HELD NOVEMBER 4 , 1980
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas ,
met in regular session this the 4th day of November, 1980 , with the
following present :

The Invocation was given by the Very Reverend Lowell D. Case , Blessed
Sacrament Church.
The Pledge of Allegiance was led by Councilman Lord.

Mayor Meyers issued the following proclamations : "Lamar University Home-
coming Week in Beaumont" November 3-8 , 1980 and "American Education Week
in Beaumont" - November 16-22 , 1980.

The following Consent Agenda items were received:
Approval of the minutes of the regular City Council session held October
28 , 1980;
Resolution 80-386 authorizing the City Manager to execute a contract with
J . R. Plake , Inc . for the relocation of two houses ;
Resolution 80-387 accepting the bid of Gulf Coast Business Forms for fur-
nishing Supplementary Offense Report Forms for use by the Police Depart-
ment at a cost of $1 , 043 . 70;
Resolution 80-388 accepting the bid of Yocum'%s Photo Center for furnish-
ing camera equipment for use by the Police Department at a cost of $1 ,380. 03;
Resolution 80-389 accepting the bid of Bell and Howell for furnishing a
Mark II Microfilm Reader for use by the Library at a cost of $1 ,405. 00 ;
Resolution 80-390 requesting Southwestern Bell Telephone Company to make
a study of the feasibility of providing "E-911" emergency number service
for Beaumont ;
Resolution 80-391 granting an underground service easement to Gulf States
Utilities Company to serve the new animal shelter facility ; and
Resolution 80-392 authorizing payment of $9,294. 58 to Drainage District 6
for repairs to the landfill road bridge across Brakes Bayou.
The Consent Agenda was approved on a motion made by Councilman Turner and
seconded by Councilman Combs .

Resolution 80-393 authorizing the Legal Department to institute condemna-
tion proceedings to acquire Parcels #7, 10, 13, 15, 16 , 17 , 18 , 19 ,22 ,23 ,24 ,25 ,
26 , 27 , 28 , 29, 30 and 31 for the Spur 380 (Lamar Freeway) Project (State to
reimburse acquisition costs) was approved on a motion made by Councilman
Lord and seconded by Councilman Turner .

Resolution 80-394 authorizing sale of a remnant of land acquired for the
Brooklyn Street project to Thomas 0. Redman for $1 ,340. 00 was approved
on a motion made by Councilman Combs and seconded by Councilman Turner .

Construction Company for the construction of Washington Boulevard from

Combs .

Combs and seconded by Councilman Turner .

providing for pay to employees during certain periods of Military Service
was considered:

A second night Workshop Session was scheduled for Tuesday , November 25th
at 73 : 30 p .m. at a location in Ward IV to be decided upon later.

Mr. Alvin Spikes , Jr . , 3210 Roberts Avenue , addressed Council to complain
about poor drainage in his area and asked for a timetable for correcting
the problem.
Mr . Wayne Blackburn, 1180 Goldsborough, addressed Council to complain about
drainage and also requested the opening of a portion of Brock Street .

There being no further business , the meeting was recessed before continu-
ing with the City Council Workshop Session .
