CITY COUNCIL - CITY OF BEAUMONT
HELD MAY 31 , 1983
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 31st day of May, 1983, with the follow-
ing present :

The Invocation was given by Dr. Jack Dark, pastor of the Westwood Bible
Church.
The Pledge of Allegiance was led by Mayor Neild.

A proclamation was issued "officially recognizing the Palmer Drug Abuse
Program" and two others for "Management Week in Beaumont" - June 5-11 ,
1983 and "Safe Boating Week in Beaumont" - June 4-12, 1983.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held May 24,
1983;
Resolution 83-199 accepting an easement out of Block 6, M. C. Cartwright
Subdivision, from the Lower Neches Valley Authority on a tract of land
for right-of-way for the access road to the new Lafin Road landfill; and
Resolution 83-200 authorizing Change Order No. 2 to the contract for
construction of the Loeb Pump Station improvements and a 24-inch water
line (C. 0. #2 to replace chlorine solution piping in the amount of
$874.49 - new contract amount to $1 , 147,699.49) .
The Con§ent Agenda was approved on a motion made by Councilman Lord and
seconded by Councilman Deshotel .

An ordinance granting a specific use permit for an extension of Greenlawn
Cemetery to include an additional 1 .75 acres in the 4100 Block of Magnolia
Avenue was considered :
AN ORDINANCE
ENTITLED AN ORDINANCE ISSUING A SPECIFIC
USE PERMIT TO EXPAND AN EXISTING CEMETERY
ON PROPERTY LOCATED IN THE 4100 BLOCK OF
MAGNOLIA.
A motion to deny the ordinance was made by Councilman Turner; motion se-
conded by Councilman Deshotel .

Resolution 83-201 authorizing execution of a contract with the Texas De-
partment of Highways and Public Transportation for construction of Major
Drive improvements at the Calder Avenue intersection to pay the City' s
share in the amount of $182, 300. 00 as agreed to in the Major Roadway
Improvement Plan approved in 1980 was approved on a motion made by Coun-
cilman Turner and seconded by Councilman Deshotel .

Resolution 83-202 authorizing amendments to the contract with Beaumont
Emergency Medical Services extending the contract three months after
June 30, 1983 , contract to expire on September 30, 1983 , and total pay-
ments made by the City to EMS for the period of October 1 , 1982 until
September 30, 1983 shall not exceed $290, 000. 00 was approved on a motion
made by Councilman Lord and seconded by Councilman Deshotel .

Resolution 83-203 accepting the work performed under a contract with
A & P Construction for repairs to the foundation of the Tyrrell Park
Garden Center and authorizing final payment to the contract in the amount
of $10,400. 00 was approved on a motion made by Councilman Deshotel and
seconded by Councilman Lord.

Ordinance No. 83-59 abandoning a portion of the 20-foot utility easement
in Lots 7 and 8 , Block 37, Dowlen West , Unit XXI was considered:

ENTITLED AN ORDINANCE ABANDONING THE SOUTH
1 . 8 FEET OF A TWENTY FOOT (201 ) UTILITY
EASEMENT LOCATED IN LOTS 7 AND 8, BLOCK 37,
DOWLEN WEST UNIT XXI , BEAUMONT, JEFFERSON
COUNTY, TEXAS .
The ordinance was approved on a motion made by Councilman Cox and seconded
by Councilman Lord.

Resolution 83-204 rejecting the two bids received on development and oper-
ation of the new Lafin Road landfill and authorizing the City staff to
proceed with arrangements to accomplish the work inhouse was approved on
a motion made by Councilman Deshotel and seconded by Councilman Turner.

Resolution 83-205 authorizing execution of a contract with Grace Capital
Corporation for investment advisory services in the amount of one-half
(.2) of one per cent (1%) per annum was approved on a motion made by Coun-
cilman Deshotel and seconded by Councilman Lord.

Councilman Lord expressed her concern for the vast differences in tempera-
tures in City facilities. City Manager said a proposal for computeriza-
tion of the operation of the systems is being considered.

The Reverend M. Timothy Huntley addressed Council to express appreciation
for Council action in denying the cemetery expansion on Magnolia Avenue
and complimented the manner in which City business is conducted.
Mr. J. C. Leggett , 1849 Washington Boulevard, addressed Council addressed
Council to suggest a certain type of engine for City trucks.

There being no further business, the meeting was recessed before continu-
ing with the City Council Workshop Session.

HUGH EARNEST;
Item No. ? on the agenda is a resolution authorizing the execution of a
contract with Grace Capital Corporation for investment advisory services.
I have Mr. Nachlinger here to answer any technical questions, but essen-
tially what we are dealing with here is a contract that , I believe, can
be cancelled with a 30 day basis. The Grace Capital Corporation will in
effect operate between the effective Treasury Note rate that we get , and
we are fairly inflexible in that , and if they will be able to operate in
that difference between that fixed Treasury note rate and some additional
monies that they can hopefully secure by turning over this money investing
in other types of short term securities. We have a pool of money that is
avoidable in our GO bonds - our day-to--day operational monies obviously
we cannot use for this type of investment , but those monies that we would
not need, for instance, until September for the payment of GO bonds is
certainly something that can be used and it ' s certainly a good way to
see if we can indeed get some additional monies at minimal risk, frankly
at no risk to us.

Is there any type of certainty as to the increase in interest income?

BOB NACHLINGER:
No more certainty than you have in any market transaction ; essentially
what you have here is a short term rate, treasu y bill rate. If the
Grace Capital feels that the interest rates are going up they' ll
shorten up the maturity and get into Treasury b4-11s , and if they feel
the rates then are coming down, they ' ll leave them in their portfolio
of Treasury Notes and take advantage of the capital gains.
COUNCILMAN TURNER:
I understand that part , Bob. I guess I would . . . we are going to be
monitoring this . . .
MR. NACHLINGER:
Yes
COUNCILMAN TURNER:
I would, if Council would go along with it , I would like to have a
quarterly report after the first 90 days just to see where we would
have been versus where we might be.
MR. EARNEST:
