HELD DECEMBER 16 , 1980
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas ,
met in regular session this the 17th day of December , 1980, with the
following present :

The Invocation was given by the Reverend Lee Wineinger , Pastor of Wash-
ington Boulevard Christian Church and the Very Reverend James Mitchell ,
Associate Rector of St . Mark"s Episcopal Church.
The Pledge of Allegiance was led by Councilman Williams .

Hebert High Government students , along with Mrs. Elliott , their teacher ,
and Mrs . Harrell , Teacher "s Aide , were welcomed to today' s meeting.

The following Consent Agenda items were considered :
The Minutes of the regular City Council session held December 9 , 1980 ;
Resolution 80-452 authorizing payment of $1 , 110. 12 for Suppliement No . 5
to the City Code of Ordinances to Municipal Code Corporation ;
Resolution 80-453 authorizing purchase of four (4) radar units for the
Police Department from Kustom Electronics , Inc . at a cost of $1 , 550. 00
each;
Resolution 80-454 authorizing purchase of a code key making machine for
Building Maintenance from Acme Wholesale Company at a cost of $1 , 200. 00;
and
Resolution 80-455 authorizing purchase of roofing materials for Central
Park Community Center from C. L. Sherman & Sons at a cost of $4 ,405. 79
and rescinding Resolution 80-409 awarding the bid to Sutherland Lumber
Company.
The Consent Agenda was approved on a motion made by Councilman Combs and
seconded by Councilman Lord .

Resolution 80-456 approving the Regina Extension Paving Project (S .P. I .S .D.
participation) and authorizing final payment to E. R. DuPuis Concrete Com-
pany in the amount of $10, 759.45 was approved on a motion made by Council-
man Combs and seconded by Councilman Williams .

Resolution 80-457 authorizing purchase of one (1 ) 16 HP tractor and fin-
ishing mower from Oil City Tractors , Inc . at a cost of $5 ,044 . 00 and two
(2) tractors from Equipment Headquarters , Inc . at a cost of $8 ,649. 00 each
for use by the Parks and Recreation Department was approved on a motion
made by Councilman Combs and seconded by Councilman Lord.

Resolution 80-458 authorizing award of contract for construction of side-
walks at the City Health Department to E. R. Dupuis Concrete Company at
a cost of $6 , 020. 00 was approved on a motion made by Councilman Lord and
seconded by Councilman Combs .

Resolution 80-459 authorizing purchase of one (1) two cubic yard dump
truck from Kinsel Ford, Inc . at a cost of $9, 203 . 13 and five (5) eight
cubic yard dump trucks from Beaumont Motor Company at a cost of $87 ,977 .70
was approved on a motion made by Councilman Combs and seconded by Council-
man Williams .

Resolution 80-460 authorizing an agreement with Kohler & Kohler for en-
gineering services for the design and construction of Corley Street TIP
Project (from Houston to 11th Streets) at a fee not to exceed $92 ,000 . 00
was approved on a motion made by Councilman Williams and seconded by
Councilman Combs.

A resolution approving supplemental agreement for additional sidewalks
in Census 'Tract 20 Project (Fletcher Neighborhood) was deferred for
additional cost information .

Resolution 80-461 authorizing final payment of $9, 599 . 76 to E. R. Dupuis
Concrete Company for the construction of automobile parking area and
driveways at Municipal Airport (total cost of project - $55 ,708 .84) was
approved on a motion made by Councilman Combs and seconded by Councilman
Lord.

Resolution 80-462 authorizing the purchase of passenger cars and vans
for various city departments (23 Police Cruisers at $8 , 373 . 18 each,
13 Four Door Sedans at $6, 965. 48 and 1 Four Door Sedan at $7 , 174 . 46 each
from Kinsel Ford, Inc . and 2 Four Door Liftback Sedans at $5,784 . 16 each ,
7 Two Door Liftback Sedans at $5 , 309. 68 each and 2 Cargo Vans at $8 ,557. 00
each from Beaumont Motor Company) was approved on a motion made by Coun-
cilman Williams and seconded by Councilman Combs .

Resolution 80-463 authorizing purchase of a pneumatic tire compactor for
the Street Department from Plains Machinery Company at a cost of $24 ,360. 19
was approved on a motion made by Councilman Williams and seconded by Coun-
cilman Combs .

Resolution 80-4064 allocating $7150, 000 from the Landfill Acquisition Pro-
ject ; $1 , 500, 000 from the General Fund , Capital Improvements ; and
$750, 000 from the Industrial Contractural Payments to be used for the
construction of the T',Iunilclpal Parking Facility because financing may be
necessary for a period while arrangements are made for the issuance of
Parking Facility Revenue Bonds (application to the Department of Housing
and Urban Development for an Urban Development Action Grant - UDAG --
provides for construction of a 224-room, Hilton Hotel and 646-space park-
ing facility) was approved on a motion made by Councilman Combs and se-
conded by Councilman Williams.

Resolution 80-465 endorsing the Taylor 's Bayou Project and the Revised
Final Environmental Impact Statement for that project as essential to
drainage and flood control protection for Beaumont was approved on a mo-
tion made by Councilman Lord and seconded by Councilman Williams .

Mrs . Wanda Grimes , 1756 Briarcliff , addressed Council to again request
replacement of traffic signals on Gladys and to present additional pages
for the petition requesting replacement of the signals (presented at the
regular City Council session held December 9 , 1980) - bringing the total
number of signatures to approximately 640.

There being no further business , the meeting was recessed before continu-
ing with the City Council Workshop Session .
