HELD MAY 12, 1981
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 12th day of May , 1981 , with the follow-
ing present :

The Invocation was given by The Reverend Hugh Henneberry, Blessed Sacra-
ment Catholic Church.
The Pledge of Allegiance was led by City Manager Riley.

Mayor Meyers issued the following proclamations : "Captain Bob Crippen
Day in Beaumont" - May 18, 1981 ; "Foot Health Week in Beaumont" - May 9-15,
lb81 ,. "Nursing Home Week in Beaumont" - May 10-17 , 1981 ; "Family Services
Association Day in Beaumont'' - May 12 , 1981 ; and "Small Business Week in
Beaumont" - May 10-18 , 1981.

The following Consent Agenda items were considered:
Approval of the minutes of the regular City Council session held May 5 ,
1981 ;
Resolution 81-206 authorizing payment of $4,746. 00 to L. 0. Block Construc-
tion Company for pit sand used for cover at the landfill ; and
Resolution 81-207 authorizing purchase of sand-cement admix from Keown
Supply Company for 1*-sack at $14. 00 per ton and 2-sack at $15.80 per ton.
The Consent Agenda was approved on a motion made by Councilman Combs and
seconded by Councilman Lord.

Ordinance No. 81-34 changing the zoning from R-3 to RS for three areas
included in the Pine Oaks Rezoning Study was considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF THE
CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN
PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS
AS INDICATED UPON THE ZONING MAP OF BEAUMONT, TEXAS,
BY CHANGING PROPERTIES DESCRIBED AS THE PINE OAKS
REZONING STUDY, AREAS A, B, AND C, BEAUMONT, JEFFER-
SON COUNTY, TEXAS, AS HEREINAFTER DESCRIBED, PRESENTLY
ZONED R-3 TO RS; PROVIDING FOR SEVERABILITY; AND PRO-
VIDING A PENALTY.
The ordinance was approved on a motion made by Councilman Combs and secon-
ded by Councilman Lord.

Ordinance No. 81-35 abandoning an easement in Block 31 of the McFaddin
Second Addition (request made by Judy Hartel ) was considered:

ENTITLED AN ORDINANCE VACATING AND ABANDONING
A PORTION OF AN ALLEY LOCATED IN BLOCK 31 OF
THE MCFADDIN SECOND ADDITION, . BEAUMONT, JEFFER-
SON COUNTY, TEXAS, AS DESCRIBED HEREIN, PROVID-
ING THAT SUCH ALLEY BE RETAINED AS A GENERAL
UTILITY EASEMENT.
The ordinance was approved on a motion made by Councilman Combs and se-
conded by Councilman Williams.

Ordinance .No. 81-36 suspending the effective date of a Gulf States Utili-
ties Company rate increase (120 days from June 5, 1981) , authorizing in-
tervention in a case before the Public Utility Commission concerning a
rate increase, authorizing retention of Touche Ross as rate consultants
at a fee not to exceed $95 ,000, and providing for assessment of expenses
against Gulf States was considered:

THE PROPOSED RATE SCHEDULE OF GULF STATES UTILITIES
COMPANY; AUTHORIZING INTERVENTION IN DOCKET NUMBER
3871 PENDING IN THE PUBLIC UTILITY COMMISSION OF
TEXAS; AUTHORIZING THE RETENTION OF CONSULTANTS;
REQUIRING THE CITY CLERK TO SERVE GULF STATES UTIL-
ITIES COMPANY WITH A CERTIFIED COPY OF THIS ORDI-
NANCE; AND PROVIDING FOR SEVERABILITY.
Mrs. Celestine Farris, 183:9 Roberts, and Mr. Pat Derr, 3925 El Paso , ad-
dreaked. Council in opposition to the proposed :rate increase.
The ordinance was approved on a motion made by Councilman Williams and
seconded by Councilman Lord.

Resolution 81-208 authorizing purchase of a parcel of property for South-
erland .Street right-of-way in the Hebert Neighborhood (Lot 1 , Block 3 ,
Rosemont' Addition) under the Community Development Block Grant Program
from Joseph Smith for $8,000.00 was approved on a motion made by Council-
man Lord and seconded by Councilman Williams.

Resolution 81-209 authorizing sale of two old model fire trucks (1948 Am-
erican LaFrance 750 GPM pumper to Etoile Volunteer Fire Department at a
cost of $2,750.00 and 1947 American LaFrance 1001' aerial ladder truck to
Vidor .Volunteer Fire Department at a cost of $2 ,000. 00 was approved on a
motion made by Councilman Lord and seconded by Councilman Combs.

Resolution 81-210 authorizing eminent domain proceedings to acquire an
easement . for construction of a sanitary sewer line in the Charlton Pollard
area (EPA grant - Buford Street ) was approved on a motion made by Council-
man Williams and seconded by Councilman Combs.

This is a letter from the Texas Municipal League and I am pleased to
read it . It ' s addressed to . . . they don ^t know you are Councilman Lord?
It is addressed to Councilwoman they and it states : '
"It is my pleasure to invite you to serve as Chairman of the Texas Muni-
cipal Leadership Project Advisory Committee. Your work as a member of
the Committee has been invaluable to the project . I know that under your
leadership , ' it can be expected to produce outstanding results . We look
forward to your contribution to this important project . "
And, it is signed Carole K. McClellan, President of the Texas Municipal
League. We congratulate you on the honor. It is most deserved.

MAYOR MEYERS:
And, I would advise Council that this morning at 10:30 the Civic Award
for Beautification,' particularly as it relates to the plantings and areas
around the Civic Center and City Hall , we received the award from the
Magnolia Garden Club because of the fine. work that 's been done as the
Best Public Building for plantings and landscapting and so I pass that on
to all of you.

service in Beaumont : Gerald D. White, 1790 Washington Blvd. ; Celestine
Farris ,'. .1839 Roberts; Thelma Smith, 995 Legion; J. C. Leggett , 1849 Wash-
ington Blvd. ; Dr. Jim Barbe, St . Elizabeth & Baptist Emergency Rooms ;
Frances Crawford, Crawford Ambulance Service ; Elizabeth Hebert Guillory ,
Beaumont Paramedics; Jackie Shannon of Sabine Oaks and Eunice Davis of
Autumn `Rills.
Fred Lane, 8890 Kipling, addressed Council to request that descriptions
of .property being considered for rezoning be more complete when published.

There being no further business, the meeting was recessed before continu-
ing with the' City Council Workshop Session.
