Centers in Southeast Texas Week" April 23-27, 1984, and "Shrine News Day in Beaumont" - April 28, 1984. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council sessions held April 10 and 17, 1984; Resolution 84-137 granting a 40-foot wide easement out of Lot 1 , Block E of the T. H. Langham Estate Subdivision to Drainage District 6; Resolution 84-138 authorizing necessary title work by Neches Title Company for needed right-of-way for the College Street T. I.P. Project at an esti- mated cost not to exceed $6,500. 00; Resolution 84-139 amending the contract with Mental Health Mental Retarda- tion of Southeast Texas for gounds maintenance of the area bounded by College, Calder, Main and Neches Street at a cost of $10,000.00 for a five-month period from May 1 , 1984 through September 30, 1984; and Resolution 84-140 authorizing execution of a contract with Brackenbr. idge Hospital for training and instruction in administering a wellness program for the City of Beaumont . The Consent Agenda was approved on a motion made by Councilman Moore and seconded by Councilman Brumley. Question : Ayes : May=or Neild Abstained: Councilman Councilman Deshotel Turner Councilman Weisbach Councilman Brumley Councilman Samuel Councilman Moore -000- The first reading of an ordinance annexing 120.4 acres, located at the in- tersection of Florida Avenue and the Beaumont City limits line was held: -63- April 24, 1984 AN ORDINANCE ENTITLED AN ORDINANCE ANNEXING THE HEREINAFTER DESCRIBED TERRITORY TO THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS, AND EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE THE SAID PROPERTY WITHIN THE CITY LIMITS, AND GRANTING THE SAID TERRITORY AND TO ALL FUTURE INHABITANTS THEREOF ALL OF THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS; AND BINDING SAID FUTURE INHABITANTS BY ALL. Question : Ayes : All Nayes : None -000- An ordinance changing the zoning from RS (Residential Single Family) to NC (Neighborhood Commercial ) on property at 3515 Kenneth (requested by Roger and Frances Akhtari) was considered: AN ORDINANCE ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DIS- TRICTS AS INDICATED UPON THE ZONING MAP OF BEAU- MONT, TEXAS, BY CHANGING THE ZONING FROM RS (RES- IDENTIAL SINGLE FAMILY) DISTRICT TO NC (NEIGHBOR- HOOD COMMERCIAL) DISTRICT ON PROPERTY LOCATED AT 3515 KENNETH; PROVIDING FOR SEVERABILITY; PROVID- ING FOR REPEAL AND PROVIDING A PENALTY. After a brief discussion, Councilman Turner made a motion to change the zoning to RCR (Residential Conservation and Revitalization) which is a -65- April 24, 1984 less intense but more restrictive zoning classification. The motion was seconded by Councilman Deshotel : Ordinance No. 84-58 ENTITLED AN ORDINANCE AMENDING CHAPTER '30 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DIS- TRICTS AS INDICATED UPON THE ZONING MAP OF BEAU- MONT, TEXAS , BY CHANGING THE ZONING FROM RS (RES- IDENTIAL SINGLE FAMILY) DISTRICT TO RCR (RESIDEN- TIAL CONSERVATION AND REVITALIZATION) DISTRICT ON PROPERTY LOCATED AT 3515 KENNETH; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL AND PROVIDING A PENALTY. The ordinance was approved on a motion :made by Councilman Weisbach and seconded by Councilman Deshotel.
