The following Consent Agenda items were considered :
Approval of the Minutes of the regular City Council session held October
20, 1981 ;
Resolution 81-431 appointing Mrs. Georgia Smith as a member of the Histor-
ical Landmark Commission for a term expiring October 31 , 1984 ;
Resolution 81-432 authorizing the release of $2 , 600,000 in securities
pledged as collateral for City bank deposits by Texas Commerce Bank of
Beaumont (total pledged for City - $38 , 290 , 000) ;
Resolution 81-433 authorizing the purchase of a 60-inch bucket for a 440
Gradall Unit 5029 for use by the Street Department in cleaning of ditches
from HiWay Equipment Company at a cost of $1 , 902. 00;
Resolution 81-434 authorizing execution of a one-year maintenance contract
with AM International for the City' s central printing system at a cost of
$4 , 054. 00;
Resolution 81-435 authorizing the purchase of a crosshead for a dragline
clam bucket to be used in the Street Department for drainage and road
materials unloading operations from Anvil Attachments , Inc . at a cost of
$1 . 944. 60;
Resolution 81-436 granting an easement for electric service to a covered play
area on Cottonwood Park to Gulf States Utilities Company ;
Resolution 81-437 approving the payment for replacement of a diesel engine
in a dump truck used to haul sand for the Sanitary Landfill from Kinsel
at a cost of $5 ,658. 78 ;
Resolution 81-438 authorizing the purchase of a seven-ton jack for the
Water Distribution Division from Central Automotive Supply , Inc . at a
cost of $1 ,200. 00; and
Resolution 81-439 authorizing payment for repairs to the number one high
head pump at the Water Treatment Plant to General Electric Company at a
cost of $3 , 109. 00.

An ordinance changing the zoning from RS to PUD for about 100 acres south-
west of the intersection of Comstock Road and the Santa Fe Railroad right-
of-way, and approving a general land use and density plan (requested change
by Kohler and Kohler) was considered :

An ordinance granting a specific use permit for an automobile dead storage

TEXAS , AND IN PARTICULAR THE NAME OF THAT

FICIAL STREET MAP OF BEAUMONT , TEXAS BY
CHANGING THE NAME OF RIVERSIDE DRIVE TO
SABINE PASS; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR REPEAL.

Ordinance No. 81-87 abandoning a 16--foot utility easement northeast of
the intersection of Wallace and Buford Streets was considered :

Resolution 81-440 awarding contracts in the sanitary sewer improvement
program for construction of Contract 12-B/the Segment 42 Interceptor to
Sabine Consolidated at $113 , 780. 00, rehabilitation of existing sewer

lines/Contract 15 to Hycon Construction at a cost of $452 , 724 . 16 and fur-
nishing 1 ,700 manhole covers to Vulcan Foundry , Inc. at $68 , 000 - contracts
subject to final approval by the Texas Department of Water Resources and
the Environmental Protection Agency - was approved on a motion made by
Councilman Combs and seconded by Councilman Turner.

Resolution 81-441 awarding a contract for construction of the Sarah Street
TIP Project to John Bankston Construction & Equipment Rental Co . , Inc.
at a cost of $1 , 152 , 775. 50 was approved on a motion made by Councilman
Combs and seconded by Councilman Turner.

Resolution 81-442 authorizing acquisition of Parcel 11-A of right-of-way
for the Dowlen Road Extension from George A. Dishmun and James C. Dishman
(0. 08 acres out of Lot 1 , Block 1 , Westwood Addition) at a cost of $7 , 000
was approved on a motion made by Councilman Lord and seconded by Council-
man Combs.

Resolution 81-443 authorizing final payment of $1 , 100. 00 to Norstok Build-
ing Systems on the contract for construction of Fire Station No . 1/Central
was approved on a motion made by Councilman Combs and seconded by Council-

Resolution 81-444 authorizing payment of $12 , 054 . 71 to Mobil Pipe Line
Company for pipeline adjustments (two 8" pipelines) for the Elinor Street
Assessment Paving project was approved on a motion made by Councilman Combs
and seconded by Councilman Lord.

Resolution 81-445 authorizing acquisition of Parcel 23 of right-of-way
for the Chinn Lane Extension from Josie B. Wortham, James Edward Wortham
and Lola Louise Wortham Bankston at a cost of $1 ,866 . 58 was approved on a
motion made by Councilman Combs and seconded by Councilman Williams.

Resolut-on 81-446 authorizing execution of a contract with Southwestern
Bell Telephone Company for basic 911 emergency service was approved on a
motion made by Councilman Turner and .seconded by Councilman Lord.
(Service initially cost $4 , 520. 00 with $527 . 00 per month for 60 months)

Resolution 81-447 authorizing the purchase of approximately 1 , 000 tons
of cold-mix limestone asphalt from White ' s Mines at $12 . 69 per ton plus
$13 . 48 per ton freight was approved on a motion made by Councilman Combs
and seconded by Councilman Lord.

Ordinance No. 81-88 regarding the Gulf States Utilities Company rate
application was considered:

ENTITLED AN ORDINANCE APPROVING RATE SCHEDULES
TO BE CHARGED BY GULF STATES UTILITIES COMPANY
IN THE CITY OF BEAUMONT, TEXAS , PROVIDING FOR AN
EFFECTIVE DATE FOR SUCH RATE SCHEDULES , AND PRO-
VIDING CONDITIONS UNDER WHICH SUCH RATE SCHEDULES
MAY BE CHANGED, MODIFIED, AMENDED OR WITHDRAWN.
The ordinance was approved on a motion made by Councilman Turner and se-
conded by Councilman Combs.

The regular session was recessed and a public hearing on proposed changes
in Municipal Airport service standards declared open .
CITY MANAGER RAY RILEY:
The next item is related to our public hearing for proposed changes in
Municipal Airport Service Standards. There are two modifications to be
heard. I think a brief explanation by Mr. Ternis , the Transportation
Director, will explain what is being proposed and is the subject of this
public hearing.
MR. JOE TERNIS, DIRECTOR OF TRAFFIC & TRANSPORTATION:
Thank you, Mr. Mayor. Members of the Council . We are asking your con-
sideration for two amendments to the standards at the Airport activities .
The first deals with a late payment . This would provide for the event
that any contract amount that was due over two weeks beyond the point ,
that a late charge of to interest be charged on the outstanding balance .
The second is a termination for lack of insurance. We have a general pro-
vision for termination but we felt like the importance of insurance would
provide for an automatic termination in the event the insurance is not
provided. If Council has any specific questions relating to these two ,
I ' d be happy to respond. They have been submitted to the Airport Advisory
Committee and a unanimous recommendation has come forth from it .
MAYOR MEYERS :
Does Council have any questions of Mr . Ternis?
COUNCILMAN COMBS:
I guess . . . Is the F.B.O. current? Did he ever . . . ?
MR. TERNIS :
Yes , sir. Both F.B.O.s are current and in compliance with our contracts .
MAYOR MEYERS :
Are there any questions? Thank you , Joe. This being a public hearing, I
would offer any citizens present who would care to make any comments rela-
tive to the recommendations that were brought forward by Mr. Ternis. If
there are none, we would now declare this public hearing closed.

Councilman Williams requested that on those parks where there are ball dia-
monds or what appears to be a ball diamond as indicated by a back stop , it
be a policy of the City that these diamonds be cut out for whatever designa-
tion - be it softball or whatever - each playing season and at least one
section of bleachers be placed at each diamond.
Councilman Turner asked if the City has a set of standards for the depth
and width of ditches.

Mr. M. L. Lefler , Jr. , one of the developers for the Woodlands , advised
City Council that fieldnotes are being prepared for dedication of a park ,
the extension of Dowlen Road, for a drainage easement , and for Rose Lane ,
as requested by the City .
Mr. Michael Hunt , 1295 Euclid , addressed Council to request a change in
a City ordinance that would allow painting of address numbers on City curbs .
Mrs. Mabel Jefferson, 3150 Taliaferro Road, addressed Council to complain
that the ditches being dug in her area are a safety hazard.

ing with the City Council Workshop Session .
