CITY COUNCIL - CITY OF BEAUMONT
HELD MAY 4 , 1982
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met
in regular session this the 4th day of May , 1982 , with the following pre-
sent :

The Invocation was given by Dr. G. W. Daniels , Sunlight Baptist Church.
The Pledge of Allegiance was led by Councilman Cox.

Mayor Neild administered the "Oath of Office" to Wayne Turner, Councilman ,
Ward IV.

Mary Doug Stephens presented a gavel to Mayor Neild for the City of Beau-
mont . She told Council that the gavel is engraved, inlaid in the wood,
"City Hall , Beaumont , Texas" and then has scratched in "E. W. Gross ,
Mayor" and "J. W. Anderson , City Manager, 1928. " One end of the gavel
reads "17 kinds of wood" and the other end says "handmade by G.W.G. "

The following Consent Agenda items were considered:
Approval of the minutes of the regular City Council session held April 27,
1982 ; and
Resolution 82-157 authorizing purchase of two microfilm readers for Tyrrell
Historical Library from Zytron of Houston in the amount of $2 ,510. 00.
The Consent Agenda was approved on a motion made by Councilman Deshotel
and seconded by Councilman Turner.

Resolution 82-158 authorizing purchase of a truck-mounted color television
system (with 2000-foot capacity for line) for inspection of the interior
of the sanitary sewer lines and storm sewer lines from Cues , Inc. of
Orlando, Florida in the amount of $72 ,400. 00 was approved on a motion made
by Councilman Cox and seconded by Councilman Deshotel.

Resolution 82-159 authorizing a five-year renewal of the Little Theatre
Building lease at Fair Park with the Beaumont Community Players was ap-
proved on a motion made by Councilman Turner and seconded by Councilman
Deshotel.

Resolution 82-160 appointing Mayor William Neild and Councilman Joseph
Deshotel as the city 's representatives on the Board of the South East
Texas Regional Planning Commission and
Resolution 82-161 appointing Councilman Bill Cox to the South East Texas
Regional Council on Aging were approved on a motion made by Councilman
Turner and seconded by Councilman Cox.

Resolution 82-162 accepting water and sanitary sewer line improvements
in Bayou Bend Subdivision , Lots 1 through 16 , (streets will remain private
and maintained by the property owners ' association) was approved on a
motion made by Councilman Turner and seconded by Councilman Deshotel .

Resolution 82-163 letting a one-year contract to Chuck' s Wrecker Service
for removal of junked, wrecked, or inoperable motor vehicles from private
property at a payment of $15. 50 per vehicle to the City was approved on a
motion made by Councilman Cox and seconded by Councilman Turner.

Ordinance No. 82-46 amending Section 30-25 c (11) of the City Code was
considered:
ORDINANCE NO. 82-46
ENTITLED AN ORDINANCE AMENDING CHAPTER 30,
SECTION 25C(11) OF THE CODE OF ORDINANCES OF THE
CITY OF BEAUMONT BY ADDING TWO LINES IN THE
DESCRIPTION OF ZERO-LOT-LINE WHICH WERE
INADVERTENTLY OMITTED FROM THE FINAL PRINTED
TEXT; PROVIDING FOR SEVERABILITY; PROVIDING FOR
REPEAL; AND PROVIDING A PENALTY.
The ordinance was approved on a motion made by Councilman Deshotel and
seconded by Councilman Cox.

Resolution 82-164 authorizing purchase of examination tables for the new
Community Health Clinic from Frank's Medical Mart at $2 , 199. 00 was approved
on a motion made by Councilman Turner and seconded by Councilman Deshotel .

Resolution 82-165 letting a contract with Mar-Len , Inc. , for construction
of the Harriot Street lift station as a project of the EPA grant assisted
sanitary sewer system improvement program in the amount of $578,963. 00
contingent upon approval by the Texas Department of Water Resources and the
Environmental Protection Agency was approved on a motion made by Council-
man Cox and seconded by Councilman Deshotel.

Councilman Turner complimented the Parks & Recreation Department for their
work in the area of focal point beautification , especially the College at
11th Street intersection , and then questioned schedule for parks ' mainte-
nance, filling low spots , etc.

There being no further business, the meeting was recessed before continuing
with the City Council Workshop Session.
