The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council sessions held April
10 and 17, 1984;
Resolution 84-137 granting a 40-foot wide easement out of Lot 1 , Block E
of the T. H. Langham Estate Subdivision to Drainage District 6;
Resolution 84-138 authorizing necessary title work by Neches Title Company
for needed right-of-way for the College Street T. I.P. Project at an esti-
mated cost not to exceed $6,500. 00;
Resolution 84-139 amending the contract with Mental Health Mental Retarda-
tion of Southeast Texas for gounds maintenance of the area bounded by
College, Calder, Main and Neches Street at a cost of $10,000.00 for a
five-month period from May 1 , 1984 through September 30, 1984; and
Resolution 84-140 authorizing execution of a contract with Brackenbr. idge
Hospital for training and instruction in administering a wellness program
for the City of Beaumont .

tersection of Florida Avenue and the Beaumont City limits line was held:

DESCRIBED TERRITORY TO THE CITY OF BEAUMONT,
JEFFERSON COUNTY, TEXAS, AND EXTENDING THE

After a brief discussion, Councilman Turner made a motion to change the
zoning to RCR (Residential Conservation and Revitalization) which is a

less intense but more restrictive zoning classification. The motion was
seconded by Councilman Deshotel :

Councilman Samuel mentioned complaints concerning cats running loose and
asked for information from other cities about controlling this problem.

Mrs. Delia Harrington, 815 Willow Street , addressed Council to complain
about the manner in which water meters were removed from two locations
and also to report a Gulf States Utilities pole leaning on Roberts Street
near Pipkin.
