HELD APRIL 13 , 1982
BE IT REMEMBERED that the City Council of. the City of Beaumont , Texas ,
met in regular session this the 13th day of April , 1982 , with the fol-
lowing present :

The Invocation was given by the Reverend Lee Wineinger, Washington Boule-
vard Christian Church.
The Pledge of Allegiance was led by Councilman Williams.

The following proclamations were issued: "National Coin. Week in Beaumont"
April 19-26 , 1982 ; "Professional Secretaries Week in Beaumont" - April
18-24, 1982 ; "John J. French Day in Beaumont" - April 18th; "Private
Property Week. in Beaumont" — April 18-24, 1982 ; and "Keep Beaumont Beau-
tiful Week in Beaumont" - April 18-24, 1982.

The following Consent Agenda items were considered:
Resolution 82-135 authorizing payment of $1 , 123.98 for books purchased
for the library system from Strand Book Store;
Resolution 82-136 authorizing the purchase of two 12-14 cubic yard dump
truck beds from Wheeler Truck Body & Equipment , Inc. at $7, 190.00;
Resolution 82-137 authorizing a licensing agreement with the Atchison ,
Topeka and Santa Fe Railway Company for electric power and telephone
lines crossing its right-of-way to Riverfront Park at a cost of $250.00;
and
Resolution 82-138 authorizing purchase of property identification tags
(5M inventory tags) from Aabco Engraving Company of Houston_ , Texas , in
the amount of $1 , 132.00.
The Consent Agenda was approved on a motion made by Councilman Williams
and seconded by Councilman Lord.

Resolution 82-139 appointing Curtis Linton (term expiring July 31 , 1984)
and Walter Mayer , Jr. (term expiring July 31 , 1983) as 'members and Robert
S. Burns as first alternate and John H. Walker as second alternate with
terms expiring July 31 , 1983, to the City Planning Commission was approved
on a motion made by Councilman Turner and seconded by Councilman Williams. .

An ordinance amending Section 30-24 and Section 30-33 of the City Code
to allow mobile homes and trailers to be used by night watchmen and for
permanent offices was deferred for resolution of procedural matters prior
to Council action.

Resolution 82-140 authorizing purchase of two 4-hour breathing apparatus
for the Fire Department from Vallen Corporation in the amount of $6 ,633. 00
was approved on a motion made by Councilman Lord and seconded by Council-
man Turner.

Resolution 82-141 authorizing a lease agreement with Don Streety Enter-
prises , Inc. for 0. 14 of an acre to be used for parking at Liberty Avenue
and 13th Street (property acquired from Mr. Streety for needed right-of-
way for construction of the Phelan-Liberty Connector) for lease payment
to the City of $700. 00 per year was approved on a motion made by Council-
man Combs and seconded by Councilman Williams.

Resolution 82-142 accepting the work performed under a contract with
H. B. Neild and Sons , Inc. for construction of swimming and wading pool
facilities on Magnolia Park and authorizing final payment of $174 , 116. 0.0
(total project - $621 ,700. 00) was a-proved on a motion made by Councilman
Turner and seconded by Councilman Combs.

Resolution '82-143 scheduling a public hearing for May 11 , 1982 , on the
eligibility of the downtown area for industrial revenue bond financing
was approved on a motion made by Councilman Combs and seconded by Coun-
cilman Turner.

Mayor Meyers declared the regular session recessed to open a public hearing
to consider a taxicab permit application.
City Manager Riley told Council that the public hearing is required by
Section 29-42 of the City of Beaumont Code of Ordinances to consider ap-
plications for taxicab permits . The application was received from Ronald
Burt Reed and Brent Alan West for operation of a limousine service be-
tween Beaumont and Jefferson County Airport .
Neither Mr. Reed nor Mr. West were present for the public hearing. It
was determined that both had been properly notified of the scheduled hear-
ing and that because of their absence the hearing would be deferred.
The public hearing was declared closed.

Mayor Meyers recognised Scott and Mike Potter, Scout Troup 122 , attending
today's meeting. on assignment for Citizenship and Communications badges.
Mrs. Gayle Villere , 860 Monterrey , addressed Council. "As you know, dur-
ing the past two years I 've had the pleasure of monitoring City Council
meetings on behalf of the Junior League of Beaumont . Now that your terms
of office have just about expired, I ' d like to take this opportunity today
to pay tribute to all of you , as so many others have also done recently,
for your dedicated service to the citizens of this area; to commend you for
your tireless efforts ; to extend our appreciation for your leadership and
to thank you on behalf of the Junior League of Beaumont for your commitment

Mrs . Villere continued:
"to good government. We salute you, our elected officials , for represent-
ing us well . To those of you who will not be returning to office here, we
wish you every success in your private lives and to those of you who will
be continuing on as well as the new Mayor and Council members , we pledge
our future support in the years ahead. "
Mr. Mark Duplantis , 3225 28th Street , Port Arthur, Texas , addressed Coun-
cil to complain of excessive fees charged by Wrecker Companies for tow-
ing vehicles from private property and asked that Council consider amend-
ing the present ordinance to regulate these fees.
Mr. Gary Henbeck, 3160 Cleveland, addressed Council to commend those mem-
bers leaving for jobs well done and best wishes for their futures.
Mr. J.C. Leggett , 1849 Washington Blvd. , addressed Council to complain
about drainage.

Mayor Meyers presented plaques for recognition of dedicated service to
the City of Beaumont to both Councilmen Tom Combs , Jr. and Calvin Williams.

There being no further business , the meeting was recessed before continu-
ing with the City Council Workshop Session.
