HELD SEPTEMBER 23 , 1980
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas ,
met in regular session this the 23rd day of September , 1980 , with the
following present :

The Invocation was given by Allen Ray, Minister of Youth of Calder Baptist
Church.
The Pledge of Allegiance was led by Councilman Combs .

Mayor Meyers reminded citizens about .the City Council Workshop Session
to be held at 7 : 30 p.m. at Lucas Elementary School .

Mayor Meyers issued the following proclamation : "Spindletop Boom Days
in Beaumont"-September 27 and 28 , 1980.

The following Consent Agenda, items were considered :
Approval of the minutes of the regular City Council session held Septem-
ber 16, 1980;
Resolution 80-326 authorizing purchase of Lot 136 , Block 13 of the Herring
Addition (Project 720-74-191) for relocation of a house for the Buford-
Carroll Street Project ;
Resolution 80-327 approving the operations of the Jefferson County Housing
Finance Corporation within the corporate limits of the City of Beaumont ;
Resolution 80-328 advertising for bids on the sale of property (Lots 13 ,
14, 15, 17 , 18 , N-2 21, and 22) in Block 3 , LaSalle Addition acquired for
the University Drive Project - CIP 11-ST-07 ; and
Resolution 80-329 accepting the bid of Audio Intelligence Devices for fur-
nishing electronic surveillance equipment for the Police Department at a
cost of $3 , 793 . 00.
The Consent Agenda was approved on a motion made by Councilman Combs and
seconded by Councilman Turner .

Ordinance No. 80-91 amending Chapter 24 of the Code of Ordinances by
creating exemptions for lot splits was considered :

ENTITLED AN ORDINANCE AMENDING CHAPTER 24
OF THE CODE OF ORDINANCES OF THE CITY OF
BEAUMONT, TEXAS , BY ADDING A NEW SECTION
24-11 TO CHAPTER 24 OF THE CODE RELATIVE
TO THE DIVISION OF LOTS IN PLATTED SUBDIVI-
SIONS ; PROVIDING FOR SEVERABILITY; PROVID-
ING FOR REPEAL; AND PROVIDING FOR A PENALTY.
The ordinance was approved on a motion made by Councilman Lord and secon-
ded by Councilman Combs.

Mr. McNicholas addressed Council acknowledging that the bank building
could be constructed under present zoning but that future expansion would
be prohibited if new proposed zoning ordinance is adopted.
Councilman Turner made a motion to deny the ordinance ; motion was seconded
by Councilman Williams .

dition .in the 7700-7800 Blocks of Tolivar Road was considered :

Santa Fe Railroad right-of-way on the jest , Caldwell on the North, Gulf on
the East and Interstate 10 on the South) as "Babe Didrikson Zaharias Park"
was approved on a motion made by Councilman Williams and seconded by Coun-
cilman Turner.

Resolution 80-331 authorizing final payment of $19 ,695. 73 to Jay Garth,
Inc. on the contract for construction of the Municipal Airport Terminal
building was approved on a motion made by Councilman Williams and seconded

to health care coverage for employees ' dependents was considered :

CITY SHALL CONTRIBUTE ONE HUNDRED (100%)
PERCENT OF EMPLOYEE DEPENDENT HEALTH CARE

PROVIDING FOR REPEAL; AND PROVIDING AN
EFFECTIVE DATE .

GOVERNING THE TEXAS MUNICIPAL RETIREMENT

SYSTEM FOR SERVICE PERFORMED BY QUALIFYING
MEMBERS OF SUCH SYSTEM IN THE EMPLOYMENT OF
THE CITY OF BEAUMONT; ELECTING AND PRESCRIBING
THE EFFECTIVE DATE OF SUCH UPDATED SERVICE
CREDITS; AUTHORIZING AND PROVIDING FOR AL-
LOWANCE OF INCREASES , AS HEREIN PROVIDED, IN
MONTHLY BENEFITS PAYABLE BY TEXAS MUNICIPAL
RETIREMENT SYSTEM AFTER THE EFFECTIVE DATE

about poor drainage in our area.
