 1970 Ward LaFrance 1000-GPM pumper) was approved on a motion made by Councilman Brumley and seconded by Councilman Deshotel . Question : Ayes : All Nayes : None -000- Resolution 84-150 authorizing execution of an annual contract for PVC and rigid metal conduit for the Urban Transportation Department : Rigid Steel Conduit and Related Accessories from All Phase Electrical Supply at 417. 07; Consolidated Electrical Distributors at $3 ,990. 00; Nunn Electric at $2 , 874. 36; and Westinghouse Electric Supply at $3 ,006. 00 and PVC Conduit and Related Accessories from Consolidated Electrical Distributors at 1 , 357. 50 and Nunn Electric at $17,264. 17 for a total purchase of $27,909. 10 was approved on a motion made by Councilman Deshotel and seconded by Coun- cilman Moore. Mr. Corry Jones, representing the property located at 2060 Pear,. addressed Council to request additional time before the structure is demolished say- ing he had made application for a rehabilitation loan but the request was denied because the amount exceeded loan limits. He also told Council he had received one estimate for the repairs and expected two additional ones before the end of the week. There being no one else to address Council , the public hearing was closed.. -000- -70- May 1 , 1984 Councilman Turner made a motion to defer action for 30 days for the struc- ture located at 2060 Pear with the added stipulation that the structure be boarded immediately; motion was seconded by Councilman Weisbach. Question: Ayes: All Nayes: None Ordinance No. 84-66 declaring certain dilapidated structures to be public nuisances and requiring their repair or removal was considered: ORDINANCE NO. 84-66 ENTITLED AN ORDINANCE FINDING CERTAIN STRUCTURES TO BE PUBLIC NUISANCES, AND ORDERING THEIR REPAIR OR DEMOLITION; PROVIDING FOR SEVERABILITY AND PRO- VIDING FOR PENALTY. The ordinance was approved or a motion made by Councilman Moore and se- conded by Councilman Brumley. Question : Ayes : All Nayes : None -000- Councilman Turner requested a pilot program tD create afree on-street parking zone downtown to study the feasibility of free parking to stimu- late more business and shopping in the downtown area. -000- Councilman Samuel. mentioned receipt of a letter from Mr. W. E. Johnson, 4225 Beverly Street , concerning a ditch in front of his property and asked that the record show that the matter is being handled through proper channels. -000- Mr. Cleveland Nisby, 4520 Corley, addressed Council to complain about a traffic problem created by a "truck route"' designation on 23rd Street between College and Washington Boulevard.
