HomeMy WebLinkAboutMIN SEP 30 1980 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD SEPTEMBER 30, 1980 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 30th day of September, 1980, with the following present: HONORABLE: Maurice Meyers Mayor Tom Combs, Jr. Councilman, Ward I Evelyn M. Lord Councilman, Ward II Calvin Williams Councilman, Ward III ** Wayne Turner Councilman, Ward IV ** Councilman Turner arrived during presentation of a proclamation to Firefighters. -000- The Invocation was given by Reverend Bill Taylor, South Park Baptist Church. The Pledge of Allegiance was led by Councilman Williams. -000- Mayor Meyers issued the following proclamations: 1. Week of October 5th through 11th - "Employ the Handicapped Week" 2. Week of October 12th through 18th - "Handicapped Awareness Week" Accepting the two proclamations were Messrs. Tommy Polk and Dale Buehrle. Mayor Meyers recognized Messrs. Larry Daniels and Dale Horton who operate Cardinal Body Shop, and nominated by the Golden Triangle Mayors' Com- mittee as "Employer of the Year', who will receive this award Friday in Austin. Mayor Meyers also recognized Mr. Jerry Arvie, employed as a mechanic at Cardinal Body Shop and was the Mayors ' nominee for the handicapped award. 3. Sunday, October 5th "Memorial for Deceased Firefighters of Beaumont" Accepting the proclamation for firefighters were Tommy May, Fred Steward, R. P. Chaison and Kay Clark. Firefighter Tommy May announced Memorial Services to be held at 2 : 30 p.m. , Sunday, October 5, 1980, at Central Fire Station, and encouraged all to participate. 4 . Week of October 5th through 11th - "Port of Beaumont Week" . Mr. John Roby, Public Relations Information for the Port, accepted the proclamation. -000- Mayor Meyers recognized Messrs. Albert Williamson, Charles Kiker and Joe Goetschius who extended an invitation to attend the 39th Annual Southeast Texas State Fair to be held October 10th through the 19th. Representatives thanked Council for assistance in repairing fire damages. -183- September 30, 1980 -000- On a motion made by Councilman Combs and seconded by Councilman Lord, the following items on the consent agenda were approved: All votes favorable. Minutes of regular meeting held September 9, 1980. R-80-334 authorizing the City Manager to purchase west 40 feet of Lot 11 and the northeast 46 foot by 30 foot portion of Lot 12, Block 1, North First Addition on Lethia Street to be used as a relocation site for a structure to be moved on this lot and rehabilitated, for the sum of $1500. 00. R-80-335 authorizing the acceptance of a bid received from Szafir/ Remex, Inc. , in the amount of $1092. 00, for office partitions for the Accounting Department. R-80-336 authorizing the acceptance of a bid received from Russco Paint Manufacturing Company, in the amount of $1983. 30, for 330 gallons of sealer for waterproofing Civic Center and City Hall. R-80-337 authorizing acceptance of a bid received from Transit Mix Concrete Company, in the amount of $50. 70 per cubic yard for 5-sack cement with 1-1/2" aggregate, and payment authorized upon delivery. R-80-338 authorizing an agreement with the Southeast Texas Regional Planning Commission for a home maintenance service grant. R-80-339 appointing members to the Senior Citizens Advisory Commission and Clean Community Commission. REGULAR AGENDA R-80-340 authorizing final payment, in the amount of $23, 040, to Gary Clark Contractors, Inc. , for repair of the swine barn at Fair Park, approved on a motion made by Councilman Lord; seconded by Councilman Combs. QUESTION: AYES: All NAYES: None -000- R-80-341 authorizing payment, in the amount of $17 , 434, to Olshan Demolishing Company, for removal of the livestock barn at Fair Park, approved on a motion made by Councilman Combs and seconded by Council- man Turner. QUESTION: AYES: All NAYES: None -000- R-80-342 authorizing payment, in the amount of $2847 . 96, to Hinds Quality Fences, Inc. , for fencing two tennis courts at Carroll Street Park, approved on a motion made by Councilman Combs and seconded by Councilman Lord. QUESTION AYES: All NAYES: None -184- September 30, 1980 R-80-343 authorizing acceptance of a bid received from National Foundation Repairs, in the amount of $18, 650, for ramp foundation stabilizing for the Police Station, was approved on a motion made by Councilman Lord and seconded by Councilman Combs. QUESTION: AYES: All NAPES: None -000- R-80-344 authorizing acceptance of a bid received from Mar-Len, Inc. , in the amount of $89, 686, for paving and drainage improvements for Census Tract 20 (Project No. CDBG - B-79-MC-48-0003) , was approved on a motion made by Councilman Turner and seconded by Councilman Combs. QUESTION: AYES: All NAYES: None -000- R-80-345 authorizing the execution of a contract with the Beaumont Heritage Society to permit relocation of the Robert W. Sanders Home located at 479 Pine Street to the southeast corner of Walnut and Elizabeth Streets, was approved on a motion made by Councilman Lord; seconded by Councilman Combs. QUESTION: AYES : All NAYES: None -000- R-80-346 authorizing the execution of a contract with Beaumont Transit Company for the management of the transit system, was approved on a motion made by Councilman Combs; seconded by Councilman Turner. QUESTION: AYES: All NAYES: None -000- R-80-347 authorizing the purchase from Griffin Development Company, a tract of land of 28 . 746 acres southeast of Walker and Griffin Roads for $143, 730 for a community park, was approved on a motion made by Councilman Combs and seconded by Councilman Turner. QUESTION: AYES: All NAYES : None -000- CITIZENS SPEAK Carolyn Wingate, 1844 Rivercrest, asked why the sidewalk in front of Fletcher School had not been included in the sidewalk improvement contract. Mayor Meyers asked Mrs. Wingate to leave her telephone number with the Manager' s Office for a response. Delia Harrington, 815 Willow, asked that the house located in the 1500 block Grand be cleaned up. Also asked that the street name sign be put back on Belvedere. Marianne Williams Carney, 5955 Bicentennial Lane, asked what is being done to get the Emergency Clinic back in Beaumont; asked why the Center ran into difficulty in Beaumont. Mayor Meyers stated that Council is deeply concerned about health; stated the Clinic was a private enterprise, apparently not making a profit and thus went out of business. Mayor Meyers stated he would be happy to pursue any suggestions that she might have in the interest of the City. -185- September 30, 1980 Norma Maldonado, 1745 Corley Street, asked what the Urbal Law was. Mayor stated that the Attorney' s Office would respond to her ques- tion. Councilman Combs stated that it probably referred to Urban Renewal. Mrs. Maldonado talked about Washington Blvd. being dirty. Mayor Meyers stated that appointments had been made to the "Clean Community Commission" as part of the "Keep America Beautiful" program. Evelyn Vardeman spoke on behalf of the need for the Carriage House and asked that it be rebuilt to help those who need this facility. Archie Land thanked Council for time spent considering the Carriage House and Sanders Home and making funds available. -000- There being no further business, Mayor Meyers recessed the meeting to reconvene with the work session. -000- I, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular Council session held September 30, 1980.
