CITY COUNCIL - CITY OF BEAUMONT
HELD JANUARY 27 , 1981
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas ,
met in regular session this the 27th day of January, 1981 , with the
following present :

The Invocation was given by the Reverend Douglas Rathgeber , St . John 's
Lutheran Church.
The Pledge of Allegiance was led by Councilman Williams.

Mayor Meyers issued the following proclamations : "Catholic Schools Week
in Beaumont" - February 1-7, 1981 and "Children' s Dental Health Month in
Beaumont" - February, 1981.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held Jan-
uary 20, 1981;
Resolution 81-27 releasing $90,000 in securities pledged as collateral
for City deposits and accepting the pledge of $1 ,000,000 in other se-
curities (American National Bank holds total pledges of $35,070,000) ;
Resolution 81-28 authorizing the purchase and installation of an engine
for a front loading sanitation truck from Kinsel Ford, Inc; and
Resolution 81-29 authorizing the purchase of various sizes of fire hose
from Halprin Supply (2, 000 feet of l ') at $2 ,460.00; Claude Wright &
Associates (2 ,000 feet of 2z" and 1 ,000 feet of 3") at $5 ,860.00; and
Bayou Gasket & Hose Company (800 feet of 511 ) at $5 ,216.00.
The Consent Agenda was approved on a motion made by Councilman Lord and
seconded by Councilman Combs.

Ordinance No. 81-4 changing the zoning from R-2 to LR-1 for a 3.90 acre
tract described generally as a portion of the H. Williams Survey, approxi-
mately 390 feet north of Gladys on the east side of Major Drive (FM 364) ,
change requested by Sam 0. Smith and Thad Heartfield, was considered :

Ordinance No. 81-5 changing the zoning from R-2 to C-1 for a 7.36 acre
tract described generally as a portion of the Jack Josey Tract , F. Bigner
Survey, southwest of Parkdale Mall on the south side of Dowlen Road and
parallel with the north side of Hillebrandt Bayou drainage ditch (requested
by Glenn Galloway) was considered:

Ordinance No. 81-6 amending Chapter 24 of the Code of Ordinances , estab-
lishing lot split exemptions for multi-family, townhouse and condominium
developments was considered :

EXCEPTIONS FOR THE DIVISION OF

PLATTED SUBDIVISIONS UNDER CERTAIN
CONDITIONS; PROVIDING FOR EXCEPTIONS
FOR INDUSTRIAL, COMMERCIAL, AND CERTAIN
MULTI-FAMILY LOTS; PROVIDING FOR
SEVERABILITY; PROVIDING FOR REPEAL;
PROVIDING A PENALTY.
The ordinance was approved on a motion made by Councilman Lord and se-
conded by Councilman Turner .

Resolution 81-30 authorizing the steps necessary to proceed with an as-
sessment paving project for a 126-foot section of 24rd Street , south of
Kenwood Drive (Calder Place Addition - cost of project estimated to be
$11 ,000) was approved on a motion made by Councilman Lord and seconded
by Councilman Combs,

Resolution 81-31 authorizing the steps necessary to proceed with an as-
sessment paving project for Beale Street , including Lots 1-9, Blocks 7

on a motion made by Councilman Turner and seconded by Councilman Williams.

Resolution 81-32 authorizing a contract with Livesay-Vacker Associates
to provide architectural services for park improvements (Rehabilitation
of the Central Park Community Center, Covered Play Areas for Central and
Cottonwood Parks, and Wading Pool for Liberia Park) in the Urban Parks
and Recreation Recovery Program (UPARR - grant amount approximately
$275, 000) was approved on a motion made by Councilman Williams and se-
conded by Councilman Lord.

Resolution 81-33 authorizing an agreement with Prime Computer , Inc. for
furnishing hardware, software and maintenance for a word processing system
(Lease-purchase for first year - $1 ,094.60 per month and $1 ,376.40 per
month for length of agreement) was approved on a motion made by Council-
man Lord and seconded by Councilman Turner.

Mrs. Marie Hubbard, 1990 Nora Street , and Mr . Carter Williams , 3450 Pra-
dice, addressed Council to speak in opposition to the demolition and re-
moval of the Liberia Park Swimming Pool.
Mrs. Lorane Wood, 9480 Walden, owner of two mobile home parks in the City,
addressed Council to complain about the accounting procedures in the Water
Department .
Mr. Alvin Spikes, 3210 Roberts , addressed Council to request that drainage
improvements needed .for his area be done in conjunction with the Corley
Street Paving Project.
Mr. J. C. Leggett , 1849 Washington Boulevard, addressed Council concerning
public utilities.

There being no further business, the meeting was recessed before continu-
ing with the City Council Workshop Session.
