CITY COUNCIL - CITY OF BEAUMONT
HELD SEPTEMBER 13, 1983
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 13th day of September, 1983, with the
following present :

The Invocation was given by the Reverend Mark Nichols, Associate Pastor
of Family Life, First Baptist Church.
The Pledge of Allegiance was led by Councilman Deshotel .

The following proclamations were issued: "Spindletop Boom Days in Beau-
mont" - September 24 & 25, 1983; and a proclamation " . . . we the members
of the City Council of the City of Beaumont do hereby accord special recog-
nition to the Beaumont Rotary Club for its contributions to the City Park
System and call upon all citizens to join in this expression of gratitude
to the Club for outstanding community service. "

The Consent Agenda was considered:
Approval of the Minutes of the regular City Council session held September
6, 1983;
Resolution 83-317 authorizing execution of permits to Big Three Industries
and Shell Oil Company for construction of pipelines crossing Spindletop
Road in the vicinity of PPG Industries Plant ; and
Resolution 83-318 appointing Bill Hale to fill the unexpired term of David
Strah through June 30, 1984 to the Transit Advisory Committee and reappoint-
ing Burt Walker to the CDBG Citizens Advisory Commission, term expiring
May 31 , 1985.
The Consent Agenda was approved on a motion made by Councilman Turner and
Councilman Deshotel .

PUBLIC HEARING
CREEKWOOD VILLAGE APARTMENTS
Public Hearing to consider the use of tax exempt financing in the approxi-
mate amount of $4 . 0 million for approximately 152 units of low and moderate
residential rental housing to be located on Park North Drive was held.
Mr. Roland Smith, developer, addressed Council to say that the proposed pro-
ject would consist of one bedroom apartments with about 600 square feet and
two different floor plans for the two bedroom apartments with 800 and 900
square feet of living area. He said the complex would have a swimming pool,
jogging trail and green areas for recreation, etc.

Mrs. Delia Harrington, 815 Willow Street , addressed the hearing to suggest
that the swimming pool be eliminated and that garden space be provided for
use by the tenants.
There being no one else to address Council , the public hearing was closed.

Resolution 83-319 approving the use of tax exempt financing by issuance
of bonds by the Beaumont Multi-Family Housing Finance Corporation for ap-
proximately 152 units of low and moderate residential housing to be lo-
cated on Park North Drive - known as Creekwood Village Apartments - was
approved on a motion made by Councilman Lord and seconded by Councilman
Turner.

Ordinance No . 83-95 adopting proposed subdivision regulations was consid-
ered:
ORDINANCE NO. 83-95
ENTITLED AN ORDINANCE REPEALING CHAPTER 24
OF THE CODE OF ORDINANCES OF THE CITY OF
BEAUMONT AND ENACTING A NEW CHAPTER 24
PROVIDING SUBDIVISION REGULATIONS AND
REPEALING SECTION 23-8 OF THE CODE OF
ORDINANCES, PROVIDING GENERAL STANDARDS FOR
STREET CONSTRUCTION; PROVIDING FOR REPEAL;
AND PROVIDING A PENALTY.
The ordinance was approved on a motion made by Councilman Lord and secon-
ded by Councilman Cox.

Resolution 83-320 authorizing the City Manager to execute the 1982 contract
with the International Association of Fire Fighters (8% increase in salaries
across the board for all firefighters) was approved on a motion made by
Councilman Deshotel and seconded by Councilman Turner.

PUBLIC HEARING
DILAPIDATED STRUCTURES
Mr. Milton Palmer, Director of Code Enforcement , told Council that all
the below-listed structures are in violation of Article III , Sections
14-50 and 14-51 of the Dangerous Structures Ordinance of the City of
Beaumont , that all notification procedures have been met and that all
structures are vacant :
1450 BURT - Leroy Clark and Georgania Johnson, owners (12 violations) , rec-
ommendation to raze within 30 days; 2750 CONCORD - Carl I . Johnson, owner
(18 violations) , recommendation to raze within 30 days; 2060 LIVEOAK - Rose
McQueen, owner (25 violations) , recommendation to raze within 30 days; and
1599 PINE (REAR) - D. H. O'Fiel , owner (19 violations) , recommendation to
raze within 30 days.
No one addressed the public hearing and it was closed.

Ordinance No . 83-96 declaring certain dilapidated structures to be public
nuisances and requiring their removal was considered :
ORDINANCE NO. 83-96
ENTITLED AN ORDINANCE FINDING CERTAIN
STRUCTURES TO BE PUBLIC NUISANCES, AND
ORDERING THEIR DEMOLITION; PROVIDING
FOR SEVERABILITY AND PROVIDING FOR A
PENALTY.
The ordinance was approved on a motion made by Councilman Lord and se-
conded by Councilman Turner.

Mayor Neild questioned status of the special trash pickup program. City
Manager Nollenberger responded that the program was on schedule and that
the last section of the City - the area west of Interstate 10 - was to
be started Monday, September 19th, and scheduled to be completed by the
end of the month. Work has been done by crews from the Sanitation, Parks
and Urban Transportation Departments and without overtime being needed.

Mrs. Delia Harrington, 815 Willow Street , complained about the accumula-
tion of trash in the 1000 Block of Grand and asked that the Health Depart-
ment to inspect the area.
Mr. Sam Albanese, 3940 Irving, addressed Council to complain about problems
with a Lamar University Fraternity House in this neighborhood.

There being no further business, the meeting was recessed before continu-
ing with the City Council Workshop Session.
