CITY COUNCIL - CITY OF BEAUMONT
HELD JULY 29, 1980
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas met in
regular session this the 29th day of July, 1980, with the following present:

The Invocation was given by Reverend Harold B. Halcomb, Pastor of the North End
Baptist Church. .
The Pledge of Allegiance was led by Councilman Lord.

Mayor Meyers signed a proclamation declaring Monday, August 4, 1980 as "Raoul.
Wallenberg Day" in Beaumont. Raoul Wallenberg is credited with saving the
lives of 30,000 Jews during World Wax II. A copy of the proclamation will be
forwarded to U.S. diplomatic representative who will present it at a human
rights tribunal to be held in Stockholm, Sweden sometime in the fall.
Mayor Meyers recognized Councilman Combs who recently was selected one of five
outstanding young men of Texas by the Jaycees organization.

The following items of the Consent Agenda were considered:
Resolution 80-253 authorizing the execution of a ten-foot wide utility easement
in Liberia Park for use by Gulf States Utilities Company.
Resolution 80-254 accepting utility improvements for City maintenance in West-
calder Estates, Lots 1-18, Block 7, being Wooten Road extending westward.
Resolution 80-255 accepting a deed from South Park Independent School District
for a twenty-foot wide drainage easement which will cross Regina-Howell school
property.
Resolution 80-256 authorizing payment to Dixie Materials, Inc. , in amount of
$13,068.42, for the purchase of 20,652 gallons of various oils for use on city
streets.
Councilman Combs moved; seconded by Councilman Turner.

An ordinance to issue a specific use permit for expansion of a cemetery located
at 1990 Gill Street was postponed for one week on a motion made by Councilman
Lord and seconded by Councilman Combs. The plans approved by the Planning and
Zoning Commission called for additional fencing and some of the citizens in
that area are of the opinion that additional fencing is not necessary and are
circulating a petition to this effect. Petition will be presented to Council
when all signatures have been secured.

Ordinance 80-70 amending Chapter 30 of the Code of Ordinances changing the zoning
of a 7.14 acre tract out of the Dowlen West Addition, Unit 19, was considered:

of a 0.1956 acre tract out of the Annie T. Warren subdivision, was considered:

zoning of a 0.82 acre tract out of the Caldwood Acres Addition was considered:

Mayor Meyers moved adoption of Ordinance No. 80-73; seconded by Councilman Combs.
After a discussion, Councilman Combs withdrew his second, suggesting that the
Ordinance be held for one week; seconded by Councilman Turner.
Following further discussion of the matter, Councilman Williams made a new
second to the original motion made by Mayor Meyers to adopt the Ordinance.

Resolution 80-257 authorizing the purchase a 1,949.9 square foot tract of land
from the Coco Estate, for $18,223.22, for the reconstruction, widening, and
improvement of Buford Street (Buford-Carroll Street Project), was approved on
a motion made by Councilman Lord; seconded by Councilman Turner.

Ordinance No. 80-75 amending Chapter 29 of the Code to provide for a Central
Dispatch Service was considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER 29 OF
THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT
TO AMEND THE REQUIREMENT FOR PERSONNEL
IDENTIFICATIONS CARDS; PROVIDING A PROCEDURE
FOR SUSPENSION OF AMBULANCE PERMITS;
PROVIDING A PROCEDURE FOR REVOCATION AND
SUSPENSION OF AMBULANCE DRIVERS' LICENSES;
REQUIRING NOTIFICATION OF THE LOCATION OF EACH
AMBULANCE; PROVIDING AN EFFECTIVE DATE;
PROVIDING FOR SEVERABILITY; PROVIDING FOR
REPEAL AND PROVIDING A PENALTY.
A motion to adopt Ordinance No. 80-75 was made by Councilman Turner; seconded
by Councilman Williams.

Resolution 80-258 accepting Project II of the 1980 Street Maintenance Program
and authorizing final payment, for $223,429.41, to Bella Company, was approved
on a motion made by Councilman Lord and seconded by Councilman Combs.

As indicated by Ordinance 80-76 (which amends Resolution 77-4, passed by Council
January 4, 1977), Resolution 80-259 was introduced to expand the Airport Advisory
Committee from a seven-member to a 10-member Board, with three of the ten members
being appointed at this meeting -- Ken Parker, lValter Mayer, Jr. , James Massey -
all one-year terms.
Motion made by Councilman Combs; seconded by Councilman Lord to approve.

dilapidated structure hearing. )
PUBLIC HEARING DILAPIDATED STRUCTURES
Hearing called to order by Mayor Meyers who turned the hearing over to George
Gardner, City's Urban Rehabilitation Administrator, who stated that all property
owners had been properly notified. The following structures declared to be
public nuisances and are required to be repaired or removed:
1. 1045 Broadway, Structure, Apt. #1 and #2, Charles B. Crabbe, to be razed or
repaired within 30 days.
2. 1227 Broadway, Mary C. Shaw Est. , raze or repair within 30 days.
3. 1445 Burt, Ms. Kaffie Smith, raze within 30 days.
4. 2590 Coast, Mr. George Merritt, raze or repair within 30 days.
5. 780 DeVilleneuve, Ms. Loumertha Polk Love, raze or repair within 30 days.
6. 2840 Glenwood, Mary & Gayton Thomas, raze within 30 days.

OTHER BUSINESS:
Councilman Turner expressed concern for S. Kenneth Street which is being used .
as .a detour for the Florida.-Highland Project; stated traffic has torn the Street
up and is in bad need of repairs; suggested that any future projects, repairs to
the streets being used as a detour be included; urged that S. Kenneth be fixed..
Mayor Meyers recognized Mr. Eddie Turner, father of Councilman Turner.

CITIZENS SPEAK:
Mr. Walter Swift, 1475 Avenue F, spoke on the Southern Iron Works situation.
Mr. J. C. Legett, 1849 Washington Boulevard asked times of public hearings to
be held relative to the proposed zoning ordinance. Bruce McClendon, Planning
Director, pointed out that hearings would be held July 30th for the second
reading and August 25th for the third reading.

continuing with the Workshop Session.
