HELD DECEMBER 28, 1982
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 28th day of December, 1982 , with the
following present :

The Invocation was given by Mr. Charles Prince , Westgate Church of Christ .
The Pledge of Allegiance was led by Councilman Turner.

The following proclamation concerning the retirement of Asst . Chief of
Police Clyde C. Rush on December 31 , 1982 , was issued:
PROCLAMATION
"WHEREAS , Assistant Chief of Police Clyde Rush has served his com-
munity, and his fellow citizens for more than 43 years in law enforcement
as a member of the Beaumont Police Department ; and ,
WHEREAS, he joined the department as a patrolman on September 16,
1939, and was promoted to detective/sergeant on June 1 , 1943, to captain
on May 2 , 1950 and to assistant chief of police on May 1 , 1961 ; and,
WHEREAS, he is a graduate of the Federal Bureau of Investigation
National Academy and has set an example for the department by his high
standards of personal conduct and professional competence; and,
WHEREAS, his exemplary career in police work has been distinguished
by a personal humanitarianism which has taken the form of countless acts
of kindness and Helpfulness to tho less fortunate; and,
WHEREAS , he has given of his time and personal funds to provide
food, clothing and shelter $or those in need and guidance and counsel for
Youthful offender; ; and,
WHEREAS, he has spent innumerable sleepless nights assisting vic-
tims of alcoholism and similar problems; and,
WHEREAS, through his efforts , the lives of many youngsters have been
salvaged and redirected into useful and productive citizenship; and,
WHEREAS, his long and meritorius career in police work and his dedi-
cation to the welfare of others constitute a vitally important contribution
to community life; and,
WHEREAS, Chief Rush announced his plans for retirement effective
December 31.
NOW, THEREFORE, we, the Mayor and City Council of the City of Beau-
mont , do hereby join in expressing the gratitude of all Beaumont citizens
to Chief Rush for a lifetime of service to the community.

were approved on a motion made by Councilman Lord and seconded by Coun-
cilman Cox.

Ordinance No. 82-142 granting a specific use permit for apartments in the
3500 Block of the Port Arthur Road was considered:

Resolution 82-487 authorizing execution of a contract with Watkins Con-
struction for the reroofing of the Wiess Bluff pump station building at
a cost of $1 , 640 was approved on a motion made by Councilman Deshotel and
seconded by Councilman Lord.

Resolution 82-488 approving Change Order No. l to the contract with Troy
Dodson for construction of the Dowlen Road TIP Project at a savings of
$11, 980. 50 by substituting a precast traffic rail for a cast--in-place
traffic rail (total decreasing from $2 ,877,277. 00 to $2 ,865,296. 50) was
approved on a motion made by Councilman Deshotel and seconded by Council-
man: Turner.

Revolution 82-489 approving Change Order No. 1 to the roofing contract
with Winter King & Sons for the Tyrrell Historical Library building
at a cost of $17, 049. 00 ($12 , 783 for repointing of additional mortar joints ;
$4, 031 for replacement of galvanized counter flashings on towers with cop-
per flashings, restoration of the cement washes, repair of loose cap stones
on towers and installation of new cap stone on the north elevation parapet ;
and $235 for cutting and stone for repair to the north elevation steps in-
creasing total cost of the reroofing to $266, 037. 00) was approved on a
motion made by Councilman Lord and seconded by Councilman Cox.

Resolution 82-490 authorizing a cost--participation agreement with the
Catholic Diocese of Beaumont (in an amount not to exceed $5,000. 00) for
construction of a sanitary sewer lift station on Major Drive south of
Tram Road was approved on a motion made by Councilman Turner and seconded
by Councilman Deshotel.

Resolution 82-491 authorizing purchase of liability insurance, including
comprehensive general liability, fleet liability, and public officials
errors and omission coverage for the period from January 1 , 1983 to Janu-
ary 1 , 1984 from Texas Municipal League in the amount of $306,403. 00 in-
cluding a $25 million dollar umbrella policy was approved on a motion made
by Councilman Deshotel and seconded by Councilman Cox.

Resolution 82-492 authorizing the purchase of fire hydrants from Golden
Triangle Pipe & Water Supply in the approximate amount of $32 , 325. 00 was
approved on a motion made by Councilman_ Lord and seconded by Councilman
Turner.

It was announced that due to the large volumes of garbage and trash accum-
ulated from the Christmas holidays and recent rains , Friday, December 31st ,
the normal holiday for New Year ' :, , would not be observed by Sanitation and
normal collections would be made.
Councilman Turner complained that large trucks use the newly rehabilitated
portion of E. Alma Street between Highland and Fort Arthur Road and asked
that consideration be given to prohibit truck deliveries on newly resurfaced
or rehabilitated streets . Mayor Neild said there are times when signs are
removed during street work and not replaced.

Mrs. Sally Lee, 236 Ashley, addressed Council to complain that Liberty
Cable TV replaced Channel 39, a movie channel , with a Health Channel and
requested Council investigation.
Mrs. Delia Harrington , 815 Willow Street , complained about lack of garbage/'
trash collection during Christmas holidays.

There being no further business, the meeting was recessed before continu-
ing with the City Council Workshop Session.
