HELD MAY 17, 1983
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 17th day of May, 1983 , with the fol-
lowing present :

The Invocation was given by the Reverend David Hunter, pastor of the
Southside Assembly of God Church.
The Pledge of Allegiance was led by Councilman Deshotel.

The following proclamations were issued: "Spindletop Arabian Horse Show
Week in Beaumont" - May 27-30, 1983 ; "Public Works Week in Beaumont" -
May 22-28, 1983 and a proclamation expressing appreciation to industry
and educational leaders for promoting Minorities in Engineering (Texas
Alliance of Minorities in Engineering - TAME - Clubs at Marshall Middle
School , Vincent Middle School , Odom Middle School , French High School
and MacArthur Middle School . )

Items of the Consent Agenda were considered:
Approval of the Minutes of the regular City Council session ,held May 10,
1983 ;
Resolution 83-182 appointing Robert Richardson, term expiring September
30, 1984, and Novella Lumbert , term expiring September 30, 1985, to the
Senior Citizens Advisory Committee; and
Resolution 83-183 authorizing withdrawal of $2 ,400,000. 00 in securities
pledged as collateral for city bank deposits by Texas Commerce Bank,
Beaumont (total pledged - $37,660,000. 00) .
The Consent Agenda was approved on a motion made by Councilman Turner
and seconded by Councilman Deshotel .

Resolution 83-184 accepting a bronze and granite Joe Louis Memorial being
donated for the Civic Center by the Ben Rogers family was considered.
Mr. Ben Rogers, 2030 Thomas Road, president of the Joe Louis International
Sports Foundation, addressed Council to say the memorial is one of two
commissioned by sculptor Joe McArthur and is being presented by Mr. and
Mrs. Ben (Julie) Rogers and daughter Regina. The other memorial was
commissioned by Mrs. Joe (Martha) Louis and will be on display in Las
Vegas.
Councilman Deshotel made a motion to approve the resolution; motion was
seconded by Councilman Lord.

Resolution 83-185 authorizing execution of a contract with Fairbanks
Coating Services for the cleaning and repainting of the exterior of the
1 . 5 M.G. elevated water storage tank at 3705 E. Lucas in the amount of
$34,710. 00 was approved on a motion made by Councilman Turner and
seconded by Councilman Lord.

Resolution 83-186 authorizing the execution of a 6-month contract with
Beeco Dirt Pit for furnishing cover sand for the landfill (F.O.B. pit
site loaded on City trucks at $1 .25 per cubic yard, delivered to the
landfill in bidder ' s trucks at $3 . 18 per cubic yard) was approved on a
motion made by Councilman Cox and seconded by Councilman Deshotel .

Resolution 83-187 authorizing the purchase of limestone base material
for street work (700 tons from Davidson Materials, Gondola delivery in
the amount of $11 . 56 per ton; 4, 000 tons from Dodson Construction, F.O.B.
Vendor Plant in the amount of $12 . 38 per ton and Keown Supply Company,
4, 000 tons F.O.B. Vendor Plant in the amount of $12.40 per ton) was ap-
proved on a motion made by Councilman Lord and seconded by Councilman
Deshotel .

Resolution 83-188 authorizing execution of agreements with Fittz, Crozier
and Shipman for engineering services in connection with the Highland Ave-
nue T. I .P. Project ; Kohler & Kohler for engineering services in connection
with the Concord Road T. I.P. Project and Schaumburg & Polk for engineering
services in connection with the College Street T. I .P. Project was approved
on a motion made by Councilman Cox and seconded by Councilman Deshotel.

Resolution 83-189 authorizing the submission of the 1983 Jobs Bill State-
ment of Projected Use of Funds in the amount of $533, 000. 00 as recommended
by the CDBG Citizens Advisory Committee to the Department of Housing and
Urban Development was approved on a motion made by Councilman Deshotel and
seconded by Councilman Turner.

A resolution amending the FY 183 budget of the Beaumont Convention and
Visitors Bureau and a resolution amending the FY 183 budget of the South
East Texas Arts Council were deferred for one week.

Ordinance No. 83-54 extending the city' s Affirmative Action Plan through
July 31, 1983 , was considered:

ENTITLED AN ORDINANCE EXTENDING THE
AFFIRMATIVE ACTION PLAN OF THE CITY OF
BEAUMONT; PROVIDING FOR SEVERABILITY
AND PROVIDING FOR REPEAL.

would be ready for consideration early in July.
The Ordinance was approved on a motion made by Councilman Deshotel and
seconded by Councilman Cox.

Resolution 83--190 permitting the creation of seven separate sewage dis-
tricts within the West Jefferson County Municipal Water District was ap-
proved on a motion made by Councilman Lord and seconded by Councilman
Deshotel .

Mrs. Helen MCK_askle, 2660 Wescalder Road, addressed Council to request
help in additional control of a nei'ghbor's pit bull dog she described
as vicious.
Mr . Paul Brown, 4370 Cartwright , president of the local chapter of NAACP,
addressed Council to question the extension of the Affirmative Action
Plan and to ask if an Affirmative Action Officer would administer the
program.
Mrs. Virginia Chesson, 3855 Chaison, thanked Council for the City' s
removal of the dilapidated structure and clearing of the lot behind her
property.
Mr. Earnest Hall , 2457 Neches, presented "Believing in Beaumont" T-Shirts
to the "Mayor and City Council .
Mr. Hubert Oxford, 2477 Long, representing the West Jefferson County Muni-
cipal Water District , addressed Council in appreciation for action taken
today.

There being no further business, the meeting was recessed before continu-
ing with the City Council Workshop Session.
