CITY COUNCIL - CITY OF BEAUMONT
HELD APRIL 10, 1984
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 10th day of April , 1984 , with the fol-
lowing present :

The Invocation was given by the Very Reverend Peter Wiess, pastor of Our
Mother of Mercy Catholic Church.
The Pledge of Allegiance was led by Councilman Cox.

CITY MANAGER NOLLENBERGER:
Your Honor, the first item . . the only item on the agenda today is an
ordinance . . we have two ordinances in your Council packet . This morning
an item was filed in the District Court of Jefferson County, Texas, to
request a recount relating to the Martin Luther King Boulevard issue
concerning the proposal for an ordinance changing the name of Washington
Boulevard to Martin Luther King Boulevard. As a result of that recount ,
that issue will not be included in the ordinance canvassing elections and
for that reason the ordinance which does not include that is the one that
I will read. So, the item on the agenda is :
ORDINANCE NO. 84-52
ENTITLED AN ORDINANCE CANVASSING THE RETURNS
OF THE ELECTION HELD ON THE 7TH DAY OF
APRIL, 1984, FOR THE PURPOSE OF ELECTING A
MAYOR, TWO COUNCILMEN--AT-LARGE AND FOUR WARD
COUNCILMEN; PROVIDING FOR SEVERABILITY AND
PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Deshotel and se-
conded by Councilman Moore.
Question : Ayes : All Nayes : None

MAYOR NEILD:
Councilman Cox has requested just a minute to make a commend and I call on
him to do that at this time.
COUNCILMAN COX:
Thank you, Mayor, very much. I appreciate it . I just feel there are a
few words that I need to say upon leaving office that I certainly want to
say. My thanks to the staff and to the Council that has been sitting up
here and certainly to my family. My wife is out here today and she will
get to see me more now and I am sure she is happy about that . Certainly,
Saturday was a personal disappointment to me. I worked hard and I was
very proud of doing what I did but it in no way diminishes my confidence
in this City , the citizens, or certainly the elected officials that will
take office here shortly. My committment is to Beaumont . I 've made that

COUNCILMAN COX continued:
statement and that holds. I am going to work for the goals that we have
set and I am going to pledge that to this City Council and to you sitting
here now. I also have a charge that I would like to give to you. And,
that is it is very difficult sitting up here. There are difficult deci-
sions to make and these people up here are just an extension of you and
the one thing that they really need is your help and your support in every-
thing that they do. I say God bless you and thank you and goodbye.
MAYOR NEILD:
There are two presentations we'd like to make before moving on and one is
to Evelyn (.Lord) and one is to Bill (Cox) and that is that it goes without
saying that serving on the Council certainly is a prestigious thing and
the time and devotion by the individuals and their families is really above
and beyond the call of duty; however, those of us that choose to do this
do it because of choice and not by demand and, so, it is a labor of love
and it is an interest in the community and these two individuals have ex-
emplified that to the fullest . And, it 's been my pleasure to work with them
and to serve with them for the betterment of this community and I can't
think of a higher tribute that anyone might have than having the opportunity
to serve its City and its Country and I think you two do that in the high-
est integrity.
COUNCILMAN LORD:
Thank you. Thank you. . Let me congratulate you, Bill. You are going to
be a wonderful Mayor and everybody that got elected. And, I do thank the
staff and everyone.

The newly elected City Council members were sworn in by Myrtle Corgey, City
Clerk:
William E. Neild, Mayor; Joseph D. Deshotel , Councilman At Large; G. Wayne
Turner, Councilman At Large; Nell Pruitt Weisbach, Councilman , Ward I ;
Mike Brumley, Councilman, Ward II ; Audwin Samuel , Councilman, Ward III and
David W. Moore, Councilman , Ward TV.

MAYOR NEILD:
There has been expressed by various individuals in this City their sincere
hopes that a memorial for Martin Luther King, Jr. , can be established. It
is important that I express to you that it will be my responsibility as
your Mayor, with this Council , to consider the alternatives. I feel that
at the appropriate time and through the proper review process this will be
achieved. The initiative will come from this Council and citizen 's sug-
gestions will always be welcome. Since Saturday, I 've shared some thoughts
with my friends and those conversations and words began to flow on paper
as to what I say and how I feel about this City's future. It reads like
this .
The record turnout Saturday marks a new beginning for the City of Beaumont .
The energy visible at the polls characterized the citizenry determined to
succeed and eager to participate in molding a future. This optimism and
enthusiasm is what every elected body needs to implement for the plans for
the future. You see, success is an attitude. I 've never believed that a
five or seven-member Council could change the City' s attitude but I 've al-
ways felt we could set an example and prove that it could work. And, when
we get it right , it is astonishing how soort a time it takes for wonderful
things to happen. I thank you for your support during the election and I
look forward to serving you as your Mayor another two years. Thank you.

Councilman Joseph D. Deshotel was named Mayor Pro Tem on a motion made by
Councilman Weisbach and seconded by Councilman Moore.

There being no further business , the meeting was recessed until 1 : 15 p.m.
for a public hearing to consider issuance of Industrial. Development Bonds
to finance Crossroads Properties Project .

The regular City Council session was reconvened at 1 : 15 p.m. with the

Baptist Church.

The following proclamations were issued: "Love Lamar Week in Beaumont" -
April 16-19, 1984 ; "Youth Soccer Tournament Days in Beaumont'' - April
14 &. 15, 1984; "Private Property Week in Beaumont" April 8-14 , 1984;
"Chili Cook-off Days in Beaumont" - April 13-15, 1984 and ''Barbership
Harmony Day in Beaumont" - April 14, 1984.

A public hearing to consider issuance of Industrial Development Bonds to
finance the Crossroads Properties Project was held.
Messrs. Frank Adams, Continental Street , one of the managing partners , and
Scott Sheldon , attorney, bond counsel for the project , 285 Liberty Street ,
Suite 1900, addressed Council to explain the project . The request is for
$6. 0 million in tax exempt bonds to finance the construction of a U-shaped
center facing Dowlen Road and containing 100,000 square feet of floor space
to be used for retail sales. It is to be all brick construction with con-
crete parking lot and almost an acre donated for landscaping.
There being no one else to address the public hearing, it was closed.

The Reverend C. O. Hall , Port Arthur, Texas , addressed City Council to
express his appreciation for the manner in which the sessions are conducted
by City Council.
